Carroll County Commissioners Deny PSEG Land Agent Right of Entry
Westminster, MD, Tuesday, March 18, 2025 – Recently, The Carroll County Board of Commissioners (BoC) denied a request from Contract Land Staff, LLC (CLS) for temporary access to four county owned parcels of land. CLS, contracted by Public Service Enterprise Group (PSEG), stated in a letter, “PSEG is seeking temporary access to your property to evaluate its suitability for the project through a temporary right of entry (ROE) form……. You are receiving this letter because public records indicate you own property along the proposed route suitable for access roads to the 150-foot wide right of way for this project. And we anticipate the need to purchase temporary or permanent property rights for these access roads from you for the project if approved by the PSC.”
Denying CLS access to county property is the BoC’s latest action in opposing the Maryland Piedmont Reliability Project (MPRP). The BoC letter to CLS stated “Carroll County has been very clear that we are vehemently opposed to the MPRP project, which would adversely impact the environment, our agricultural industries, and the quality of life of our citizens…… we are rejecting your request for permission to enter the captioned county properties, and we have no interest in granting any access rights which would facilitate this flawed project.”
The BoC continues to use all its influence with neighboring jurisdictions as well as state and national leaders to halt the project in its current form to mitigate any adverse impact this plan could have on the county’s citizens, community and land.
