RULES AND GENERAL ASSEMBLY COMMITTEE

During the Maryland General Assembly session, the Council’s Rules and General Assembly Committee reviews and recommends positions on selected proposed state legislation.     PLANNING, ZONING, AND ECONOMIC DEVELOPMENT COMMITTEE START WORK SESSIONS

    The Council’s PZED committee conducted a budget work session to review the Maryland-National Capital Park and Planning Commission budget proposal with M-NCPPC leadership and staff.

    COUNCIL'S HEALTH AND HUMAN SERVICES COMMITTEE RECEIVES EDUCATION BRIEFING

    Prince George’s County Schools CEO, Dr. Kevin Maxwell, was among school administrators providing a briefing to the Council’s HEHS committee on Wednesday, March 7th.   The proposed FY 2019 Budget for Prince George’s County Public Schools and the Continuous Business Process Improvement Study, also called the Performance Audit, were primary briefing topics.  The Performance Audit is the first comprehensive assessment of County school operations in 18 years.

    COUNCIL'S TRANSPORTATION, HOUSING, AND ENVIRONMENT COMMITTEE BRIEFED

    The Council’s THE committee met on March 8th, to review CR-3-2018, a Resolution concerning the 2008 Water and Sewer Plan.  THE members also received a briefing from the County’s Department of the Environment on the Clean Water Partnership, Animal Management Division, and Trash & Recycling Services/Zero Waste.

    COUNCIL'S PUBLIC SAFETY, FISCAL MANAGEMENT COMMITTEE REVIEWS CAMPAIGN FINANCING BILL

    The Council’s PSFM committee met Thursday, March 8th to consider CB-6-2018, an Act concerning the School Facilities Surcharge.  PSFM also discussed CB-04-2018, An Act Concerning Public Campaign Financing.

    Budget

    COUNTY COUNCIL BUDGET PROCESS FOR FY 2019

    March signals budget season for the Prince George’s County Council.   In accordance with the County Charter, the County Executive must submit the Proposed County Budget to the Council by March 15th, and the Council must adopt a new, balanced spending plan by June 1.  We expect to receive the FY 2019 budget proposal from County Executive Rushern L. Baker, III next week, after which the Council begins its budget review process.   The County’s new Fiscal Year begins July 1.     Charter Review

    CHARTER REVIEW COMMISSION 2018

    Section 1106 of the Charter provides that the County Council and County Executive shall appoint, by resolution, a Charter Review Commission. The purpose of the Charter Review Commission is to undertake a comprehensive study of the Charter and recommend appropriate changes to the Charter. The Charter Review Commission, which met on March 5th, must make recommendations to the County Council and County Executive as to proposed amendments to the Charter by April 1, 2018.  If you missed the March 5th public hearing, you have until March 12th to send a letter with your recommendations for Charter changes.

    SUPPORTING SMALL BUSINESSES AFFECTED BY PURPLE LINE

    Council Chair Dannielle Glaros and Council Member Deni Taveras testified in Annapolis in support of SB624, State Income and Property Tax Credits – Purple Line Construction Zone, which would ensure support for businesses adversely affected by the impact of Purple Line construction, by providing tax credit relief to qualified businesses in Prince George’s and Montgomery counties.
