FROM COAST GUARD SECTOR MARYLAND:

PORT CONDITION ZULU

The Sector Maryland-National Capital Region (MD-NCR) Captain of the Port (COTP) has set Port Condition ZULU for all waters within the MD-NCR COTP Zone as a precaution against heavy weather impacts of Tropical Storm ISAIAS. In order to safeguard vessels, ports and waterfront facilities from damage due to Tropical Storm ISAIAS, a temporary safety zone established by the COTP is in effect.

Per the established safety zone, all navigable waters and ports within the MD-NCR COTP Zone, including State of Maryland Waters of the Chesapeake Bay, the western approaches to the Chesapeake and Delaware (C & D) Canal, the portion of the C & D Canal proper within Maryland, Potomac River, Ports of Baltimore, Washington DC, Annapolis, Salisbury, and Ocean City are CLOSED TO ALL VESSEL TRAFFIC.

Within the Port of Maryland, suspend cargo operations involving liquid bulk dangerous cargoes (including bunkering and lightering operations) unless permission is requested and approval granted. This approval provision does not apply to operations involving Cargo of Particular Hazard or Certain Dangerous Cargos, which in every case must be suspended.

Vessels at facilities shall carefully monitor their moorings and cargo operations. Vessels anchored shall prepare for storm winds. Additional anchors should be made ready to let go and preparations shall be made to have a continuous anchor watch. Engine(s) should be made immediately available for maneuvering. Also vessels should maintain a continuous listening watch on VHF-FM Channel 16.

Under the general safety zone regulations in subpart C of 33 CFR 165, you may not enter the safety zone unless authorized by the COTP or the COTP's designated representative. To seek permission to enter, contact the COTP or the COTP’s representative by telephone number 410-576-2693 or on Marine Band Radio VHF-FM channel 16 (156.8 MHz). Those in the safety zone must comply with all lawful orders or directions given to them by the COTP or the COTP’s designated representative.
