February 5, 2021

Friends,

On Tuesday, February 9th at 9:00 am the County Council will present a proclamation presentation and video to celebrate Black History Month. This is an important recognition of the contributions African Americans have made to Montgomery County. It is also a time to reflect on the continued struggle for racial justice. Please join us! You can access the live video here.

About vaccination distribution...

As you may know, our County has a limited vaccine supply due to the limited supply given to us by the State. Health clinics operated by our County's Department of Health are in the process of vaccinating the remainder of Priority Group 1A (healthcare workers) and have expanded to vaccinating those in the first tier in Priority Group 1B (residents who are 75 years and older).

For a vaccination, individuals in Priority Group 1B (75+) must preregister. The County has invited residents in 1B and 1C to preregister as well. Here is a description of each priority group. If you need help to pre-register, please call 240-777-2982. For the most up-to-date information - click here..

COUNCIL NEWS

At the County Council this week -

  • The Council presented a proclamation to honor the life of Blanca Kling, a Montgomery County Police spokesperson who passed away Jan. 27 after battling Covid-19. Ms. Kling was a beloved member of the Montgomery County Government family.
  • The Council presented a proclamation for "Library Lovers Month" to recognize our libraries. Libraries offer access to lifelong learning through both the written and electronic pages in addition to tranquility and an escape from everyday life.
  • The Council received a briefing from the Office of Legislative Oversight about a report that describes the terms and conditions of the County Government’s collective bargaining agreement with County police officers.
  • The Council introduced Executive Order 19-21 which would reinstate limited indoor restaurant dining starting on Feb. 9 at 5 p.m. A public hearing on Executive Order 19-21 is scheduled for Tuesday, Feb. 9 followed by a Council vote. If adopted, Executive Order No. 19-21 would reopen indoor dining at 25 percent capacity, suspend alcohol sales at 10 p.m. for on-site consumption and limit customers to a one-hour indoor dining period.

PUBLIC SAFETY AND GOVERNMENT OPERATIONS COMMITTEES

I am proud to be the Chair of the Public Safety (PS) Committee and a member of the Government Operations (GO) Committee.

  • The PS held a joint worksession with the Planning, Housing and Economic Development Committee about Bill 49-20, Human Rights and Civil Liberties – Discrimination in Rental Housing. I am a proud sponsor of this legislation.
    • The bill mitigates discrimination and other impediments to permanent housing, especially for homeless individuals who might have histories of certain low-level misdemeanors.
  • The GO Committee held a worksession and approved the Spending Affordability Guidelines for FY22 Operating Budget. The deadline for the Council to adopt these guidelines is the second Tuesday of February each year.
    • The guidelines set a ceiling on the funding from ad valorem real property tax revenues; sets a ceiling on the aggregate operating budget; and separates budget allocations for all agencies and certain non-agency uses.
  • The GO Committee received an overview of internet access at the home or family level during this time of COVID from the perspective of providers and the non profit community.

DISTRICT 3 HISTORICAL NOTE

ll

Constitution Gardens celebrates the past, present and future of Gaithersburg with unique interactive play spaces that have been inspired by the cultural, economic & natural history of the area. The park stands in place of where the old Gaithersburg library used to be prior to a fire in 1981. The playground structures reflect the history of the logging town as the play houses, fence, steps, and even animals are constructed entirely of logs. The gardens that surround the small playground area offer information about the bug hotel, flower beds, and water management efforts.
