The judiciary plays a critical role in safeguarding democracy. By ensuring fairness and providing access to justice, the judiciary reinforces its vital role in maintaining public trust and confidence and supporting the balance among the branches of government.
For years, the Orleans Parish Criminal District Clerk and Court staff have worked diligently to process cases and share information efficiently, despite having old and limited technologies. A grant from the Louisiana Supreme Court to the Clerk of the Court, along with support from the JTMP, enabled the Clerk to acquire and implement a new Case Management System (CMS). This new technology will maximize the Clerk and Courts’ data capabilities and dramatically improve information accessibility for case stakeholders.
This CMS will revolutionize accessibility to vital clerk records for local justice agencies and the public
AND
shorten the time from case initiation to disposition, accelerating the speed of justice for all.

 The Clerk and Court’s new Case Management System (CMS) will powerfully improve these agency capabilities:
Criminal District Clerk and Court
Clerks, Court Judges, Magistrates, Administrators and Minute Clerks will benefit from digitized court operations:
- Booking & release and charge filing information from OPSO will auto feed into CMS
- Less data entry since data is auto fed into the CMS
- Data available real time to support bench decisions
- Improved court, criminal history, and state reporting
- Capture of large data sets to support analytics
- New capabilities to enable data driven decision making
Orleans Parish Sheriff's Office
Deputies and support staff will benefit from the CMS when the new Jail Management System (JMS) goes live. The CMS will auto feed near real time court information updates into JMS:
- New case initiations
- Case charge updates
- Court orders
- Sentencing data
District Attorney and Public Defenders' Office
The DA, PDs, and their support staff will benefit by the auto feed of this information into the PbK and DefenderData software:
- New case initiations
- Case charge updates
- Court orders
- Judgments and sentencing
New Orleans Police Department
NOPD personnel will experience the benefits of the justice modernization solutions when they move to their new Records Management System (RMS) in Summer/Fall 2025. It will be worth the wait!

The Justice Technology Modernization Program (JTMP) was established by the Cantrell Administration as a strategic use of the federal funding New Orleans received through the American Rescue Plan Act (ARPA). The JTMP's purpose is to oversee the implementation of justice system infrastructure projects totaling $30 million. The mission of JTMP is to help law enforcement and legal professionals protect lives and deliver fair and impartial justice through technology.
