Dear Subscriber,
Hurricane season begins June 1 and ends November 30. The NOAA Climate Prediction Center is forecasting a below-normal Atlantic hurricane season this year. While that is encouraging news, it only takes one storm to cause devastating impacts, making it critical that we remain alert, informed, and as prepared as possible.
NOAA predicts 8 to 14 named tropical storms (with sustained winds of 39 mph or higher). Of those, 3 to 6 are predicted to become hurricanes (winds of 74 mph or higher), including 1 to 3 major hurricanes (Category 3, 4, or 5, with winds of 111 mph or higher). These projections are issued with 70% confidence in the forecast range.
The Maryland Port Administration’s (MPA) Severe Weather Contingency Plan for the Helen Delich Bentley Port of Baltimore’s public marine terminals provides guidance to MPA personnel and port users on the actions to be taken in preparation for significant weather events. This plan is available on the MPA website: Severe Weather Contingency Plan for Marine Terminals
It is essential that all tenants and general port users maintain their own severe weather/hurricane preparedness plans, tailored to the specific needs and operations of their businesses. We urge everyone to review and update those plans now to ensure the safety of personnel, protection of property, and continuity of operations.
For vessel owners and/or operators, please refer to MPA Schedule 23, Section II.B.5 – Vessels Seeking Safe Refuge. By submitting the Commercial Vessel Authorization Checklist/Survey to request permission to remain at an MPA terminal, vessel owners/operators acknowledge that the request is subject to the terms of Section II.B.5. Submission of the checklist confirms acceptance of the conditions under which the vessel may remain at an MPA terminal during a severe weather event.
If you have any questions, please contact Jennifer Edwards, MPA’s Emergency Response Manager, at jedwards7@marylandports.com or 443-326-8007. Thank you for your anticipated adherence and cooperation.
