Dear Friends,
I want to begin by wishing the Maryland General Assembly all the best as they reconveane in Annapolis for the 444th legislative session. This will be a historic year as the General Assembly will consider and vote on policies that will impact climate change, ghost gun regulations, crime bills, economic relief for businesses and families impacted by the COVID-19 pandemic, the State’s new redistricting map and more. I look forward to continuing our collaboration with the members of the Montgomery County Delegation in the weeks to come to provide feedback and support on our joint budget and legislative priorities on behalf of Montgomery County residents.
This week, we received a briefing from our Department of Health and Human Services (DHHS) officials on the County’s COVID-19 case rates, hospitalizations and the distribution of free, at-home rapid test kits at County libraries that began this past Monday. We also discussed DHHS’ efforts to work in tandem with Montgomery County Public Schools (MCPS) to ensure the safety of school staff and students, while also trying to minimize learning disruptions. Yesterday MCPS hosted a town hall to address these concerns. If you missed this town hall, you can watch it here.
This week the Council also met as the Board and Health to introduce and hold a brief discussion about a Board of Health regulation transmitted by the County Executive that would require proof of vaccination status to enter bars, restaurants and other covered establishments in the County. We will have a Council public hearing and work session on this regulation next week to discuss the operational impact. The order follows what several cities around the country and the world have implemented, including Washington, D.C., which started its vaccine card requirements on January 15. We also introduced a resolution to establish a new early voting site in the County at the Bauer Drive Community Recreation Center. The communities surrounding this site have been fighting for more expansive access to voting and early voting for years. This site is centrally located in high-density areas and is accessible by public transit, which will make a huge difference for local residents -- many of whom don’t have cars and rely on public transit – and would be consistent with our racial equity and social justice goals. A public hearing and Council vote to approve the resolution is scheduled for January 18 at 1:30 p.m. Councilmembers Katz and Navarro initiated the letter to the State Board of Elections on this issue, and I thank them for their ongoing advocacy on this important endeavor.

MCPD Graduation Ceremony
Last week I joined the Montgomery County Police Department’s 2022 graduation ceremony for their 73rd session to meet the newest members of our police force and provide a few brief congratulatory remarks, which you can watch here. I was humbled by the great dedication to public service that these men and women have shown throughout their training, and while this training is important and will take them far in their careers as officers for our County, I firmly believe that it is their humanity and care for our residents that will build and maintain trust in our community. As public safety continues to be an issue of utmost concern in our County, we cannot forget to honor the courage these brave men and women demonstrate every day as they lay their lives on the line to protect our community. I wish this new graduating class all the best in their work serving County residents.

Fire at Flower Branch Apartments
In the early morning hours of January 8, a fire ravaged the Flower Branch Apartments complex in Silver Spring and displaced more than 50 residents. We are very thankful for the County’s Fire and Rescue Service, Department of Health and Human Services and Office of Emergency Management and Homeland Security, who quickly arrived on site and were able to get everyone evacuated safely, without any critical injuries. Sadly, we all remember the Flower Branch Apartment tragedy in 2016, when an explosion claimed the lives of seven people, including two children, due to a defective mercury service regulator. Out of this tragedy, the Council, led by then-Council President Hucker, unanimously approved Bill 50-20 which would require landlords to report faulty mercury service regulators. Like this bill, we will continue to work collectively to pass legislation that will help protect our residents from future tragedies and provide resources to help communities in their time of need.
We thank all County departments and community organizations who have been working actively to help these residents find housing, clothing and food. MLK Week of Service
In honor of the life and teachings of Dr. Martin Luther King Jr. we urge our community to join the Montgomery County Volunteer Center’s annual MLK Week of Service, which will have many virtual activities again this year. The center has worked in tandem with partner sites and other local agencies to offer a variety of home-based and safely distanced service opportunities the week of January 15 through 22. Projects range from activities like writing letters to making paracord bracelets for members of the military and first responders. MCPS students can earn SSL hours for most service projects except donations. View all opportunities related to MLK Day of Service 2022.

FOX5: Montgomery County considering COVID-19 vaccine passport proposal
"We won't move forward until we feel comfortable moving forward, that our questions have been answered, we've engaged with key stakeholders," says Council President Albornoz. "This is too important for us to be able to rush through, acknowledging the situation on the ground, but with the number of breakthrough cases that are occurring right now and the fact that the passport, at the moment, only covers the two dosages which doesn't appear to be very helpful at the moment."

Bethesda Beat: Montgomery County will soon announce millions more in rental relief funding
County Council President Gabe Albornoz said in an interview that the county needs to look at homelessness and similar issues with holistic solutions. Albornoz said that includes making sure that government, nonprofits and other partners share information and data to best help families at risk of homelessness. The county needs proper staffing and tools to help, he added.

NBC4: Montgomery County Officials Approve $2M for Guaranteed Income Program
“The Guaranteed Income Pilot Program is a solution to assist families in permanently exiting poverty,” Council President Gabe Albornoz said in a statement. “It honors a family's resilience by placing trust in their ability to make their own decisions on what is best for their path forward. The first of its kind in the State of Maryland, this program will help provide economic mobility to our most vulnerable residents and put an end to generational poverty.”

WUSA9: Mask mandate extended until Jan. 31 in Montgomery County
"Our community has made so much progress by working together to fight COVID-19; however, in the face of the omicron variant rapidly spreading across the U.S. and in Montgomery County and case counts reaching levels we have not seen since beginning of the pandemic across Maryland, it would be irresponsible for us to lift the indoor masking requirement at this time," Council President Gabe Albornoz said. "This is a public health marathon. We were all hopeful that vaccines would allow us to sprint across the finish line and discard our masks as we begin this new year, however, this insidious, ever-evolving virus has shown us that we still have some more miles to go."

Human Trafficking Prevention Month
During our Council session this week, I was joined by the County Executive and advocates from the Human Trafficking Prevention Committee for a proclamation recognizing January as Human Trafficking Prevention Month. Human trafficking takes on many forms and disproportionately impacts racial and ethnic minorities, women and girls, LGBTQ+ individuals, vulnerable migrants and other historically marginalized and underserved communities. It has become increasingly difficult to recognize patterns and victims of human trafficking, due to many societal misconceptions of what human trafficking looks like. However, significant risk factors such as recent migration or relocation, substance use, mental health concerns, involvement with the child welfare system and being a runaway or homeless youth often raises the risk of falling victim to modern-day slavery. Unfortunately, the pandemic has only exacerbated the conditions that make individuals vulnerable to trafficking. As part of our collective mission to advance equity and justice in all we do, we must make an concerted effort in our community to combat human trafficking in all its forms. Human Trafficking Prevention Month emphasizes the need for the public and private sectors to come together to focus on prevention, prosecution, partnerships and support for survivors. COVID-19 tests in libraries
Rapid test kits are now available for pickup at any one of 19 Montgomery County Public Library branches – see the available times and dates for in-person pickup here. The limit is two test kits per person per visit and each kit has two tests. We urge residents to be mindful of their neighbors’ needs and to please only pick up the number of tests that they need. Residents can now also self-report their COVID-19 test results. Please note that those who have COVID-19 symptoms should not go to a library pickup location and should instead contact their healthcare provider or make a PCR test appointment.

Please make sure you and your loved ones have their COVID-19 vaccinations – boosters included. Clinic dates, times, and vaccine types are listed on the County website, and can be accessed via vaccination schedule.
Montgomery County residents with disabilities and over the age of 65 have access to free taxi rides to and from COVID-19 testing and vaccination clinics. Wheaton Mural Call to Artists
Calling all artists residing in Maryland! Applications are open until January 31, 2022 to be selected to paint an outdoor mural celebrating Downtown Wheaton and its variety of cultures. Three artists will be selected to receive $1,000 each to paint the mural. The Art and Walkability Project is partnering with One Montgomery Green to commission the mural. The Art and Walkability Project is a local group of residents and business owners promoting walkability using a strategy of incorporating art on surfaces and structures in the public realm.

Quiero comenzar deseando a la Asamblea General de Maryland todo lo mejor en su vuelta a Annapolis donde se reúnen para su 444° período de sesiones legislativas. Este será un año histórico ya que la Asamblea General considera y vota sobre legislación que impactará temas del cambio climático, regulaciones sobre las armas fantasma, proyectos de ley contra el crimen, alivio económico para empresas y familias afectadas por la pandemia, el nuevo mapa de redistribución de distritos del estado y mucho más. Continuaré colaborando con los miembros de la Delegación del Condado de Montgomery en las próximas semanas para brindar comentarios y apoyo sobre nuestro presupuesto conjunto y las prioridades legislativas en nombre de todos los residentes de nuestro Condado.
Esta semana, recibimos un reporte de los funcionarios del Departamento de Salud y Servicios Humanos (DHHS) sobre las tasas de contagios de COVID-19 en el Condado, las hospitalizaciones y la distribución gratis de kits de pruebas rápidas en las bibliotecas del Condado que se inició este pasado lunes. La próxima semana tendremos una sesión formal sobre esta orden para discutir el impacto operativo. La orden sigue las reglas que ya han sido implementadas en varias ciudades del país y del mundo, incluyendo el Distrito de Columbia donde entrará en efecto el requisito y prueba de vacunación para entrar en lugares interiores públicos a partir del 15 de enero. También se hizo la introducción de una resolución para establecer un nuevo sitio de votación anticipada en el Condado. Esta será establecida en el Centro Recreativo Comunitario Bauer Drive. Las comunidades que rodean este sitio han estado luchando durante años por un acceso más amplio de votación. Este sitio tiene una ubicación central en áreas de alta densidad y es accesible al transporte público, lo que marcará una gran diferencia para los residentes locales, muchos de los cuales no tienen automóviles y dependen del transporte público. Además, sería coherente con nuestra equidad racial y nuestros objetivos de justicia social. Una audiencia pública y el voto anticipado sobre la resolución está programada para el 18 de enero a la 1:30 p.m.El Concejal Sidney Katz y la Concejal Nancy Navarro iniciaron una carta sobre este tema a la Junta Central Electoral, y les quiero agradecer por su apoyo con esta importante iniciativa.

Ceremonia de Graduación de la Policía
La semana pasada me uní a la ceremonia de graduación de la clase del 2022 del Departamento de la Policía del Condado de Montgomery. Se trata de su sesión número 73 donde conocí a los nuevos miembros de nuestra fuerza policial y felicitarlos. Pueden escuchar mis comentarios aquí. Me sentí honrado por la gran dedicación al servicio público que estos hombres y mujeres han demostrado a lo largo de su capacitación, y aunque su adiestramiento es importante y los llevará lejos en sus carreras como oficiales de nuestro Condado. Creo firmemente que su humanidad y cuidado para los residentes del Condado, es lo que generará y mantendrá la confianza en nuestra comunidad. Dado que la seguridad pública continúa siendo un tema de máxima preocupación en nuestro Condado, no podemos olvidarnos de respetar el coraje que estos valientes hombres y mujeres demuestran todos los días al arriesgar sus vidas para protegernos a nosotros y a nuestra comunidad. Le deseo lo mejor a esta nueva clase del Departamento de Policía que se gradúa en su trabajo al servicio de los residentes del Condado.

Incendio en los Apartamentos de Flower Branch
En las primeras horas de la mañana del 8 de enero, un incendio devastó el complejo de apartamentos Flower Branch en Silver Spring, desplazando a más de 50 residentes. Estamos muy agradecidos con nuestros servicios de Bomberos y Rescate, el Departamento de Salud y Servicios Humanos y la Oficina de Emergencias y Seguridad Nacional que estuvieron en la escena rápidamente y pudieron evacuar a todos los afectados de manera segura y sin lesiones graves. Lamentablemente, la comunidad de Flower Branch experimentó otro trágico suceso en el 2016 cuando una explosión cobró la vida de siete personas, incluyendo a dos menores. La fatal explosión fue provocada por un regulador de mercurio defectuoso. A raíz de esta tragedia, el Concejo, encabezado por el entonces presidente del Concejo, Hucker, aprobó por unanimidad el Proyecto de Ley 50-20 que requeriría que los propietarios de edificios de apartamentos informen a los reguladores de servicios de mercurio defectuosos en sus edificios. Al igual que este proyecto de ley, continuaremos trabajando colectivamente para aprobar legislaciones que ayuden a proteger a nuestros residentes de futuras tragedias y brinden recursos para ayudar a las comunidades en momentos de necesidad.
Agradecemos a todos los departamentos del Condado y organizaciones comunitarias que han estado trabajando activamente para ayudar a estos residentes a encontrar vivienda, ropa y alimentos. Honrando al Dr. Martin Luther King Jr.

MyMCM: El Concejo Aprueba una Asignación Especial para Ofrecer Ingresos Garantizados

Mes de Concientización sobre la Trata de Personas
Durante nuestra sesión del Concejo esta semana, me acompañó el Ejecutivo del Condado y los defensores del Comité de Prevención de la Trata de Personas para una proclamación que reconoce al mes de enero como el Mes de Concientización sobre la Trata de Personas. La trata de personas adopta muchas formas y afecta desproporcionadamente a las minorías raciales y étnicas, las mujeres y las niñas, las personas LGBTQ+, los migrantes vulnerables y otras comunidades históricamente marginadas y desatendidas. Se ha vuelto cada vez más difícil reconocer patrones y víctimas de la trata de personas, debido a muchos conceptos erróneos de la sociedad sobre cómo es la trata de personas. Sin embargo, factores de riesgo significativos como la migración o reubicación reciente, el consumo de sustancias, los problemas de salud mental, la participación en el sistema de bienestar infantil y ser un joven fugitivo o sin hogar a menudo aumenta el riesgo de ser víctima de la esclavitud moderna. Desafortunadamente, la pandemia solo ha agravado las condiciones que hacen que las personas sean vulnerables a la trata de personas. Como parte de nuestra misión colectiva de promover la equidad y la justicia en todo lo que hacemos, debemos hacer un esfuerzo en nuestra comunidad para combatir la trata de personas en todas sus formas. El Mes de la Prevención de la Trata de Personas pone en relieve la necesidad de que los sectores públicos y privados se unan para enfocarse en la prevención, como proceder, las alianzas y el apoyo a los sobrevivientes. Distribución de pruebas rápidas COVID-19
Los residentes del Condado de Montgomery pueden obtener kits de prueba rápidas caseras gratis en cualquiera de las 19 bibliotecas del Condado. Pueden ver los horarios de distribución en las bibliotecas aquí. El límite es dos kits por persona por visita, y cada kit tiene dos pruebas. Pedimos a los residentes que por favor se limiten a obtener el número que necesiten de inmediato para que todos nuestros residentes tengan la oportunidad de conseguir las pruebas si las necesitan. Los residentes también pueden auto-informar al Condado sobre sus resultados una vez que se hagan las pruebas caseras. Se recomienda el uso de las pruebas para residentes asintomáticos. Cualquier persona con síntomas de COVID-19 no debe ir a un sitio de distribución de la biblioteca, sino comunicarse con su proveedor de atención médica o programar una cita para una prueba de PCR en uno de los lugares que brindan pruebas en todo el Condado.

Convocatoria de Artistas para un Mural en Wheaton
¡Llamando a todos los artistas que residen en Maryland!
