Council President's Update: May 18, 2020 (English & Español)

Dear Resident,

Last week, the Montgomery County Council reached preliminary agreement on the County’s $5.9 billion Fiscal Year 2021 (FY21) Operating Budget and on a $4.4 billion FY21-26 Capital Improvements Program (CIP) to fund school construction, infrastructure improvements and community projects. The Council’s focus throughout its budget work was on providing a continuity of services for County government and residents, and I’m proud to say that we accomplished this goal together as a united Council.  

This year the budget  will be remembered as both unique and challenging. Perhaps uniquely challenging is a better way to put it.  The Covid-19 global health pandemic has reshaped the way we function as a government and as a society. It has taken extraordinary measures at every level of government to respond to the public health and financial crisis caused by the virus.

The Council has a legal obligation to pass a balanced budget by June 1 each year. Therefore, we will conclude our budget deliberations on Thursday, May 21 to reach this timeline; however, we are not nearly finished. The fiscal year 2021 budget will provide stability for County departments, employees and residents, while we await a clearer picture of expenses and revenues this summer and fall.

In addition, the Council has provided nearly $50 million in assistance for health and human services, food and medical needs related to our current public health crisis.  We have also provided financial support for our hospitals and local small businesses, but we know there is more work to do.  The Council stands ready to provide the additional resources that we know will be necessary to help our residents get through this unprecedented time in our County’s history.

Stay At Home

Similar to steps being taken by local governments in the Washington metropolitan area and consistent with guidance from the Centers for Disease Control and Prevention, the Council approved the safe-at-home executive order from County Executive Elrich that continues requiring nonessential employees to stay at home and residents to continue to restrict nonessential trips. Outdoor activities that provide six feet of social distancing are encouraged. Outdoor activities that provide six feet of social distancing are encouraged, and we all must continue to do our part to help stop the spread of Covid-19 by wearing face coverings and washing our hands. We cannot afford to undo all the progress that we have made together to help stop the spread of this insidious virus. Public health experts continue to evaluate the County’s case data on a daily basis and will provide updated information at the May 21 Council meeting at 11 a.m. I encourage you to tune in.

Friday Business Briefings

On Friday, I was joined for a weekly business and economic development briefing for County residents by Gigi Godwin, president and CEO, Montgomery County Chamber of Commerce; and Marilyn Balcombe, president and CEO, Gaithersburg-Germantown Chamber of Commerce. We shared information about the County’s efforts to support local businesses and discussed how the public and private sector can collaborate to meet the evolving economic needs of the County.

Residents will also have the opportunity to submit questions in the Zoom chat during the question and answer portion of the briefing. Asian American and Pacific Islander Heritage Month

In honor of Asian American and Pacific Islander Heritage Month, I am sharing one video a week here celebrating the County’s Asian American and Pacific Islander residents. I look forward to being able to commemorate this wonderful month with leaders of these communities at the Council building again in the future! Thank you to all of you who do so much to make Montgomery County the vibrant and inclusive community we love.

Estimado Residente,

La semana pasada,  en el Concejo del Condado de Montgomery llegamos a un acuerdo preliminar sobre el Presupuesto Operativo del Año Fiscal 2021 (FY21) de $5.9 mil millones del Condado y sobre el Programa de Mejoras de Capital (CIP) FY21-26 de $ 4.4 mil millones para financiar la construcción de escuelas, mejoras de infraestructura y proyectos comunitarios. El enfoque del Concejo a lo largo de su trabajo presupuestario fue proporcionar una continuidad de servicios para el gobierno y los residentes del Condado. Me enorgullece decir que logramos este objetivo juntos como un Concejo unido.

El presupuesto de este año será recordado como único y desafiante. Quizás un desafío singular es una mejor manera de categorizarlo. La pandemia mundial de salud de COVID-19 ha cambiado la forma en que funcionamos como gobierno y como sociedad. Ha tomado medidas extraordinarias en todos los niveles del gobierno para responder a la crisis de salud pública y financiera causada por el virus.

El Concejo tiene la obligación legal de aprobar un presupuesto balanceado antes del 1 de junio de cada año. Por lo tanto, concluiremos nuestras deliberaciones presupuestarias el jueves 21 de mayo para alcanzar este cronograma. Sin embargo, aún no hemos terminado. El presupuesto del año fiscal 2021 proporcionará estabilidad a los departamentos, empleados y residentes del Condado, mientras esperamos una imagen más clara de los gastos e ingresos este verano y otoño.

Además, el Concejo ha proporcionado casi $ 50 millones en asistencia para la salud y los servicios humanos, alimentos y necesidades médicas relacionadas con nuestra actual crisis de salud pública. También hemos brindado apoyo financiero para nuestros hospitales y pequeñas empresas locales, pero sabemos que hay más trabajo por hacer. Similar a los pasos que están tomando los gobiernos locales en la región de Washington y de acuerdo con las pautas de los Centros para el Control y la Prevención de Enfermedades, el Concejo aprobó la orden ejecutiva del Ejecutivo del Condado Marc Elrich que continúa exigiendo que residentes y empleados no esenciales se queden en casa y continúa restringiendo los viajes no esenciales. 

Se alientan las actividades al aire libre que brindan seis pies de distanciamiento social, y todos debemos continuar haciendo nuestra parte para ayudar a detener la propagación de COVID-19 usando coberturas faciales y lavándose las manos. No podemos permitirnos deshacer todo el progreso que hemos logrado juntos para ayudar a detener la propagación de este virus insidioso. Los expertos en salud pública continúan evaluando los datos de casos del Condado diariamente y proporcionarán información actualizada en la reunión del Concejo del 21 de mayo a las 11 a.m. Le animo a que se sintonice.

Mes del Patrimonio Asiático Americano e Isleño del Pacífico

En honor al Mes de la Herencia de la comunidad Asiática-Americana y de las Islas del Pacífico, estoy compartiendo un video para celebrar a los residentes del Condado de Asia y de las Islas del Pacífico. Espero poder conmemorar este mes con los líderes de estas comunidades en el edificio del Concejo nuevamente en el futuro. Gracias a todos los que hacen tanto por hacer del Condado de Montgomery la comunidad vibrante e inclusiva que amamos.
