DPS Launches 'eSolar' Program
After a successful pilot program, the Montgomery County Department of Permitting Services (DPS) has launched “eSolar” to streamline the permitting process for residential rooftop solar.
Montgomery County is the first County in Maryland to utilize a third party to accelerate the permitting process for residential rooftop solar. The new program integrates app approved third-party certified documents, including Solar APP+ (Solar Automated Permit Processing Plus), for residential rooftop solar systems through DPS’ electronic plan review (ePlans) system.
The eSolar program expedites code compliance review times for the installation of solar panel systems, which saves time and money. The pilot program, launched last year, is now open to all approved installers. Look for more information about eSolar on the DPS website.
The GIS mapping program was recognized in the category of Information Technology. The Permitting Services Podcast was recognized in the category of Civic Education and Public Information.

If you are planning to install a new swimming pool in your backyard this summer, remember that permits are required.
A pool is defined as any artificial structure, either above or below ground, that is accessory to a residential structure and available only to the household and its guests for swimming, diving, and wading. A building permit is required for construction, alteration, and enlargement of any residential swimming pool. An electrical permit is also required if you are installing a swimming pool. Other permits typically needed are sediment control and public right-of-way.
All outdoor swimming pools (over 18 inches deep) must be protected by an adequate fence of 60 inches in height, and it must be maintained in good condition. If your pool was installed before Jan. 1, 1990, it must be protected by a fence of at least 42 inches in height or have an automatic swimming pool cover.
In order to better navigate the permitting process, customers are encouraged to schedule a free virtual predesign consultation with DPS code officials before they formally apply for permits and submit construction plans. Schedule that meeting on the DPS website as soon as possible as these consultations are popular and book up quickly.

Apply Online for Well and Septic Permits
For the first time ever, DPS customers may now apply online for permits for well and septic systems. Customers can learn more about the online ePlans application by visiting the well, septic repair and septic system webpages.
Effective July 1, upgrades or replacements to existing wells and septic systems deemed necessary for building permit approval, must be completed prior to approval and the issuance of a building permit application. This requirement applies to building permit applications for additions and alterations. If you have questions, call MC 311 or 240-777-0311.
Fireworks Safety and DPS
Professional fireworks shows in Montgomery County must have permits from DPS. This is to ensure that the display follows all applicable codes and standards and to protect the safety of the public. The Fire Marshal reminds residents that all other fireworks are illegal in Montgomery County, including sparklers. Staff Discusses Vendor Licenses on Montgomery Al Dia Radio Show
Permit Technician Jorge Ruega and Permitting Services Specialist Sergio Hurtado were featured on the County’s Spanish-language radio show, Montgomery Al Dia, earlier this month to discuss vendor licenses with host Lorna Virgili. The show covered how to apply for a Vendor’s License and the various types, including door-to-door, regular route, and site-specific. Building Safety Month Recap
Montgomery County recognized Building Safety Month during the month of May, which is an international campaign to raise awareness about building safety and the importance of modern, updated building codes. This year’s theme was "Mission Possible" and the campaign was kicked off locally with a joint proclamation by County leaders.
At DPS offices, an outreach table with information about the importance of building permits and information about DPS programs and services was set up in the DPS customer service lobby for visitors.
DPS also produced a building safety video to remind business owners about the importance of Fire Code Compliance permits and produced a podcast about when homeowners need permits for home projects and another podcast on what to know about commercial building safety. The County’s Spanish-language radio show, Montgomery Al Dia, also promoted Building Safety Month and the importance of permits during a 30- minute show with DPS Director Rabbiah Sabbakhan and Inspector Bernard Marra. Director Sabbakhan also represented DPS at an International Code Council reception for Building Safety Month in Washington, D.C..
One of the most popular services DPS offers during Building Safety Month is free residential deck maintenance inspections. This year, inspectors conducted more than 140 inspections around the County. Although the formal campaign is over, DPS staff continue to remind homeowners about the importance of regular deck maintenance to ensure the safety and longevity of the deck.

DPS Promotes Programs and Services at Leisure World
Permitting Technicians Carmen Bernal and Cheyn Bray shared information about DPS programs and answered permitting questions at the Health and Wellness Expo at Leisure World on June 6. They provided information to attendees about the County’s Design for Life Property Tax Credit Program, the Permitting Services Podcast, DPS GIS maps, permitting requirements for EV charging stations and more. Wednesday Water Webinar Focuses on Well Water
The University of Maryland Extension Office will hold its next Wednesday Water Webinar, “Stains and Stinks of Drinking Water” at noon Wednesday, June 19. The webinar will cover common causes and treatment recommendations for well water odors, colors and off tastes. Register for the webinar online.

Holiday Closing and Office Hours
The Department of Permitting Services customer service lobby is located on the 7th Floor of the Maryland-National Capital Park and Planning Commission (M-NCPPC) building at 2425 Reedie Drive in Wheaton. DPS office hours are 7:30 a.m. to 4 p.m. Monday-Friday. The office will be closed on Wednesday, June 19 in recognition of Juneteenth.
