Friends,

National Disability Employment Awareness Month is an annual awareness campaign that takes place each October. The purpose is to educate the general public about disability employment issues and celebrate the many and varied contributions of America’s workers with disabilities.

Montgomery County is committed to hiring a well-qualified, motivated, and diverse pool of applicants who will be able to deliver quality services to our residents. We believe that people with disabilities, including veterans with disabilities, are often overlooked as a recruiting source for employees who are motivated and productive.  For more information -  Disability Employment

COUNCIL NEWS

At the County Council this week -

  • The Council presented two proclamations: 1) Recognizing the 25th Anniversary of the Office of the Inspector General; and 2) Recognizing National Disability Employment Awareness Month. View proclamations.
  • The Council held a worksession about the Ten-Year Comprehensive Water Supply and Sewerage Systems Plan 2022-2031. View Staff Report.
    • State law requires that each governing body review its County Water Supply and Sewerage Systems Plan at least once every three years.
    • All Council-approved changes to the Water and Sewer Plan are subject to review and approval by the Maryland Department of the Environment.
  • The Council, sitting in District Council Session, held three worksessions regarding: 1) Zoning Text Amendment (ZTA) 22-01, Antenna on Existing Structure - Use Standards; 2) ZTA 22-03, Downtown Silver Spring Overlay Zone; and 3) Sectional Map Amendment H-146 to implement the Approved and Adopted Silver Spring Downtown and Adjacent Communities Plan.

    View Agenda - Item 9.

    • In Montgomery County, every piece of land is subject to zoning laws that determine how the land can be used and what public facilities and amenities are needed to provide service to the community.
    • In most cases, the County is the final authority on land use matters, but this is not the case for municipalities with their own land use and zoning authorities.

PUBLIC SAFETY AND GOVERNMENT OPERATIONS COMMITTEES

I am proud to be the Chair of the Public Safety (PS) Committee and a member of the Government Operations (GO) Committee.

  • The GO committee met to discuss Bill 17-22, Public Ethics Law - Amendments.
    • This bill would define terms under the Public Ethics Law; alter ethics requirements related to procurement; prohibit retaliation against an individual for communicating with the Ethics Commission; and alter the required contents of financial disclosure statements.

KATZ IN THE COMMUNITY

It was my pleasure to attend the Maryland Vietnamese Mutual Association’s (MVMA) 40th Anniversary. This was a remarkable event that showcased the livelihood of Vietnamese culture. For over 40 years, the MVMA has been striving to advance, empower, and protect the rights of Vietnamese Americans and other communities in Maryland. They offer services, programs and events to enjoy.

DISTRICT 3 HISTORIC NOTE

ff

Montgomery Avenue and Washington Street Marker - Lost Rockville 1801 to 1850

Rockville grew from a convenient crossroads meeting place in the 1750s to become the legal and market center of the County. The tiny village was selected as the seat of local government in 1776 for its central location and the presence of taverns and inns to accommodate those with court business. Rockville was incorporated in 1860.

Rockville's businesses were not separated from the residential areas as today. Craftspeople and merchants often lived on the second story or next to their businesses. However, proximity to the Court House influenced many hotels, inns, and businesses to locate along Montgomery Avenue, Commerce Lane (now West Montgomery Avenue), and Washington Street. The area consisted of a variety of uses, including brick institutional buildings, small frame residences, 19th century hotels, and small businesses. The area of North Washington Street just north of Middle Lane was the location of the earliest Black settlement in the town.

In the 1950s, increased traffic, lack of parking, and economic problems led City officials to redevelop the 46-acre area by demolishing most of the old buildings and replacing them with an enclosed mall. The Rockville Mall was razed in 1995 in the effort to revitalize the Town Center.
