Montgomery County Council to Hold Public Hearings on Dec. 3, 2024

The County Council will hold public hearings to receive testimony on new items introduced to the Council as follows:

Dec. 3, 2024 at 1:30 p.m.
Deadline to sign up to speak is Dec. 2 at 2 p.m.

Expedited Bill 22-24, Taxation - Collection of Development Impact Taxes, would require collection of development impact taxes at final inspection of the building, and generally amend the law governing development impact taxes.

Bill 24-24, Taxation - Paper Carryout Bags and Prohibition on Plastic Carryout Bags (“Bring Your Own Bag”), would prohibit plastic carryout bags provided by a retail establishment with certain exceptions, require a tax on paper carryout bags at the point of sale with certain exceptions, exempt recipients of food assistance programs from the carryout bag tax, remove a certain threshold for when taxes must be remitted to the County, modify the reporting requirements for remittance of the carryout bag tax, clarify that certain conduct by a retailer is prohibited, and generally amend County law related to the excise tax on carryout bags.

To testify in-person or remotely during a live public hearing at the Council Office Building, residents need to preregister on the Council's web page. Residents may also choose to provide pre-recorded testimony in written, audio or video formats or submit testimony by mail.
