Dear Resident,
Since March, Montgomery County residents and employees have come together in amazing ways to help battle the COVID-19 pandemic and to assist each other. Our community has made face coverings, produced hand sanitizer, delivered meals to hungry residents, checked in on isolated neighbors, cared for seniors and provided world-class health care. Our first responders have gone above and beyond to protect and serve our residents, and the dedication of our doctors, nurses and hospital support staff has been truly unbelievable. Our front-line workers, like our first responders and medical professionals, risked their own health to keep Montgomery County moving and provide our community with food, medication and other essentials.
The Montgomery County School System, Montgomery College and The Universities at Shady Grove transitioned to virtual learning seemingly overnight, so our teachers could continue educating our students, and our administrators and support staff worked hard to provide laptop computers, organize food distribution sites and conduct virtual graduations. The Montgomery County Board of Education made changes in real time following the evolution of the virus and will institute a plan for virtual learning for our students this fall.
As Councilmembers, we went to work too—albeit virtually. We provided essential food assistance for hungry residents; businesses assistance for our small- and medium-sized business owners to help keep the lights on; rental assistance for those falling behind on their payments; mental health assistance for those struggling to cope with the added pressures of the pandemic; financial assistance for our arts and humanities community; and telework assistance for those adopting a new way to conduct business. We also implemented culturally competent health care models for our residents who have been hardest hit by the pandemic. We also passed an operating and capital budget, as well as a savings plan, to meet the needs of our residents, while being prudent with taxpayer resources.
While our hearts are filled with gratitude because of the way our community has pulled together, there is still so much work to do. Montgomery County remains in phase two of our gradual, evidence-based reopening of the County’s economy. You can find comprehensive information on what that means for different types of businesses and activities here. Last week the Council approved an executive order that allows more types of businesses to open and provides new regulation on activities that are scientifically linked to a greater likelihood of COVID-19 transmission. We cannot afford to let our guard down because COVID-19 doesn’t recognize County borders or politics.
We all must continue to remain vigilant and make the effort to abide by public health guidelines, including practicing physical distancing, wearing face coverings inside stores and businesses and whenever social distancing isn’t possible, and avoid unnecessary travel to parts of the country where COVID-19 rates are higher.
While the Council is next scheduled to meet on Sept. 15, we will continue to handle constituent issues and will hold a Council meeting if there is an urgent matter that must be addressed on behalf of County residents. In case you missed it, the Council approved a $5.59 million special appropriation initiated by Councilmembers Gabe Albornoz and Nancy Navarro to provide a strategic, culturally competent, community-focused approach to public health to help contain the spread of COVID-19 in the areas of Montgomery County hardest hit by the virus. This funding is being used to establish Por Nuestra Salud y Bienestar (For Our Health and Wellbeing), which will provide wrap-around services including COVID-19 testing, health resources and public education targeted to Latino residents in the County. The overarching goal of the Por Nuestra Salud y Bienestar initiative is to reduce the impact of COVID-19 among Latino residents in the County. You can read more here.
The Council also approved a $3.3 million special appropriation to implement the African American Health Program (AAHP) Executive Committee program to provide a targeted response to the impact of COVID-19 on African American and Black residents. This funding, which was initiated by Councilmembers Craig Rice and Will Jawando and sponsored by the full Council, will be used by the County’s Department of Health and Human Services, in collaboration with the AAHP Executive Committee, to coordinate a targeted COVID-19 testing effort focused on, but not limited to, County zip codes with high numbers of confirmed cases of COVID-19 and where African American and Black residents make up at least 20 percent of the population. A special focus will be put on the zip codes 20903, 20904 and 20906. You can read more here.
Montgomery County offers testing to all residents who think they may have been exposed to COVID-19, or who need testing to meet work requirements. Testing is free. Residents are strongly encouraged to schedule testing appointments; however, anyone who needs a test will receive one. Free testing will be offered on Tuesday from 8 a.m. to 1 p.m. at the Wheaton Library and Community Recreation Center and from 4 p.m. to 8 p.m. at the Mid-County Community Recreation Center in Silver Spring. There will also be free testing this week in Germantown, White Oak and Poolesville. See our full list of testing options on the County’s Department of Health and Human Services webpage here. After registering, you should call the testing helpline 240-777-1755 to make an appointment.
We also approved a $20 million special appropriation for the COVID-19 Human Service and Community Assistance Non-Departmental Account to support rental assistance and eviction and homelessness prevention. This funding will help community members with back rent and prevent evictions for those who are not able to enter into a repayment plan or work with landlords on other options to avoid eviction. Renters who live in state-financed properties are also encouraged to see if they qualify for the Maryland Department of Housing’s new Assisted Housing Relief Program. There are numerous state-financed properties across Montgomery County. You can find more information here and find a list of properties eligible for the Assisted Housing Relief Program here.
In September the Council will begin its review of the County’s Subdivision Staging Policy, which is one of the many ways that the County supports the excellent quality of life for its residents. The Subdivision Staging Policy is based on having sufficient infrastructure to support new development. It includes criteria and guidance for the administration of Montgomery County’s Adequate Public Facility Ordinance (APFO), which matches the timing of private development with the availability of public infrastructure.
Every four years, an effort to update the Subdivision Staging Policy originates with the Montgomery Planning Department before being reviewed and approved by the Planning Board and the Council. The purpose is to ensure that the best available tools are used to test whether infrastructure like schools, transportation, and water and sewer services can support future development. Montgomery County Recreation is offering outdoor programs and classes to promote active and healthy lifestyles this summer. Programs and activities are tailored to a variety of interests, skill levels and ages. Outdoor summer programs include sports, dance, exercise and wellness. Montgomery Recreation also continues to offer virtual summer programs and activities through its Rec Room program; however, due to the critical need for health care providers related to COVID-19, the department was unable to secure the nursing staff needed to operate summer camps this year. Do you need food during this COVID-19 health emergency? The County has compiled a list of resources for residents who are in need of food support during this time. There are multiple food distribution sites and other programs available for residents of all ages. You can find out more about these resources here.
I will not be holding my weekly online business and economic development briefings during the Council break, but please join me again for these discussions this fall.
