Armed Robbery Suspect Arrested After Engaging Police on Foot Chase 
and Hiding in Vacant East Baltimore Home

November 29, 2012 / Baltimore, MD - At approximately 830pm last night, officers from the Eastern District responded to a report of an armed robbery in progress at the Rite-Aid pharmacy located at 1521 Harford Avenue. Information was received that a male suspect had approached a store clerk and demanded cash from the register after implying he had a weapon.


At the time the call was dispatched, Deputy Eastern District Commander Capt. Robert Quick was on routine patrol in the 1600 block of Spring St and found an individual matching the suspect’s description. As Captain Quick attempted to question the individual, the male suspect identified as 42 year old Kemo Owens (M/B - 2/4/1970) fled on foot and engaged Quick in a foot chase.


Patrol officers from the Eastern District and officers assigned to recently created foot patrols, joined Quick in pursuit and followed Owens to the 1700 block of Dallas Street where he attempted to hide in a vacant home.


Baltimore Police Commissioner Anthony W. Batts, who was visiting with nearby foot officers, overheard the information over the police radio and arrived to assist officers as they made entry into the home. Owens was ultimately taken into custody without incident and detectives positively matched his identity with surveillance video from the Rite Aid security system. He was formally charged with multiple counts of theft and armed robbery.
