Hampstead Wastewater Treatment Plant ENR Upgrade Project

Hampstead, MD, November 1, 2018 – The Carroll County Bureau of Utilities is pleased to announce
that construction activity for the Hampstead Wastewater Treatment Plant Enhanced Nutrient Removal
(ENR) Upgrade project will begin on or about November 1, 2018. The project will take approximately
twenty-four to thirty months to complete and will result in reductions to the overall nitrogen and
phosphorus levels of the effluent discharge into Deep Run and Piney Run by replacing or upgrading
many components of the treatment plant.

The design engineer for the project is George, Miles and Buhr, LLC of Sparks, MD and the general
contractor is Conewago Enterprises, Inc. of Hanover, MD. The County has also received a
Chesapeake Bay Restoration Fund Grant with the cooperation of the Maryland Department of the
Environment to assist with the project.

The residents of North Woods Trail and other roadways in the general vicinity of the treatment plant
will see a slight increase in traffic activity associated with the construction project. This will also
include deliveries of material and equipment. The contractor’s work schedule will be Monday through
Friday from 7:00 AM to 3:30 PM. There will be occasional deviations from this.
