Dear Friends:
 Every year, we take the time to recognize long-serving public servants who have gone above and beyond the call of duty to serve Baltimore’s citizens. The Richard A. Lidinsky, Sr. Award for Excellence in Public Service was established to recognize long-serving City employees who have worked to improve City services and make city government more efficient. This year it was my great honor to give the award to Donald Heinbuch, former Assistant Chief of the Baltimore Fire Department.
Chief Heinbuch, now retired, joined the Department in 1970 at the age of 19. After serving for over two decades, he was promoted to Commander, and in 2008 he was named Assistant Chief of Operations. As a leader in the department, he helped to modify dispatch procedures and was in a command position during many major incidents, including the Howard Street Tunnel Fire in 2001.
We also recognized two honorable mentions for this award: Kevin Cleary, Deputy Director of the Mayor’s Office of Neighborhoods and Constituent Services, and Francine Childs, Assistant Commissioner of School Health for the Baltimore City Health Department.
This year, we set an ambitious goal to grow our city by 10,000 families over the next 10 years. The Lidinsky Award exemplifies what we expect of public servant in good and bad years.
After all, at the center of any growing city is a smart and responsive government. In the coming years, we need every City employee to be committed to providing current and new residents with efficient and effective services. We hope that each of this year’s winners can be an example to current employees of how to best serve the people in our growing city.

Clean Community Competition
Mayor Stephanie Rawlings-Blake and the Department of Public Works challenge Baltimore City communities to get back to basics and join in tackling sanitation challenges block by block. All official community associations are invited to participate in this friendly competition. Communities will be judged on a variety of categories. Keep a scrap book for the judges, documenting your hard work and showing off your great results! Winning communities will receive cash prizes to benefit their community association and activities. The competition kicks off April 21 and runs through October 19. Winning communities will be announced at the Mayor’s Fall Clean Up on Saturday, October 27. Registration is required and ends April 9. Baltimore's Top Neighborhood Moms Nominations
It's almost time for Mayor Stephanie Rawlings-Blake's 6th Annual "Baltimore's Top Neighborhood Moms" contest to honor those dedicated women who have given selflessly to make Baltimore’s neighborhoods better, safer, and stronger. Nominees must be submitted from recognized neighborhood associations no later than Friday, April 20. Contest winners will be invited to join Mayor Stephanie Rawlings-Blake at a luncheon to honor Baltimore’s Top Neighborhood Moms at the Cylburn Arboretum Vollmer Center. Actuarial Science Program Scholarships
The Actuarial Science Program at Morgan State University is the only Actuarial Science Program in the state of Maryland approved by Maryland Higher Education Commission. The program incorporates Mathematics, Statistics, Finance, Accounting, and Economics to equip graduates for the workforce. Scholarship applications for Fall 2012 are currently being accepted. Applications received before April 1 will receive priority consideration. Final deadline for applications is August 1. For more information, visit the program’s website.
Bikes for the World Bicycle Collection

The Poly Environment Club sponsors this bicycle collection for a good cause. Bikes for the World, a non-profit charity, helps poor people overseas become more productive by providing them with affordable bicycles for transport to work, school, and health services. Donations of bikes, bike parts, and bike tools will be accepted. A $10-per-bike donation is suggested to defray the cost of shipping to overseas partners, who recondition and distribute the bicycles. The War Came By Train

The B&O Railroad Museum opens the second year of its commemoration of the railroad in the American Civil War. Enjoy a special visit from Clara Barton, first woman to work for the Federal Government and founder of the American Red Cross, portrayed by award winning actress and Smithsonian Scholar Mary Ann Jung. War of 1812 Discovery Tour

Walking Tour
The Baltimore National Heritage Area's War of 1812 Education Committee developed this tour to educate Marylanders of the historic sites in Baltimore that played a significant role in the war. Highlights include a tour of the Fort McHenry National Monument and Historic Shrine, a preview of the upcoming War of 1812 exhibit and the current Star-Spangled Banner gallery at the Maryland Historical Society, and a tour of the Star-Spangled Banner Flag House, where Mary Pickersgill made the iconic flag that flew at Fort McHenry, inspiring the National Anthem.
