Commissioners Announce New Director of Fire and EMS

Westminster, MD, Wednesday, July 1, 2020 –The Carroll County Board of County Commissioners is pleased to announce Robert McCoy as the first Carroll County Director of Fire and Emergency Medical Services. Mr. McCoy will step into his new role with Carroll County Government on July 9, 2020.

Mr. McCoy brings 37 years of fire service experience, 20 years in senior management and direct experience establishing a regional combination fire department.  In his new position, Director McCoy will be charged with the overall direction, administration and evaluation of the newly established Department of Fire and Emergency Medical Services (EMS) and will plan, develop, implement and evaluate a county-wide combination fire and EMS system, policies and procedures.  He will also work closely with the Department of Public Safety and coordinate operations with the Carroll County Volunteer Emergency Services Association to prevent fires and protect the lives and property of Carroll County residents.

Mr. McCoy’s experience includes eight years as fire chief in York Pennsylvania where he established the first regional combination fire department in the commonwealth and established the department from existing volunteer and paid personnel from multiple townships. His leadership is also evidenced by his 25 years of increasingly responsible positions, retiring as deputy fire chief of operations for Prince George’s County, Maryland. This position included management of 1900 career and volunteer personnel and direction of a $120M budget. His resume also includes extensive knowledge of administration, budget and labor management.

Mr. McCoy earned his Bachelor of Science degree in occupational safety and health/fire and has completed graduate courses towards a master’s degree in public administration. He currently works in emergency communications for Carroll County.

Mr. McCoy is a Carroll County resident originally from Prince George’s County in Maryland.  He has lived in Carroll County since 2018.  Bob is married with 3 children, 5 grandchildren and enjoys golf, bowling and collecting football memorabilia.
