 Bureau of Utilities Hires New Chief
Westminster, MD, Wednesday, May 30, 2018 – The Department of Public Works is pleased to
announce the promotion of Mr. Andrew Watcher to Chief of the Bureau of
Utilities for Carroll County. Mr.
Watcher will assume his new role as Bureau Chief on May 31, 2018.
Mr. Watcher has been employed
with Carroll County since March, 2016 as a Civil Engineer Manager. His
responsibilities included planning, designing and coordinating paving projects
for the Capital Improvement Program. In his new role, Mr. Watcher will manage
the bureau and ensure the continuous and efficient operation and maintenance of
water, water distribution, wastewater and wastewater collection systems or
facilities.

Mr. Watcher earned his Bachelor of Science in Civil Engineering (BSCE) from University of Maryland College Park. He has over 30 years of engineering industry experience. Prior to joining Carroll County, he spent 27 years in Anne Arundel County Bureau of Highways. As a senior engineer, Mr. Watcher primarily managed the county’s closed storm drain and culvert systems including construction and asset management, project design and plan review and contractor interaction. |
Mr. Watcher resides in Westminster, Maryland with his wife of almost 30 years and four daughters. He enjoys many outdoor activities and achieved the rank of Eagle Scout in the Boy Scouts of America.

are excited to utilize more of his leadership skills in the Bureau of Utilities.”
