Carroll County Commissioners Hire Legislative Liaison

Westminster, MD, Thursday, January 4, 2018 – The Carroll County Board of Commissioners (BCC) is pleased to announce Mr. Michael Fowler as the new Carroll County Legislative Liaison. The position is a full-time, contractual position from January through April 2018 to cover the 2018 State of Maryland Legislative Session.

The BCC recognizes the importance of having an active role in the state legislative process. Mr. Fowler will be the eyes and ears of the board and will direct the county’s federal and state intergovernmental relations program.  The liaison serves as the principal contact with state and federal officials and is Carroll County’s chief spokesperson and advocate for relevant bills and initiatives. The position will operate primarily from Annapolis and work closely with the Carroll County Delegation of Senators and Delegates coordinating information between the state and county. Regular updates will be presented in person, by phone and email to the BOC and its staff.

Mr. Fowler retired from Baltimore Gas & Electric (BGE) 2017 after nearly 40 years of service. His most recent experience includes 14 years in the role of External Affairs Manager, acting as BGE's liaison to county and municipal governments and communities in Carroll, Frederick, Howard, Prince George's and Montgomery Counties. In addition, prior BGE roles include construction, operations, engineering and design, and environmental affairs. Mr. Fowler also previously served on the boards of directors for several local chambers of commerce, including Carroll and Howard Counties. He holds a B.S. in Business Management from University of Maryland University College.

The legislative liaison is critical as State of Maryland legislation can significantly impact the finances of Carroll County Government, Carroll County Public Schools and other local organizations. With a very busy, fast-paced legislative session, this person will be the conduit of information between the Delegation and the County Commissioners and will advocate for Carroll County.

Mr. Fowler will begin his position on Thursday, January 4, 2018.
