Dear Resident,

Conducting a fair and secure election is essential to protect our democracy. Montgomery County is committed to making sure that every vote cast by our residents is counted and recorded correctly.  The Montgomery County Board of Elections is working overtime to fulfill its mission.  In addition, the Council continues to monitor election activities with the Board of Elections, County Executive Elrich and executive staff to ensure that all voters are able to cast their ballots in a safe way. 

Although the deadline has passed to request a mail-in ballot, early voting began today at 11 early voting centers across Montgomery County. The early voting sites are:

• Activity Center at Bohrer Park
• Damascus Community Recreation Center
• Executive Office Building
• Germantown Community Recreation Center
• Jane E. Lawton Community Recreation Center
• Marilyn Praisner Community Recreation Center
• Mid-County Community Recreation Center
• Potomac Community Recreaction Center
• Sandy Spring Volunteer Fire Department (The Ballroom)
• Silver Spring Civic Building
• Wheaton Library & Community Recreation Center

We are encouraging early voting to reduce wait times for residents on Election Day. Voters can also text EV and their zip code to 777-88 to find the closest early voting centers and expected wait time (for example: EV 20850).

If you choose to vote on Nov. 3, please check the Montgomery County Board of Elections web page for the voting center near you.  If you requested a mail-in ballot, please return them as quickly as possible to one of the ballot drop boxes or by mail. 

The Council encourages all of our community members to make a voting plan today. Your participation in the democratic process is essential for our community and our country.

Halloween Guidance

As children and families prepare for Halloween on Saturday, Montgomery County has issued guidance to help celebrate the holiday safely. Many traditional ways to celebrate Halloween do not allow people to minimize contact with others, so it is important to identify safe alternatives to trick-or-treating and large gatherings to help avoid spreading COVID-19.

Our public health officials have provided a list of safe, festive activities that includes the following:

• online parties/contests (e.g. costume or pumpkin carving);
• decorating homes, yards and neighborhoods with Halloween-themed decorations;
• car parades;
• drive-in or drive-through events where individuals remain in their vehicles and drive through an area with Halloween displays;
• Halloween movie nights at drive-in theaters;
• Halloween-themed meals at outdoor restaurants; and
• Halloween-themed art installations.

Please keep in mind that all activities should comply with existing guidance from the County and the CDC. You can find more information about recommended activities, activities to avoid and safe health practices here. Together we can make this Halloween as enjoyable and lively as any other, without risking the health of our residents.

COVID-19 Testing

In Montgomery County, we offer free COVID-19 testing to all residents who want to be tested for any reason. Residents are strongly encouraged to schedule testing appointments; however, walk-ins are also permitted. See the full list of testing options on the County’s Department of Health and Human Services webpage here. This week, free testing sites are available in locations throughout the County. White Cane Awareness Day

At tomorrow’s Council meeting I will present a proclamation recognizing White Cane Awareness Day, which is marked nationally every year on Oct. 15. The white cane is an essential tool that gives people who are blind the ability to live freely, safely and independently. This date is also an occasion to raise awareness about the achievements and contributions of community members who are blind and to encourage our residents to recognize the white cane as a tool of self-determination.

Educational Equity and Excellence Hubs

Also at tomorrow’s meeting, the Council will introduce a $1.8 million special appropriation for the Children’s Opportunity Fund and the Black and Brown Coalition for Educational Equity and Excellence to expand the number of Educational Equity and Enrichment (EEE) Hub sites. This funding will serve 500 children throughout the County during a 12-week period. Councilmember Craig Rice, who serves as chair of the Council’s Education and Culture Committee, initiated this funding, which is being sponsored by the full Council. The goal of the program is to provide supervision and virtual learning supports to mitigate the negative impact that distance learning challenges have on Black and Brown students and those from low-income families. Business Briefing

Save the date! On Nov. 5 at 12:30 p.m., I will be joined by Ash Shetty, director of the Montgomery County Office of Procurement, and Grace Denno, division chief, Division of Business Relations, Montgomery County Office of Procurement, to discuss the County’s procurement process and how it has been altered to promote partnership with local businesses.

Residents can submit their questions for the business briefing ahead of time by e-mailing Councilmember.Katz@MontgomeryCountyMD.Gov and are also able to submit questions in the Zoom chat during the question and answer portion of the briefing. Those wishing to participate in the briefing must register ahead of time by emailing Councilmember.Katz@MontgomeryCountyMD.Gov. You will receive the Zoom information by email when you register.

Youth Town Hall

The Council and Nick Asante, student member of the Montgomery County Board of Education, will cohost a virtual youth town hall this Wednesday, Oct. 28 at 7 p.m. The meeting will include a discussion and question and answer periods focused on mental health and wellness, activities outside the virtual classroom and food security and other assistance. Representatives from the Montgomery County Collaboration Council, Montgomery Recreation, the Montgomery County Food Council and the Department of Health and Human Services will also participate to provide information about available resources for young people. The town hall meeting will take place on the online communications platform Zoom. Montgomery County Public School students can register here. Private school or home school students who wish to participate can register by e-mailing Mirchaye.Sahlu@montgomerycountymd.gov. The meeting will be live steamed on the Council’s YouTube and Facebook pages and will air on County Cable Montgomery.

Guía para el Día de las Brujas

Mientras nuestros niños y familias se preparan para el Día de las Brujas, el Condado de Montgomery ha emitido una guía para celebrar este día festivo de manera segura. Muchas de las formas tradicionales de celebrar el Día de las Brujas no permiten que las personas minimicen el contacto con los demás, por lo que es importante planificar con anticipación e identificar alternativas seguras al tradicional juego de “truco o trato” y a las fiestas para ayudar a evitar la propagación del COVID-19.

Nuestros funcionarios de salud pública han proporcionado una lista de actividades festivas seguras que incluye lo siguiente:

• Fiestas / hacer concursos en línea (por ejemplo, de tallado de calabazas o de disfraces)
• Decorar casas, patios y vecindarios con decoraciones con temas del Día de las Brujas
• Realizar desfiles de autos decorados acorde con la fecha
• Hacer eventos en donde las personas permanecen en sus vehículos y conducen a través de un área con exhibiciones del Día de las Brujas
• Noches de películas del Día de las Brujas en autocines
• Comidas con temática del Día de las Brujas en restaurantes al aire libre
• Instalaciones de arte con temática del Día de las Brujas

Tenga en cuenta que todas las actividades deben cumplir con las pautas existentes del Condado y los Centros para el Control y Prevención de Enfermedades (CDC por sus siglas en inglés). Pruebas de COVID-19

En el Condado de Montgomery, ofrecemos pruebas de COVID-19 gratuitas a todos los residentes que deseen hacerse la prueba por cualquier motivo. Se recomienda encarecidamente a los residentes que programen citas para las pruebas; sin embargo, también se permiten visitas sin cita previa. Día de Concientización sobre el Bastón Blanco

En la reunión del Concejo de mañana, presentaré una proclamación reconociendo el Día de Concientización sobre el Bastón Blanco, que se celebra a nivel nacional cada año el 15 de octubre. El bastón blanco es una herramienta esencial que brinda a las personas ciegas la capacidad de vivir con libertad, seguridad e independencia. Esta fecha también es una ocasión para crear conciencia sobre los logros y contribuciones de los miembros de la comunidad que son ciegos y para alentar a nuestros residentes a reconocer el bastón blanco como una herramienta de autodeterminación.

Centros de Equidad y Excelencia Educativa

También en la reunión de mañana, el Concejo presentará una asignación especial de $1.8 millones para el Fondo de Oportunidades para Niños y la Coalición Negra y Morena para la Equidad y Excelencia Educativa, para expandir el número de sitios del Centro de Equidad y Enriquecimiento Educativo (EEE). Esta financiación servirá a 500 niños en todo el Condado durante un período de 12 semanas. El Concejal Craig Rice, quien se desempeña como presidente del Comité de Educación y Cultura del Concejo, inició este financiamiento, que está siendo patrocinado por el Concejo en pleno.
