The Montgomery County Council is expected to vote this morning to approve a special appropriation introduced by Council Vice President Tom Hucker of $592,202 to the fiscal year 2021 operating budget of the County’s Department of Health and Human Services (DHHS) to expand mobile crisis response services. Last week, the Montgomery County Council approved a special appropriation of $14 million to create the Reopen Montgomery Business Assistance Program, which will reimburse County businesses and non-profit organizations that incur reopening expenses to comply with new state and county health regulations due to the Covid-19 public health crisis. Funding for this appropriation comes from Public Health Emergency Grant funds and the federal CARES Act. Read more here.
Thanks to bill 24-19 sponsored by Council Vice President Hucker, renters now have a right to air conditioning in townhouses and multifamily rental properties. Despite historic economic pressures, our stewardship of the County budget has won the renewal of the coveted and highest-possible AAA bond rating from all three rating agencies.
From Fitch: "Fitch believes the county’s reserve position, along with substantial expenditure flexibility and high legal ability to raise revenues, position it well to manage through the current economic downturn. Fitch expects management would restore reserves quickly during a recovery period to maintain its high level of financial resilience." Read more here.

On July 6, the T&E Committee received an update from Adriana Hochberg, the County’s Director of County Climate Policy on the County’s development of a Climate Change Action and Resilience Plan (CARP).
