Dear EVV Service Providers,
After this weekend’s maintenance, the launch of offline mode to the app store will be staggered throughout the month of June based on the type of phone staff use and the number of subscribers to the app. Some of your staff may see the update available sooner than others.
To understand how offline mode will work, please review the below guidance in the message we sent earlier this week. You may send any follow up questions to mdh.ltssbilling@maryland.gov.
To all EVV service providers
After the June 2024 LTSSMaryland system maintenance, offline mode will be available for the LTSSMaryland EVV Mobile app. Offline mode will allow you to continue recording services when you do not have internet connectivity or the EVV app is down for maintenance.
The first time you access the EVV app after this update, you will see a new landing page.
Initial setup of Offline Mode
The first time you log on after downloading the new version of the EVV app, you will be prompted to create an offline mode password. Follow the below steps to complete this process
- Open the EVV app and click the Login button
- You will see the prompt to create your password for offline mode. This password has the same rules as the online mode. Create your password.
Note: To complete this step, you must have access to the internet via WIFI or cellular data.
- Click "Set Offline Password" and the App will take you to the Select Location page. You are ready to use offline mode when needed.

Sync the app prior to each shift! Please regularly log-in to ensure you have the latest app version and have the most recent assigned participant information.
Accessing the EVV app while offline
After initial setup is complete you will be prompted to enter your offline mode password any time you attempt to access the app without WIFI or cellular data.
If you lose signal during the middle of a clock in or clock out, you will get an alert asking if you’d like to go offline.
While in offline mode, you can record new services or access the call history page (for any services recorded in offline mode). The Add Participant and manual time entry functions will be disabled while offline.
In order to access offline mode, you must have logged in “online” within the last 48 hours
- If you have not logged in “online” within 48 hours, you will see the error message: You have exceeded the maximum time allowed in offline mode, or the data downloaded for offline mode has expired. You must login online mode successfully to continue.
Why do I need a separate password to access offline mode?
While you are offline, you are disconnected from the main EVV app, preventing you from logging into your main account. This requires some data to be stored on your phone to maintain the link to your account while offline.
The State of Maryland security standards require a password to protect participant information on your phone.
PLEASE NOTE: Once you've logged services while offline, you MUST log into the "online" app at the next available opportunity (i.e., when internet connectivity is available or the mobile app is available again). If you don’t log in within 7 days, your service will be lost and will need to be manually entered.
Resetting your password
Using offline mode will require you to manage two passwords with different pathways to reset each.
