New Orleans is rapidly emerging as a national leader in justice system innovation. To move away from paper records and unnecessary data entry, JTMP is replacing decades-old computer systems with advanced, cloud-based technologies.
The new data systems throughout law enforcement agencies, courts, and jails will enable users to share critical information in real time, and analyze for patterns of activity, revolutionizing what is possible with justice data.

By the end of 2025, New Orleans will realize a world-class justice technology infrastructure.

Enterprise Service Bus
An Enterprise Service Bus (ESB) is a type of central processing software that allows information to be easily shared throughout different systems. New Orleans has established an ESB and is actively connecting criminal justice systems through secure data feeds.

In 2023, JTMP partnered with agency leaders throughout New Orleans to define the underlying needs of justice community workers. Those collaborations led to a shared vision of the future state of the justice system experience. The ESB data exchanges and upcoming new justice software will fulfill this vision of improving the way data is captured, accessed, and reported.
 Future of data entry...
- Data is recorded in real time as users perform routine duties.
- Data entered by the initiating agency is not reentered by downstream agencies.
- Cases transfer electronically, triggering processing at the receiving agency.
- Defendants are identified biometrically, and other elements (charges, cases, and incidents) are assigned unique, trackable identifiers upon creation.
Future of data access...
- Users access information at their locations (patrol car, office, courtroom, etc.).
- Relevant agencies receive automatic updates as needed.
- When personnel need information about an individual, case or entity, a single request retrieves and formats all relevant case or individual information.
Future of data reporting...
- Data is staged in a business intelligence environment for accurate, timely reporting.
- Cross-agency analytics are readily accessible by each agency.

The Justice Technology Modernization Program (JTMP) was established by the Cantrell Administration as a strategic use of the federal funding New Orleans received through the American Rescue Plan Act (ARPA). The JTMP's purpose is to oversee the implementation of justice system infrastructure projects totaling $30 million. The mission of JTMP is to help law enforcement and legal professionals protect lives and deliver fair and impartial justice through technology.
