Calendar year 2024 energy benchmarking reports were due to DEP on June 2. Almost 90% of covered buildings have reported data.  

Already reported? A few reminders to help you maximize your results:

  1. See how your 2024 performance compares to others: Benchmarking compliance status and performance data is available online for all covered buildings on the Montgomery County Building Energy Performance Map.
  2. Check your performance: See if 2024 brought you closer or further away from your building's interim and final performance standard using the Performance Requirements Look-Up Tool.
  3. Back-up your data: It's always a good idea to download and backup data for your building or portfolio after reporting each year. 

DEP is working on redesigned scorecards to be emailed to benchmarkers that highlight each building's baseline, interim, and final performance standard and whether the building is meeting the standards. Look for the scorecard in late summer. 


Montgomery County Public Schools RFP: Power Purchase Agreement for Electricity from Solar Photovoltaic Systems

Montgomery County Public Schools (MCPS) is seeking a Solar PV Developer to install, own, operate and finance solar projects hosted on MCPS facilities. Collectively, the MCPS Department of Facilities Management (DFM) portfolio includes 235 MCPS-owned facilities encompassing over
26,000,000 square feet.

Maryland Seeks Public Input on Building Energy Performance Standards Technical Assistance Program

Through its Clean Buildings Hub initiative, the Maryland Energy Administration (MEA) published a request for information (RFI) that seeks feedback from industry stakeholders and building owners and operators for its forthcoming Building Energy Performance Standards (BEPS) Technical Assistance Program. The new program will provide technical assistance to building owners and operators subject to Maryland’s BEPS to increase likelihood of compliance.

Specific questions for each category can be found in the RFI, which is available on the program webpage. Respondents are encouraged to reply by July 31, 2025, to best assist MEA in its BEPS Technical Assistance Program design, but will continue to be accepted continuously.


NHT Victory Housing to Install 1,197.45 kW Solar PV Systems Across 8 Multifamily Buildings

Victory Housing, a nonprofit organization that provides affordable housing and assisted living for seniors and families in Washington, D.C. and Maryland, is installing 1,147.45 kW of solar PV systems across 8 of its properties. The solar PV systems will produce a total of 1,570,802 kWh of clean, renewable solar energy throughout the first twelve months of use. Over the next 20 years, the solar PV, which will be installed by Universal Renewables, will avoid the consumption of 31,416,040 kWh of energy from the local utility provider, mitigating 21,940 metric tons of carbon dioxide greenhouse gas emissions. These energy savings are projected to result in $2,987,220 in reduced electricity bills over 20 years.

Maryland Announces Inaugural Awards from the Electrifying Community Buildings Grant Program

The Maryland Energy Administration announced the inaugural round of grant awards from the Electrifying Community Buildings Grant Program which included several Montgomery County buildings:

  • Bender Jewish Community Center of Greater Washington for replacement of natural gas-fired heating equipment with high-efficiency heat pumps, a comprehensive roof replacement and installation of high performance insulation.
  • Mt. Calvary Baptist Church to enable the replacement of rooftop gas-fired boiler systems with variable refrigerant flow electric heat pumps.
  • St. John Neumann Catholic Church for the replacement of an existing gas-fired water boiler and outdated HVAC system to eliminate fossil fuels and the now-banned R-22 refrigerant, improve ventilation with energy recovery, modernize system controls, and install high-efficiency heat pumps.

While the guide is geared towards DC BEPS compliance, it contains helpful tips, resources, and strategies for Montgomery County and Maryland worship facilities looking to save energy and comply with BEPS. 


Department of Housing & Community Development Expanding Contractor Network

The Department of Housing & Community Development (DHCD) will be issuing a Request for Proposals (RFP) to add contractors to its network who will provide whole-home energy and repair services to income-eligible households across Maryland. Sign up to receive a notification when the RFP opens this Fall 2025.
