Are you making the most of the resources available to facilitate your agency's maximum Small Business Reserve (SBR), Minority Business Enterprise (MBE) and Veteran-owned Small Business Enterprise (VSBE) participation? Do you know if members of your team that are responsible for compliance, administration and reporting of the SBR, MBE and VSBE Programs are receiving this Procurement Compliance Bulletin? If they are not, please email our SBR and MBE Compliance Managers, Lisa Mitchell Sennaar, lisa.sennaar@maryland.gov and Nichelle Johnson, nichelle.johnson1@maryland.gov to be added to our distribution lists. As your agency's SBR and/or MBE Liaison, did you attend the SBR and MBE Virtual Liaison Training sessions held in February, June or October 2020 or this year in February and/or this month? Are you participating in our Bi-Monthly Compliance Conference Call? Is someone from your agency attending the monthly Senior Procurement Advisory Group (SPAG) monthly meetings? You may ask the head of procurement at your agency to forward the invitation to you. If no one at your agency is receiving SPAG meeting invitations, email Jamie Tomaszewski, Chief Administrative Officer, Office of State Procurement (OSP), Maryland Department of General Services (DGS), jamie.tomaszewski@maryland.gov and ask to be added to the invite list.


Procurement Forecast

The FY2022 Procurement Forecast is due on June 30th. The FY2022 Procurement Forecast Instructions and template are located in both the MBE Reporting Toolkit and the SBR Reporting Toolkit. Agencies only need to submit one report with all projected procurements, including SBR designated procurements and those with MBE and VSBE goals.

Keep in mind the forecast is provided to the public and serves as an important tool for the small, minority, women, and veteran business community. Contracting opportunities are vital to the recovery of the small business community.

MBE Program

Reporting 

The FY2022 MBE Strategic Plan is due on June 30th.The strategic plan is a vehicle for agencies to review their progress over time and map out a plan to continue and increase engagement of certified MBE firms. 

The MBE Strategic Plan template is available in the MBE Reporting Toolkit.  

Reports should be submitted via email to:

MBE questions or issues should be directed to the MBE Compliance Manager,
Nichelle Johnson, at nichelle.johnson1@maryland.gov  or 410-697-9605.

The FY2021 Annual Report period is about to begin! The Annual Report contains data from July 1, 2020 - June 30, 2021 and should be submitted on or before September 30th.  It is imperative that this data be reported in a timely manner.  Submitted report data is compiled for publication of a legislatively mandated annual report.  

Annual report templates and instructions will be updated
to the MBE Reporting Toolkit by July 1, 2021.

SBR Program 

Reporting

The FY2022 SBR Strategic Plan is due on June 30th.  The strategic plan allows agencies to review their progress and map out a plan to reach the minimum of 15 percent of the unit's total dollar value of procurements for goods, supplies, services, maintenance, construction, construction-related services, architectural services, and engineering services to be designated as "SBR" procurements and awarded to small businesses that are certified in the SBR Program.

SBR Liaison Training

Coming Soon...

As announced in recent SPAG meetings, the House Appropriations Committee has mandated a series of surveys and data collection to address concerns about attainment of MBE goals, liaison vacancies, and the liaison's role within each agency. The surveys will be conducted by the Governor's Office of Small, Minority & Women Business Affairs in collaboration with the Department of General Services. A report is due to the Committee in December.

Details:

  • Surveys will be sent to Procurement Directors
    • Liaisons will need to collaborate with procurement directors to provide, accurate, scrubbed MBE Annual procurement data
    • Please make sure the name of your agency's Procurement Director has been submitted to the Office of State Procurement, if your agency has not already done so.
  • Agency submission of surveys and requested data are required
  • Agencies who fail to submit timely data will be reported as non-responsive
  • The first survey, the Agency MBE Participation Attainment Survey, will launch the last week of June 2021. The data has been requested to:
    • Understand how state agencies approach MBE goal attainment
    • Determine if there is room for improvement within specific agencies
  • An Agency Liaison Survey will launch later this year

Detailed information will be provided when the survey is released later this month.
