Description: The Office of the Attorney General seeks an attorney to serve as the Division Director for the Maryland Department of Housing and Community (DHCD). The Division Director is the primary legal advisor to DHCD, as well as its bond issuing entity, the Community Development Administration (CDA) and its loan insurance arm, the Maryland Housing Fund (MHF). DHCD is the State's Housing Finance Agency, and finances affordable single family and multifamily housing, and government infrastructure projects with the proceeds of tax-exempt and taxable bonds, federal low-income housing tax credits, and State appropriated funds. DHCD also has an active Division of Neighborhood Revitalization (“NR") that receives significant federal and State funding that is used to make loans and grants providing a broad range of services to local governments, nonprofit organizations, and commercial enterprises.
The Office of the Attorney General provides legal advice and representation to DHCD, CDA, MHF and NR with regard to all matters, including the bond financing programs; low-income housing tax credit programs; small business and community development loan and grant programs; energy and weatherization loan and grant programs; the Office of Statewide Broadband grant program; loan portfolio and asset management issues; section 8 housing voucher issues; procurement, personnel, and public information act matters; and litigation. The Division Director directs and coordinates this work, serving as the legal advisor to senior staff at DHCD, CDA, MHF and NR, and supervises approximately 10 Assistant Attorneys General and eight support staff.
