MESSAGE - The Notes Section

The SBR, MBE, and VSBE Annual Report templates have all been updated to include a notes section. The notes section should be used to provide more context concerning your agency’s goal attainment. This includes identifying unique circumstances due to COVID, budget/financing shifts, or contract cycles. In addition to reporting the numbers, you want to put them in the proper framework. This narrative will be critical as legislators, policy makers, and stakeholders review and critique our performance.  If you have not already done so, be sure to visit the SBR, MBE, and VSBE toolkits on the Governor's Office of Small, Minority & Women Business Affairs website to download the latest Annual Report Templates.


Procurement Forecast

THANK YOU to the 48 agencies/departments that submitted your FY2022 Procurement Forecast!

The FY2022 Procurement Forecast was due on June 30th. The Forecast Instructions and template are located in both the MBE Reporting Toolkit and theSBR Reporting Toolkit. Agencies only need to submit one report with all projected procurements, including SBR designated procurements and those with MBE and VSBE goals.

If you have not submitted the procurement forecast for your agency, please do so as soon as possible. Keep in mind, the forecast is provided to the public and serves as an important tool for the small, minority, women, and veteran business community. Contracting opportunities are vital to the recovery of the small business community.

VSBE Program 

Reporting

The VSBE Annual Utilization reporting period has started. This annual report will contain data from July 1, 2020 - June 30, 2021 and should be submitted on or before October 1st.  The Annual Utilization Report template and instructions are on the VSBE Reporting Toolkit.       

NEW: There is now a "NOTES" section on the VSBE Annual Utilization template.

Reports should be submitted via email in EXCEL FORMAT to:

THANK YOU to the 42 agencies/departments that submitted your FY2022 MBE Strategic Plans!

The FY2022 MBE Strategic Plan was due on June 30th.The strategic plan is a vehicle for agencies to review their progress over time and map out a plan to continue and increase engagement of certified MBE firms. If you have not turned in your agency's MBE Strategic Plan, please do so as soon as possible.

The MBE Strategic Plan template is available in the MBE Reporting Toolkit.

SBR Program

THANK YOU to the 37 agencies/departments that submitted your FY2022 SBR Strategic Plans!

The FY2022 SBR Strategic Plan was due on June 30th. The SBR Strategic Plan allows agencies/departments to review their progress and map out a plan to reach the minimum of 15 percent of the unit's total dollar value of procurements for goods, supplies, services, maintenance, construction, construction-related services, architectural services, and engineering services to be designated as "SBR" procurements and awarded to small businesses that are certified in the SBR Program. If you have not submitted FY2022 SBR Strategic Plan for your agency, please do so as soon as possible.

NEW: There is now a "NOTES" section on the Summary Page of the template. Agencies/Departments are to answer yes or no as to whether they have attained the 15% designated spend that is legislatively mandated and to put your SBR spend in context.

Compliance & Policy Update

For FY2022, the following changes will affect the current Bi-monthly Compliance Call hosted by the Governor's Office of Small, Minority & Women Business Affairs:

  • The call will now be held Quarterly, starting in September 2021.
  • Please save the date for the upcoming Compliance calls for the remainder of the fiscal year (see below). 
  • All liaisons and procurement staff currently on our distribution lists should have received an invitation to save the date on their calendar.  We will no longer provide eventbrite registration.

The Next Quarterly Compliance Call is scheduled for September 23, 2021, 10 am - 12 noon

Topics will include:

  • Reminder: MBE Survey is due October 31st
  • SBR/MBE Annual Reports are due on September 30th
  • VSBE Reports are due October 1st
  • Outreach Methods for Increased MBE, SBR and VSBE participation
  • VSBE Program Updates
  • SBR Executive Order Implementation guidelines reminders

House Appropriations Committee Surveys / Data Collection

As previously announced at SPAG and in prior bulletins, the House Appropriations Committee has mandated a series of surveys and data collection about the MBE Program and SBR/MBE Liaisons. A survey that addresses concerns about attainment of MBE goals was sent out on June 30, 2021 to Procurement Directors or other designated procurement officials.

Details:

  • MBE Survey Reminders: 
    • Liaisons or report preparers will need to collaborate with procurement directors to provide, accurate, scrubbed MBE Annual procurement data for FY2021.
    • Agency submission of surveys and requested data are required.
    • Agencies who fail to submit timely data will be reported as non-responsive to the committee.
  • An Agency Liaison Survey will launch later this year, at the end of October 2021.
