Brightside Clean-up Thanks
A HUGE THANKS to the volunteers from Passport Health Plan who helped the District 13 Brightside Cleanup team this past Saturday. We cleaned much of National Turnpike and W. Manslick Road, as well as the Playtorium grounds.
  Mighty Fine Mighty Mite Champs!
The Fairdale Youth Football Mighty Mites are the 2014 Champions in their division. They had their championship game Saturday , October 25 at Trinity High School. These 6, 7 & 8 year-old players have been undefeated all year. Way to go Mighty Mites …we are very proud of you!

Heating Help Program Starts Nov. 3

The Low Income Heating Assistance Program to help low-income Louisville residents with their utility bills begins Nov. 3. LIHEAP is a federally-funded program operated by Community Action Partnership. LIHEAP's subsidy phase runs Nov. 3-Dec. 11.
To apply, residents must have an appointment. Scheduling for appointments will begin, in person only, Oct. 30 (7 am-4pm) and Oct. 31 (7 am-1 pm) at the Central CAP Office only (at the Urban Government Center, 810 Barret Ave., Room 127.)
For the Subsidy Phase of LIHEAP, residents can apply regardless of the status of their utility bills and need to bring the following documents when scheduling an appointment:
1. Picture ID (if available) 2. Most recent heating bill, or verification from landlord, stating heating expenses are included in rent
Starting Nov. 3, appointments will be issued at all three CAP offices weekdays 8 a.m. - 1 p.m.. Residents who register will get an appointment slip verifying their appointment date, time and location. LIHEAP applications will be completed at the time of the appointment. Assistance received is a one-time benefit, paid to the heating vendor. All offices will be closed Nov. 27-28 for Thanksgiving. No appointments will be issued on Fridays at the East Office. They must be willing to provide documentation below at the time of their appointment:
- Picture ID for head of household (if available)
- Proof of all household income for the preceding month (food stamp award letter, Social Security award letter, pay stubs, etc.). All individuals 18 or over in the household with no income – and who do not receive food stamps -- must have a Proof of No Income form completed prior to applying for benefits. (Available at the CAP office at 810 Barret or by clicking here.)
- Social Security card(s) or official documentation with social security numbers or Permanent Resident Card Numbers for everyone living in the household.
- Most recent heating bill or verification from landlord that heating expenses are included in the rent (i.e. lease agreements).
Individuals unable to apply in person may send a representative on their behalf with a note (include applicant’s signature and phone #.) Call 574-1157 for more details on this process. Residents who are homebound--a medical professional can verify they are confined to the home--and who are unable to send a representative, may call 574-1274. LG&E reminds customers it is their responsibility to make payment arrangements to ensure continued service if they are unable to make payments in full. Call LG&E at 589-1444 to make payment arrangements.
Panhandling: LMPD Recommendations, Resources for Those in Need
Residents around our area have asked about the laws relative to panhandling given reports of aggressive panhandlers approaching people in parking lots and gas stations. Louisville Metro Police Department 3rd Division recommends reporting this activity by calling the non-emergency report line at 502.574.2111.
Aggressive panhandling is illegal, but more importantly we want to link people in need with the appropriate organizations so that they can get help and to ensure that compassionate citizens are not being scammed.
Our regional Community Ministries (Shively, Southwest, South Louisville) as well as other area organizations (see below) work hard to address the needs of those in our community who struggle. Many of these organizations provide both short-term services—hot meals, seasonal clothing— and programs and information for long-term goals.
