Transportation Cabinet to Hold Public Meeting May 27 for Milton Small Area Planning Study in Trimble and Carroll Counties

Public invited to review existing conditions and provide feedback

LOUISVILLE, Ky. (May 2, 2025) The Kentucky Transportation Cabinet (KYTC) will hold a public meeting on Tuesday, May 27, regarding the Milton Small Area Planning Study in Trimble and Carroll Counties.

The meeting will be an open house event held from 5:30 to 7:30 p.m. at Milton Elementary School, 9245 U.S. 421 North, Milton, Ky., 40045. Those who are interested may drop in at any time to review information, receive handouts, and fill out comment sheets. Representatives from KYTC and the engineering design consultant will be in attendance to answer questions.

The Milton Small Area Planning Study will develop concepts and cost estimates that will focus on improving the Ohio River bridge approach, including U.S. 421 “Milton Hill”, and addressing freight mobility along KY 36. Bicycle/pedestrian mobility in town will also be considered.

The U.S. 421 approach to the Milton-Madison bridge, including “Milton Hill," contains grades up to 7% and has recurring slides/maintenance issues as the highway climbs the edge of the bluffs along the river.

Freight mobility in downtown Milton is challenging for large trucks with tight turns at KY 36 and Ferry Street. Narrow pavement and low-lying areas along KY 36 also limit routing. Truck trips to and from Madison reportedly must follow US 421 to I-71 to reach Carrollton, representing a 45-minute detour.

The current planning study grew from three decades of transportation plans and projects, which focused on the Ohio River Bridge but also started to consider other mobility needs in Milton. Most recently, a 2015 project considered changes at the base of Milton Hill but did not address geotechnical concerns along the hillside. The current study zooms out to view the larger area and see if community perspectives have shifted in recent years.

The project team will analyze existing geometry, traffic, and crashes—in addition to considering local input—to identify options for improving mobility, reliability, and safety. This first meeting is intended to kick off the study and gather community perspectives on existing transportation needs. A second public meeting will be held in the Fall of 2025 to present the build options that will be developed.

Once compiled, the meeting record and supporting documentation will be made available for review and copying only after an Open Records Request has been received and approved.
