DISTRICT COUNCIL MEETS ON ZONING ISSUES
The County Council, sitting as
the District Council, is granted authority to act on zoning matters by the
State of Maryland Regional District Act, now known as Article 28 of the
Maryland Annotated Code. The County Council sat as the District Council on
Monday, March 26.

COUNCIL BRIEFED ON COMMERCIAL PROPERTY ASSESSED CLEAN ENERGY PROGRAM
In
2016, the Council passed CR-66-2016, requiring the County to prepare a plan for
implementing a Commercial Property Assessed Clean Energy Program (C-PACE) that
facilitates energy improvements and requires repayment through a surcharge on
the owner's property tax bill. On Tuesday, the County Council was briefed on a
proposed C-PACE program by the DCAO for Budget, Finance, Economic Development
and Administration, Tom Himler; President and CEO, FSC First, Shelly Gross-Wade;
and Office of Central Services Energy Manager, Erica Bannerman. The Council
approved a resolution requesting the County Executive to develop a program, and
we look forward to reviewing legislation this year.

COUNCIL RECEIVES BRIEFING ON OPPORTUNITY ZONES - NEW NATIONAL COMMUNITY DEVELOPMENT PROGRAM
Federal tax code changes created
a new national community investment program, called Opportunity Zones, with a
goal of connecting private capital investment with distressed communities across
the country. The communities are
identified by census tract information, and the governor makes the final
selection. Assistant DCAO for Economic Development David Iannucci, briefed the
Council during session Tuesday, on areas the County has recommended to the
Maryland Department of Housing and Community Development to be identified as
Opportunity Zones.

UMMS EXECUTIVES PROVIDE NEW HOSPITAL CONSTRUCTION UPDATE TO COUNCIL
During Tuesday’s Council session, University of Maryland Capital
Region Health and University of Maryland Medical System executives provided the
Council with a construction update on the new University of Maryland Capital
Regional Health Center.

RULES AND GENERAL ASSEMBLY COMMITTEE PROVIDES UPDATE ON HB 1824, MARRIAGE LICENSE FEES
The Rules and General Assembly (RGA) committee guides the Council’s legislative agenda during the Maryland General Assembly session in Annapolis. RGA met Tuesday, March 27, to consider legislation and receive updates on General Assembly legislation for which the Council has stated a position.

COUNCIL'S PZED COMMITTEE REVIEWS PROPOSED FY 2019 BUDGETS FOR PEOPLE'S ZONING COUNSEL AND M-NCPPC
The Council’s Planning, Zoning
and Economic Development committee reviewed the Fiscal Year 2019 proposed
budget for the People’s Zoning Counsel and Maryland-National Capital Park and
Planning Commission Administration Fund.

COUNCIL'S THE COMMITTEE BRIEFED ON WSSC PROPOSED BUDGET; PUBLIC HEARING ON APRIL 12
The Council’s Transportation,
Housing and Environment Committee reviewed legislation and received a briefing from
the Washington Suburban Sanitary Commission (WSSC) on the its FY2019 proposed
budget, the FY2019-24 Capital Improvement Program, and Rate Structure
Alternatives. The Council will hold a public hearing on the WSSC FY2019
proposed spending plan on Tuesday, April 12.

COUNCIL'S HEHS COMMITTEE CONSIDERS APPOINTMENTS; BRIEFED ON "SUPPLEMENTAL NUTRITION PROGRAMS AT FARMERS MARKETS, IN EDUCATION AND BEYOND"
The Council’s Health, Education and Human Services Committee met on Wednesday, March 28, to consider the County’s Executive’s recommendations for appointments to the Commission for Individuals with Disabilities. HEHS unanimously approved the nominations. The committee was also briefed by health and education officials on “Supplemental Nutrition Programs at Farmers Markets, In Education and Beyond.” The update included an overview of how Supplemental Nutrition Assistance Benefits Program (SNAP) and other nutritional benefits are working at farmers markets in the County, and a brief history of efforts to bridge farmers markets programs and school efforts to make fresh, healthy food available to underserved populations utilizing farmers markets, and educate about the importance of a healthy diet, rich in fruits and vegetables.

COUNCIL CHAIR GLAROS DISCUSSES HIRING COUNTY YOUTH
Chair
Glaros addressed the Maryland Building Industry Association Prince George’s
County Chapter at their annual breakfast on Monday. She called on attendees to engage more deeply
in Prince George’s County by supporting County nonprofit organizations and
hiring County youth through partnerships with Youth Career Connect and the
Summer Youth Employment Program.
