Transportation Cabinet to Hold Public Meeting Sept. 10 for KY 1065 (Outer Loop) Planning Study in Jefferson County 

Public invited to provide feedback on potential safety, mobility changes 

LOUISVILLE, Ky. (Aug. 19, 2025) A transportation planning study now underway in Jefferson County will evaluate potential improvements to KY 1065 (Outer Loop) between Interstate 65 and KY 2052 (Shepherdsville Road). The study, dubbed the Outer Loop Transportation Study, will identify short-term and long-term highway safety and mobility enhancements for the roughly three-mile corridor.

This study includes a full analysis of existing conditions along the corridor that will be used to develop practical solutions and improvement concepts to enhance safety, ease congestion, and improve traffic flow. The study area spans three miles across KY 1065 (Outer Loop) from Minors Lane, over I-65 and through the KY 61 (Preston Highway) intersection to KY 2052 (Shepherdsville Road).

As the study transitions into the public involvement phase, citizens are invited to attend a public meeting on Wednesday, Sept.10, to gather information on existing conditions and provide feedback. The public meeting will be an open-house event held from 5 to 7 p.m. at the South Central Regional Library, 7300 Jefferson Boulevard, Louisville, KY 40219. (This meeting is not sponsored or endorsed by the Louisville Free Public Library.)

Those who are interested may drop in any time to receive handouts containing information and to provide comments regarding the project. Representatives from the Kentucky Transportation Cabinet and the project team will be in attendance to answer questions.  

Surveys will be available at the meeting so the public can provide written feedback directly to the project team. The survey will also be available online following the public meeting at: https://transportation.ky.gov/DistrictFive/Pages/KY-1065-(Outer-Loop)-Planning-Study---5-80203.00.aspx. Comments regarding the transportation study will be accepted until Friday, Oct.10, 2025, and may be mailed to the KYTC District 5 Office at 8310 Westport Road, Louisville, KY, 40242.

Following the public meeting, displays and materials will be available for review at the KYTC District 5 Office. Office hours are Monday through Friday from 8 a.m. to 4:30 p.m.

Input received from the Sept. 10 public meeting and survey efforts will be compiled and considered as potential study concepts are developed. Outreach will continue throughout the course of the study, with a second public meeting anticipated for early 2026 to collect input on potential build concepts. A final report is expected to be published by Summer 2026.

All responses will become part of the official meeting record. Once compiled, the meeting record and supporting documentation will be made available for review and copying only after an Open Records Request has been received and approved. All Open Records Requests must be submitted to the Transportation Cabinet, Office of Legal Services, Transportation Office Building, 200 Metro St, Frankfort, KY 40622, or via kytc.openrecords@ky.gov.
