The Climate Solutions Now Act of 2022 established a statewide building energy performance standard (BEPS) that requires certain buildings to achieve incremental reductions in net direct greenhouse gas emissions and meet energy performance standards.
To assist with compliance, MEA is creating the Maryland Clean Buildings Hub (the Hub). It will serve as a free, one-stop-shop containing relevant information and resources, such as federal, state, and local building decarbonization incentives. The Hub also will provide a list of qualified local vendors that can deliver building decarbonization technologies and solutions, catalyze peer learning networks, and provide educational programming.
MEA is seeking feedback from Maryland’s building community - i.e. owners/operators representing buildings covered by the BEPS as well as those not covered by the BEPS - on the types of resources that will help them take action to reduce on-site energy use and GHG emissions. This data will help MEA understand market needs, which will in turn help shape the Hub’s scope and strategy.

Maryland Department of Environment (MDE) will publish proposed statewide building energy performance standard (BEPS) regulations in the Maryland Register on December 15, 2023. Maryland citizens and other interested persons may participate in the process by which administrative regulations are adopted, amended, or repealed. Details details about how and when to submit comments will appear in the Register.

Montgomery County's draft Building Energy Performance Standards (BEPS) Executive Regulations appeared in the November 2023 County Register for a 30-day public comment period. Thank you to all of those who took the time to respond with comments and suggestions.
Pursuant to the BEPS legislation, the County Executive must transmit regulations to implement the law to the County Council by December 31, 2023.

The Metropolitan Washington Council of Governments (COG) is recruiting members of the public to serve on the Air and Climate Public Advisory Committee (ACPAC). COG is looking for residents in the metropolitan Washington region with interest, knowledge, and expertise in air, climate, and environmental justice issues to serve on ACPAC.

ACPAC advises COG’s policy committees – the Metropolitan Washington Air Quality Committee (MWAQC) and the Climate, Energy and Environment Policy Committee (CEEPC) - on air quality, climate, and energy issues. ACPAC is comprised of 18 members of the public that represent diverse viewpoints on regional air quality and climate change issues. ACPAC provides a meaningful opportunity to provide input to local elected officials on air and environmental planning and policy issues, share your knowledge and expertise, learn, and stay informed of local and regional plans related to improving the region’s air quality and climate challenges. Members represent communities across the Metropolitan Washington region and have various backgrounds including business/industry, education/scientific, environmental/health and civic organizations.
