The update of the 2001 Freedom Community Comprehensive Plan will be the framework for land use, growth management, rural/agricultural policies, economic development, water resources, natural environmental resources, community facilities and services, and recreational resources. Supplementing the update is the 2014 Approved Freedom Bicycle-Pedestrian Master Plan & Assessment.

Open House with Staff on the 2017 Freedom Community Comprehensive Plan
Times: 11:00 a.m. to 2:00 p.m. and 5:00 p.m. to 7:00 p.m. Place: South Carroll Senior and Community Center
This is an informal open house for the public to review the Accepted plan, review maps, and speak with staff regarding the Plan. Formal written comments will be taken, however verbal comments will not be taken at this time. Please reserve verbal comments for the public hearing.
Public Hearing on the 2017 Freedom Community Comprehensive Plan
Doors open at 5:00 p.m. for speaker sign-in. Anyone wanting to testify at this public hearing must fill-in a speaker card.
Hearing: 6:00 p.m. to 9:00 p.m. Place: Liberty High School Auditorium
Testimony for the official public record will be taken at this meeting. Each speaker will have 3 minutes to testify on the Plan. Additional comments on the plan may be submitted in writing and must be received by June 8th prior to the close of the hearing.
Land Use Plans are not inherently regulatory instruments. The most important portion of most Plans are the goals, recommendations and implementation efforts. The legislative or regulatory enactments necessary to implement the Plans will come about as a result of the language within the Plan AFTER the Adoption of the Plan. The need for “regulatory-style” language within the Plan is, therefore, eliminated. It is important, therefore, to promote a greater understanding and awareness of the public’s impressions and expectations with regard to this process. Adoption of a Plan is arguably the first step in the comprehensive planning process – not the last step. The Plan implementation processes will continue over the next several years as the 2017 Freedom Community Comprehensive Plan recommendations are brought to fruition.
