I was pleased to welcome Bowie State University President Dr. Aminta Breaux to my latest edition of my Council Chair cable program, Around the County.  Dr. Breaux is the 10th President and first woman to lead the oldest Historically Black College and University (HBCU) in the State of Maryland, which is also located in Bowie and the 4th Council District.  You may click here to view the show.

I was honored to receive the Special Awardee of the Year recognition from the Prince George’s County Chamber of Commerce at the annual Excellence in Business Award Gala on October 4, 2019 at Gaylord National Harbor Riverview Ballroom. Congratulations to all the awardees for making Prince George’s County open for business.

On October 1, 2019 I was pleased to be recognized by Prince George’s County Sheriff Melvin C. High and County Executive Angela D. Alsobrooks at the 6th Annual Purple Light Nights Lighting Ceremony at Prince George's Community College for the kickoff of Domestic Violence Awareness Month.

I made a special presentation to Prince George's Fire/EMS personnel from Stations 816 and 843 in Bowie at the 8th Annual City of Bowie Public Safety Appreciation Awards program on September 20th.  Congratulations to all the public safety awardees.


Prostate Cancer Awareness Event

Thanks to Emmanual Health Education Inc.’s, President/Founder William Battle, and members for the Prostate Cancer Awareness Walk, Run, Ride at Allen Pond Park on September 21, 2019.  The event included stories by former Washington Wizards player and announcer Phil Chenier and an appearance by the Bowie State University Men’s Basketball Team.

I extend congratulations to District 4 resident, Yolanda Muckle, on her Installation as the new President of the Prince George's County Association of Realtors on September 19th at Camelot at Martin’s. I wish her and the 2020 Officers and Directors a successful year.


MedStar Southern Maryland Hospital Center Groundbreaking

Glad to join with my colleagues in government and bring greetings on behalf of the County at the Groundbreaking Celebration for the new Emergency Room and Entrance to MedStar Southern Maryland Hospital Center in Clinton on September 19th.


BSU Celebrates Groundbreaking for Entrepreneurship Center

On October 10, 2019, Bowie State University President, Dr. Aminta H. Breaux and dozens of Maryland and local officials joined the Bowie State University community to mark the start of construction of a residence hall and entrepreneurship center at the university’s Charlotte Robinson Hall - Lawn. Construction on the Entrepreneurship Living-Learning Community is slated to begin in February 2020, with completion planned by July 2021.  To read more information about the groundbreaking, please click on Sentinal's  website link.

Welcome to the October 2019 edition of the 4th District Legislative Email Newsletter.  I hope you are enjoying the fall weather and activities.  Below are some recent highlights as well as some upcoming events in the County and the 4th Council District.

Census Kickoff

Join County Executive Angela Alsobrooks for her 2020 Census kick off in Prince George's County on Tuesday, October 22, from 3:00 to 7:00 PM. Come learn about the 2020 Census and the importance of every resident being counted. Allison Seymour and Marc Clarke will be hosting their radio show with WHUR live from Dave & Buster's, located at Ritchie Station, 1851 Ritchie Station Court, Capitol Heights, MD. The event is free.


Community Partnership Grant Program Applications Now Open

County Executive Angela Alsobrooks is now accepting applications for the FY 2020 Community Partnership Grant (CPG) Program.  Approximately $1.6 million in funding is available to eligible non-profits through the CPG program.  Local non-profit organizations that provide community-based program initiatives to help foster the growth and development of people and communities in the County, are encouraged to apply.

The deadline for application submission is Friday, November 8, 2019, at 5:00 PM.  Applications, FAQs, guidelines and lists and photos of past recipients are available here. Questions concerning CPG applications should be directed (in writing) to Ameria at the Office of Management and Budget at PGNonProfits@co.pg.md.us.

District 4 Team Welcome

Please welcome to the 4th Council District Team Mr. Martin Mitchell as our new Constituent Services Specialist.  Martin is a graduate of Bowie State University with a Bachelor of Arts Degree in Political Science.  He joins us after having served in numerous governmental positions, including the Maryland House of Delegates and the U.S. House of Representatives.

Short-Term Rental Law

Goes into Effect

In September 2018, the Prince George’s County Council adopted legislation to establish a Short-Term Rentals Program in the County. The legislation took effect on October 1, 2019. The program is administered by the County’s Department of Permitting, Inspections and Enforcement (DPIE).  Under the County’s Short-Term Rental Program, Prince George’s County homeowners whose properties comply with County's Code and who meet certain other criteria may seek a Short-Term Rental License to host renters up to 30 days at a time working through established online sites.

Beginning the first week of October, every  property owner and mailing address in Prince George’s County should have received a newsletter about the Countywide Sectional Map Amendment (CMA) initiation. The CMA is the second phase of the Zoning Ordinance Rewrite project and the last integral component for Prince George’s County to begin using its new Zoning Ordinance. The new Zoning Ordinance cannot be used until the new zones are applied to properties throughout the County. 

The newsletter highlights that this is a “non-substantive rezoning process,” and is being prepared to implement the zones in the new Zoning Ordinance; summarizes the CMA; features frequently asked questions; and provides information about how residents can get involved, including details on Regional Education sessions scheduled for November 2019.  The mailer also addresses concerns regarding rezoning property, what it means for residents and property owners, what changes you can expect to see, and provides important information about the County’s new Zoning Ordinance.

County Schools Utilize Unique Process to Address School Construction Needs

Prince George’s County Public Schools and the County have a first in the nation and state opportunity to utilize an innovative approach to school construction to meet our construction backlog.  The first phase of the Alternative Construction Financing (ACF), or P3 process, will allow the School System to build (in a three-year period), operate and maintain (over a thirty-year period) a minimum six new middle schools throughout the County to address overcrowding and future needs. 

The Prince George’s County Board of Education recently approved a Resolution on the ACF program that included at least the following six middle school projects – a new Adelphi Area Middle School, Drew-Freeman Middle School, Hyattsville Middle School, Southern Area K-8 Academy, Kenmoor Middle School and Walker Mill Middle School – will be included in the Prince George’s County Public School System’s Request for Proposal (RFP) to be issued shortly.

Opera Lafayette 25th Anniversary Season Preview at The Bowie Center for the Performing Arts

Bowie Performing Arts Center will be entering their 2nd year partnering with Opera Lafayette.  There will be a performance on October 24th, 2019 at 7:00 pm in The Blackbox as part of the season preview series.  In February they will present their full opera for the community at a great ticket price.  For more information, please click this link.
