Montgomery County to Recognize Importance of Building Safety
Montgomery County is preparing to observe Building Safety Month in May, joining jurisdictions worldwide in highlighting the importance of safe, resilient, and sustainable structures. This annual international campaign raises awareness about the critical role modern building codes have in protecting lives and property.
The Montgomery County Department of Permitting Services (DPS) supports this mission year-round by issuing permits and conducting inspections to ensure that construction complies with all applicable codes and safety standards. These processes help maintain structural integrity, promote safe electrical and mechanical systems, and support long‑term community sustainability.
“Building safety is a top priority for DPS every day,” said DPS Director Rabbiah Sabbakhan. “Every permit we issue, and every inspection we complete, is part of our commitment to public safety. Building codes help ensure resilient construction that protects residents, strengthens communities, and preserves property values. DPS is proud to support Building Safety Month and to help ensure that every structure in Montgomery County is built to last.”
On Tuesday, April 21, County leaders are scheduled to proclaim May as “Building Safety Month” in Montgomery County.
Throughout the month of May, DPS will offer a series of local Building Safety Month events and activities, including the popular residential deck maintenance inspection program that opens on Friday, May 1; educational outreach activities and materials about building safety in the DPS lobby (2425 Reedie Drive, 7th floor, in Wheaton) weekdays from 7:30 a.m. to 4 p.m.; and, a Residential Permitting Open House on Wednesday, May 20, in the auditorium at the Montgomery County Isiah Leggett Executive Office Building in Rockville, where residents can get answers to their permitting questions.

Beginning on Friday, May 1, Montgomery County homeowners may request a free residential deck maintenance inspection by calling MC 311(240-777-0311) or filling out an online form on the DPS website as part of the County’s annual “Building Safety Month” outreach campaign.
The DPS deck inspection program is limited to the first 300 appointments. If you received an inspection last year, you are not eligible this year. When filling out the online form, homeowners should include the property address and contact information. It generally takes DPS inspectors less than 30 minutes to check the overall condition of the deck. Inspectors will look at the support system, fasteners, and the ledger attachment.
DPS’s free deck inspection program does not extend to the city limits of Gaithersburg and Rockville, as these municipalities have their own permitting departments.
In addition to the free deck maintenance inspection program, DPS provides building safety information and resources on its website, including a deck maintenance checklist and a deck inspection video. A deck permit is required for all decks supported by footings.

Chris Allen Named DPS Commercial Building Division Chief
Chris Allen is the new chief of the DPS Commercial Building Construction division.
DPS Deputy Director Ehsan Motazedi announced on April 2 that Chris Allen has been named chief of the DPS Commercial Building Construction division.
With two decades of service at DPS, Division Chief Allen brings experience across multiple roles, including as a permit technician and commercial inspector, a commercial field supervisor, and, most recently, an assistant to the director.
“His career progression is a testament to his hard work, dedication, willingness to learn, and readiness to take on additional responsibilities,” said DPS Deputy Director Motazedi. “Chris brings extensive knowledge and experience in the field of construction, along with numerous International Code Council certifications and licenses. He also holds a Bachelor of Arts from West Virginia University.”
In his new role, Division Chief Allen will oversee the Commercial Building Construction team, leveraging his experience in building and fire code administration to ensure continued delivery of exceptional customer service and the highest standards of public safety through safe, compliant construction practices.
“I am excited to lead the dedicated commercial reviewers and inspectors,” said Division Chief Allen. “I am hopeful that our collective knowledge and experience can assist our customers accomplish their permitting goals while ensuring code compliance.”

What to Know about Pool Permits Before Construction Begins
Before beginning construction of a residential in‑ground swimming pool, homeowners should be aware that multiple permits may be required to complete the project. Depending on the specific design and site conditions, you may need electrical, mechanical, public right‑of‑way, well and septic, and fire protection permits. In addition, your project must comply with all applicable Zoning requirements.
Many subdivisions and developments in Montgomery County have private covenants and deed restrictions that regulate construction. These private rules are not enforced by the County. Homeowners should contact their homeowners’ or civic association for information about any covenants that may apply to their property.
Homeowners are encouraged to book a free residential predesign consultation to ask questions about the permitting requirements for their project before construction officially begins. For more information about the permitting process for pools, visit the DPS website.
Wet Season Remains Closed Due to Low Water Table Levels
DPS Well and Septic Manager Heidi Benham said staff continue to monitor groundwater conditions.
The 2026 Wet Season remains closed as water table levels continue to fall below the thresholds required for safe and effective soil evaluations. Current conditions do not support the start of the season, which typically begins in the first quarter of the year.
DPS staff are continuing to closely monitor precipitation and groundwater conditions. If sustained rainfall results in a seasonally high-water table, DPS may open the Wet Season beyond the traditional April 15 deadline.
“DPS is no longer accepting Soil Testing applications for the 2026 Wet Season, said DPS Well and Septic Manager Heidi Benham. “Applications were accepted through April 6.”
According to Manager Benham, an official announcement will be shared with customers by email and posted on the DPS website as soon as conditions allow the Wet Season to open.

Schedule Change: DPS Offices to Open at 1 p.m. Wednesday, April 29
The DPS Customer Service Lobby will open at 1 p.m. on Wednesday, April 29, because of a staff meeting and training.
Customers can apply for permits, schedule inspections, request records, or file property complaints online anytime.
DPS is located on the 7th floor at 2425 Reedie Drive, Wheaton, and weekday hours are 7:30 a.m. to 4 p.m., Monday through Friday. No appointment is needed.

DPS Plan Reviewer Mariella Dallas led a discussion on residential construction processes with contractors and architects during a Contractor College event in Bethesda on April 1. She provided updates on code changes affecting design, permitting, and construction. Key topics included partial demolition requirements, sprinkler system thresholds, and regulations for accessory dwelling units (ADUs).
