Procurement Forecast
The FY2021 Procurement Forecast is due on or before June 30, 2020
The FY2021 Procurement Forecast Instructions and template are located in both the MBE Reporting Toolkit and the SBR Reporting Toolkit.
This data, which includes all projected purchases of $100,000 and above for the fiscal year, connects with the Hogan Administration's theme that “Maryland is Open for Business." Keep in mind the forecast is provided to the public and serves as an important tool for the small, minority, women, and veteran business community. Please give the proper attention to this mandatory report by following the instructions and being thorough with your responses.
Procurement Forecasts should be submitted in EXCEL FORMAT to:

MBE Program
The FY2020 Quarter 3 MBE Report is due April 30, 2020
The FY2020 Quarterly Report template is located in the MBE Reporting Toolkit. Be sure to scroll down to the bottom to locate the document. The reporting period is July 1, 2019 - March 31, 2020.
Reports should be submitted via email in EXCEL FORMAT to:

The FY2021 MBE Strategic Plan is due June 30, 2020
The FY2021 Strategic Plan template is available in the MBE Reporting Toolkit.The Strategic Plan asks a series of questions which are designed to add structure and detail to your agency's MBE inclusion/expansion strategy. Each plan should be unique and based on projected purchases for the upcoming fiscal year with the intention to increase the number of MBEs engaged in the procurement/purchasing process.
Plans should be labeled "FY2021 MBE Strategic Plan" and submitted via email to:
compliance.gosba@maryland.gov

VSBE Program
Registration Processes Improved
Veteran-owned small businesses can complete the registration process for the Veteran-Owned Small Business Enterprise (VSBE) Program with confidence. Issues that were preventing firms from completing the certification process on eMMA have been resolved, and all VSBEs are properly identified on the platform.
The 3-step certification process is still in place. Firms interested in joining the program are required to (1) register as a vendor in eMMA and submit the VSBE application in eMMA, (2) verify their veteran status through the Maryland Department of Veterans Affairs or VetBiz, and (3) complete the VSBE certification process in eMMA. Full instructions and access to the veteran verification form are available on GOSBA's website under the VSBE Program tab.

On March 25, 2020, the Governor's Office of Small, Minority & Women Business Affairs (GOSBA) hosted our bi-monthly Compliance Call. Thank you to all of our participants and to those who submitted questions. Please continue to submit your questions for our upcoming call.

The process is as follows:
- Questions for the Compliance Call must be submitted 14 days in advance.
- Our team will answer as many questions as time allots.
- RSVP is required.Those who RSVP will be provided a Conference Call invitation with call in details. Please register early.
- A link to questions and the answers provided during the call will be added to the next bulletin for those who were unable to join the call.
