CARROLL COUNTY BOARD OF COMMISSIONERS

APPROVE LONG TERM GOALS


Westminster, Friday, December 30, 2016 – The final decision made by the Board of County Commissioners during the last 2016 open session was to unanimously approve county-wide long-term goals. The Commissioners have been collaborating together and with department directors to identify cohesive strategic objectives deemed most important to the current and future health of Carroll County.

Twenty-two goals were identified with the commissioners' intent to use them as a guide when making future decisions.  The goals cast a wide net over a variety of topics identified as vital in providing long range strategic planning.  The goal topics include Aging, Veterans, Ag Preservation, Airport, Broadband, Celebrating America, Crime, Drug Abuse, Economic Development, Education, Emergency Services, Facilities, Homelessness, Master plan, Municipalities, Roads, Recreation and Entertainment, Solid Waste, Taxes, Water, Transit and Utilities. The entire set of detailed goals can be viewed below. 

Board of Carroll County Commissioners President Richard Weaver explains, “Clear, well-defined goals will provide direction for our staff and will become the foundation for future decisions. These goals reflect some of the challenges facing our county and make a strong statement to staff and citizens about the Board’s intent regarding long range direction.  We are excited to reach unanimous agreement on these goals and anticipate that this document will become the cornerstone of our future planning.”

Although the Commissioners voted to approve the goals, some minor work is needed to finalize the wording for each individual goal. Final versions of the Commissioners’ Goals and next steps will be released to the public when complete.

Aging
     Comprehensive set of services based on Aging in place, with emphasis on greater volunteerism
Veteran
     Make Carroll County Veteran Friendly
Ag Pres
     Continue Carroll County efforts to reach 100,000 acres
Airport
      Keep the Enterprise Funds as self-sustaining while maintaining safe operations
Broadband
       Increase the availability of broadband services to cover all of Carroll County
Celebrating America
       Celebrating America in our government in our communities and in our schools
Crime
        Keep Carroll County the lowest crime rate in the State
Drug Abuse
         Aggressively attack drug abuse through education, treatment and enforcement
Economic Development 
          Positive economic impact that justifies the investment
Education
           Maintaining a top quality education system that properly prepares our students to be                          successful citizens and reflects the values of our community
Emergency Services  
            Maintain a volunteer system with a combination of paid force while maintaining performance               standards
Facilities
            Make the most effective use of existing buildings and repurpose facilities that may become               available
Homelessness
            Minimize the impact of Homelessness on Carroll County
Master Plan
            Develop and implement master plans that are consistent with “Keep Carroll Carroll”
Municipalities
           Support and encourage vibrant municipalities and main street communities
 Roads
            Maintain all roads to reach optimal lifespan while maintaining safe conditions
Recreation and Entertainment
           Support and encourage a broad array of entertainment and recreational activities
Solid Waste
           Solid Waste Enterprise fund to be self-sufficient in 6 years while maintaining landfill life for                  100 years
Taxes
           Minimize the tax burdens of the citizens while meeting the needs of the community.
 Water – Storm water
            Work to reduce County costs due to State mandates                       
Transit
            Develop more comprehensive transit system within Carroll County in a more cost effective                 way
Utilities
            Increase water and sewer capacity with a self-sustaining Enterprise fund
