VSBE Nov 2022 Appreciation Awardees

Every November we honor our veterans and all who served for the sacrifices they endured to fight for our freedom. The countless days away from loved ones, then to transition back into a civilian world with the effects of post military life which brings its own set of challenges. Having the tenacity, courage and strength to then start their own business, knowing the uphill battle they will still have to fight. These are just some of the many reasons we should go the extra mile for our veteran entrepreneurs. We were pleased to host the inaugural Veteran-Owned Small Business Enterprise (VSBE) Appreciation Luncheon on November 9th and recognized some of our outstanding VSBEs with Governors' Citations. Please show your commitment and include VSBE opportunities on as many solicitations as possible. The growing databases in eMMA is a reflection that our small, minority, women, and veteran vendor community is thriving. Let us make the State of Maryland the blueprint of how state governments embrace diversity and inclusion. Especially with a new governor on the horizon, who is a successful veteran entrepreneur himself. It is the least we can do, to honor and thank those for representing us.



MBE Program

FY2022 Annual Reporting

The FY2022 annual reporting period has concluded. Thanks to all of you who have already submitted your report. The FY22 MBE Annual Report contains data from July 1, 2021 - June 30, 2022 and was due on September 30th. If you have not submitted this data, please contact our office and/or submit your report. Data submitted is compiled for publication in a legislatively mandated Annual Report. Agencies who do not submit their data will be reported as non-responsive.

Annual report templates and instructions are still available on the MBE Reporting Toolkit.

Reports should be submitted via email in EXCEL FORMAT to: 
 MBEreports.gosba@maryland.gov.

 

FY2023 Quarterly Reporting

MBE Quarterly report data is cumulative. The First Quarter report was due on October 31st. If you have not submitted please submit as soon as possible. Quarterly Report instructions and templates are available in the MBE Reporting Toolkit.  The Second Quarter report covers July 1, 2022- December 31,2022 and  is due no later than 30 days following the quarter being reported.

SBR Program Reporting

FY2022 Annual Reports are past due

SBR Annual Reports were due on September 30th and should contain data from July 1, 2021 - June 30, 2022. Annual report instructions and templates are available in the SBR Reporting Toolkit. If you have not submitted your agency's report, please do so immediately or contact the SBR Compliance Managers with a status update.

Thank You Veterans

A special thank you to all our veteran procurement officers. Thank you for your service to our country and your service to the State of Maryland.

 

Kudos

On November 9, 2022 (shown above), our office hosted the state's first inaugural Veteran-Owned Small Business Enterprise (VSBE) Appreciation Luncheon at Live! Casino. Thank you to all the agencies/VSBE Liaisons that volunteered and agencies which donated for our goodie bags. We honored five special VSBE's that have received state contracts in the past two years or making a significance difference in the veteran community. Mark your calendars for next year for your agency to attend! 

 

Confirmation of VSBE Program Certification

eMMA is the exclusive platform to use when verifying that a veteran vendor is certified in the state’s VSBE Program (the “VSBE Certification #” field must be populated and the “VSBE Expiration Date” must be valid). Please make sure you have verified that all VSBE's on current contracts are certified in eMMA. Failure to do so, will result in your agency having to manually extract that data from your FY2023 reports, as no awards or payments can be counted to veteran firms not in the VSBE program on statewide goals.

New VSBE Outreach Form Coming Soon!

Per COMAR 21.11.14.06, each VSBE participating agency must report their agencies outreach efforts to VSBE prime and VSBE subcontracts for FY2023. The new form will be made available to track your outreach soon, but in the meantime make sure to document your efforts thus far. The VSBE Outreach form will be available January 2023.

Mandatory Surveys from the House Appropriations Committee

The survey period has concluded

The 2022 Agency MBE Participation Attainment Survey and the Agency Liaison Survey have concluded. Submission of these surveys are required and agencies who failed to submit the requested data by the due date will be reported as non-responsive to the Committee. No extension can be granted.

Quarterly Compliance Call 

The next Compliance Call is scheduled for December 8, 2022, 10 am - 12 noon. A calendar invite will be sent soon.

GOSBA hosts a compliance call each quarter to address issues impacting how the SBR, MBE, and VSBE procurement programs are implemented by the participating state agencies and department. Topics for discussion come from you, our liaisons and procurement officers. We discuss them in an open and transparent forum so we can all learn from one another.  Our December call will include topics on best practices, reporting corrections/findings and quarterly reporting. 

If you have additional topics to be covered, please email them no later than November 24th to compliance.gosba@maryland.gov.

If you do not wish to attend any upcoming meetings, simply decline the meeting invitation.
