Friends,

Montgomery County's 25th Juneteenth Celebration will be held at the BlackRock Center for the Arts this Saturday. This year's celebration will mark the first official observance of Juneteenth as both a national and County holiday.

COUNCIL NEWS

At the County Council this week -

  • The Council presented three proclamations: 1) Recognizing Chesapeake Bay Awareness Day; 2)  Recognizing National Gun Violence Awareness Day; and 3) Recognizing the 50th Anniversary of Title IX. View Proclamations.
  • The Council, sitting as the Board of Health, received updates from County government and Montgomery County Public Schools regarding the Novel Coronavirus (COVID-19) & Health Planning. View Staff Report.
  • The Council introduced Bill 14-22 which would establish a private security camera incentive program. The program's goal would be to incentivize people to have security cameras installed in order to deter crime. I am pleased to sponsor this bill, along with Councilmember Rice and Council President Albornoz. This program is another step forward as our community comes together to help solve crime in all ways possible. View Staff Report.
  • The Council took action on several supplemental appropriations to the FY22 Operating Budget. Some appropriations included funding for the Montgomery County Fire & Rescue Services and the Montgomery County Police Department. See Council Agenda.

PUBLIC SAFETY AND GOVERNMENT OPERATIONS COMMITTEES

I am proud to be the Chair of the Public Safety (PS) Committee and a member of the Government Operations (GO) Committee.

  • The GO committee held a worksession regarding Executive Regulation 15-21, Racial Equity and Social Justice. See Staff Report.
    • The regulation outlines how departments can advance racial equity by
incorporating community engagement, data collection and analysis, and systems change work into policy development, resource decisions, and service delivery.
  • The GO Committee held a discussion about the County’s FY23 income tax revenue estimates. See Staff Report.
    • The Council will approve the income tax revenue estimates in July when it memorializes its decisions about all revenues for the FY23 Operating Budget.
  • The GO Committee held a worksession to discuss a resolution to approve the Tax Supported Fiscal Plan Summary for the FY23-28 Public Services Program. See Staff Report.
    • The FY23-28 Tax Supported Fiscal Plan Summary reflects current fiscal projections and policy assumptions when the Council adopted the FY23 Operating Budget and the FY23-FY28 Capital Improvements Program (CIP).

DISTRICT 3 HISTORICAL NOTE

ll

Glenview Mansion is the centerpiece of Rockville Civic Center Park. It is also the former country estate of the wealthy Lyon family as well as working farm for the powerful Bowie family.

In 1957, the City of Rockville purchased Glenview and the surrounding 28 acres for $125,000 to become a civic center - a controversial decision based on a referendum that passed by only 40 votes. It immediately became a popular place for community meetings and events. In time, the City of Rockville would expand the park to 153 acres and add a theater, tennis courts, hiking trail and nature center.
