During Dr. Brooks’ tenure in Baltimore County she was the Executive Director of Special Education and Executive Director of Student Support Services. Currently, Dr. Brooks serves as the Executive Director of Special Education for Baltimore City Public Schools. Dr. Brooks is a proud resident of Baltimore City.
"Understanding that the essence of Baltimore City is its residents and well supported families mean a healthier more vibrant community for everyone, it is my goal to collaborate with community partners and incorporate youth voices to improve outcomes for all children and families,” said Dr. Debra Y. Nine Baltimore Youth Attend Steve Harvey's Mentoring Camp
The Steve & Marjorie Harvey Foundation (SMHF) provides youth outreach services that help cultivate the next generation of responsible leaders by providing educational enrichment, mentoring, life transformation skills, and global service initiatives. The Foundation strives to be a change-agent by fostering excellence in the areas of education, health, and social well-being in urban and diverse communities, ensuring that the needs of the whole child are met.
Thanks to Mayor Scott, nine young men from Baltimore City joined about two hundred other teenagers from across the country to attend a mentoring camp hosted by comedian, actor, and television host, Steve Harvey. "A lot of people don't get this opportunity," said Tristan Tremble, one of the nine traveling from Baltimore. "I feel kinda special."
“It’s an entire weekend that’s dedicated to building their self-esteem and teaching them the principles of manhood,” said Faith Leach. Not only did the mentors pour into the lives of the young men, there was also a Single Mothers Enrichment Summit that the mothers/guardians of the mentees participated in during the camp.

The Baltimore Young Families Success Fund (BYFSF) is a guaranteed income pilot project that provides 200 young parents, between 18-24 years old, with an unconditional cash payment of $1,000 per month over the course of 24 months. MOCFS partnered with the non-profit CASH Campaign of Maryland to administer the program, including the onboarding process. On August 15, 2022, the City of Baltimore began processing payments to young families selected to participate in the guaranteed income pilot program.
