Metro
Council Members & Mayor Fischer Celebrate Major Improvements at Charlie Vettiner Park
City officials
joined neighbors on Monday of this week to celebrate more than $760,000 in renovations and
improvements at Charlie Vettiner Park in eastern Louisville. The additions
include a new walkway, new parking spaces, speed humps, and drainage
improvements—all identified by park users as high priority needs. The
construction focused on the first phase of work outlined in the park’s master
plan.
Mayor Greg Fischer was joined by
Metro Councilman Stuart Benson, in whose 20th District the park is
located, as well as Councilmen Robin Engel and Kevin Kramer, all of whom pooled
their Council District funds together to support the construction work.
Fischer said the project helps
create a healthier city, with improved access to recreation and exercise.
“These improvements will make this
popular park more attractive and easier to use for the thousands of families
and individuals who enjoy it for picnics, golf and recreation of all kinds
every year,” Fischer said. “I know Charlie Vettiner would be appreciative of
the hard work by the Councilmen in continuing to improve his namesake park.”
Once known as Chenoweth Park, the
nearly 300-acre park was renamed in 1985 to honor Vettiner, a long-time parks
director who was instrumental in the purchase of the land in the late 1950’s as
part of his initiative to develop a ring of suburban parks.
“Charlie Vettiner Park is one
of our community’s great assets,” Benson said. “I am proud to have the support
of neighboring Council members Kramer, Engel, and our Metro Council colleagues
as we have worked, since 2006, to secure $215,000 in Council
Infrastructure Funds and $460,000 in added General Funds for phase one of park
improvements.”
“Vettiner Park is a true
‘diamond in the rough’ with its unparalleled natural beauty and open green
space,” Engel said. “I am proud to be a sponsor of this project, and to the
best of my ability, I intend to work towards funding the Charlie Vettiner Park
Master Plan Project on a long-term basis to ensure its prominent place in our
community, alongside other outstanding parks such as Cherokee and Seneca parks,
for many years to come.”
Kramer added, “I am pleased
with the modest improvements that have been made to the park and look forward
to greater enhancements hopefully funded in next year’s budget.”
Metro Parks Director Mike Heitz
expressed appreciation for the support of the Mayor and Metro Council in
helping to ensure that Vettiner Park continued to enjoy improvements, which
include a new clubhouse for the golf course, completed in 2011. He thanked park
users and neighbors for participating in developing the park’s master plan,
which was finalized in 2012.
“We rely upon the input and
insight of citizens when developing plans for our City parks,” said Heitz. “Our
staff worked with many people who know and love this park to establish
priorities, such as controlling traffic flow and enhancing pedestrian safety,
improving drainage, and using ‘green’ infrastructure practices to accomplish
these goals.”
The work includes improvements
along Charlie Vettiner Park Road, including 33 curbed parallel parking spaces,
a wooden rail to prevent off-road driving and parking, and speed humps to
reduce speeding through the park. A 1,500-foot concrete walkway was also
constructed, which connects to an existing walking loop.
Stone headwalls have been added
at culverts under the roadway to stabilize and prevent erosion. Culvert inlets
and outlets were cleared and excavated where needed to improve drainage.
Additional parking areas at the
lake overlook and along the disc golf loop have been repaved. The new parking
areas are constructed of more environmentally-friendly permeable asphalt and
grass cell paving. The disc golf area has 34 new parking spaces and the lake
overlook area, 17 spaces.
The project was designed by
Environs Inc., Landscape Architects. The project contractor is Advanced Paving.

Spotlight on District 22 Metro Council Page Matthew Bryce Jones
Councilman Engel welcomed Matthew Bryce Jones as our District 22 Page for last night's Metro Council meeting. Matthew was born
on January 3, 2000 and is 13 years old. He is an 8th
grade student at J. Graham Brown School where he has attended since
kindergarten. He has always enjoyed
science classes in school, and is an accomplished writer—having had a poem
actually published this year. Matthew is
an excellent reader and reads beyond his grade level. He prefers reading biographic and other
non-fictional works.
Matthew
plays basketball for his school, for AAU, and plans to continue playing
throughout high school and at the collegiate level. He is at the stage in his life where he is
exploring various careers, and hopes to have as much exposure to what different
careers have to offer before making his decision. He hopes to major in Communication focusing
on sports writing or sports broadcasting.
Matthew
has played the violin and tuba, but currently plays the cello. He also has a great talent for cooking and
his family reaps the many benefits of his good cooking on a regular basis. Matthew attends
First Baptist Church of Jeffersontown where he has served as an usher for
3 years.
Matthew is the son of proud parents Shedrick and Neysa
Barbour Jones who live in Fern Creek. He
is also the grandson of Wayne Barbour, Shedrick Jones, Sr. and Jean
Jones. Matthew’s greatest pride is being the big brother to Myles Jones,
an 8-year old 3rd grader who also attends Brown School.

Mayor Greg Fischer Announces: No
Property Tax Increase
Mayor Greg Fischer
presented to Metro Council an ordinance that keeps the Metro Government real
estate tax at the same level it has been since he took office in 2011.
The Metro Government real estate tax for residents outside the Urban Services
District remains at 12.55 cents per every 100 dollars of assessed valuation.
The rate for those inside the Urban Services District is 49.21 cents per
every 100 dollars of assessed valuation. Those who live inside the Urban
Services District receive garbage pickup and other services through Metro
Government that those living outside receive from smaller cities, or in other
ways.

TARC
rolls out new hybrid buses Fleet
upgrade provides room for more bikes
TARC
continues to modernize its fleet with 11 new environmentally-friendly hybrid
electric buses now on the road. These latest models feature new bike racks that
can hold three, instead of two, bikes.
TARC
Executive Director J. Barry Barker, Mayor Greg Fischer and bike riders were at
TARC’s Union Station today to celebrate the latest additions to the fleet.
TARC now has
32 hybrid electric buses, about 15 percent of the fleet. Since last spring,
another 16 buses – “clean diesels” with the latest fuel conserving and
emissions-limiting technology – also joined the fleet. And this fall,
TARC will put an additional 21 new buses in service.
All new buses
are replacing buses that are 14 or 15 years old and have traveled more than
500,000 miles each. Federal and state grant funding is covering the bulk of the
costs of the fleet upgrades.
“By this
fall, 25 percent of our buses will be new and that means cleaner air and a
better riding experience for passengers, along with other benefits including
significant fuel and maintenance cost savings,” Barker said.
“A big bonus
is that, starting with the new hybrids, we’ll be adding the new three-bike
racks to our buses to help meet the growing popularity of bikes onboard.”
Mayor Fischer
said the hybrid electric buses and room for more bikes helps “ achieve many of
our city’s strategic goals including a cleaner, green city, better public
transit and better infrastructure for bikes.”
A hybrid bus
uses battery electric power to accelerate, which greatly reduces emissions,
eliminates tailpipe smoke, and allows the bus to go up hills without revving
the engine. Since there is less demand on the engine, the ride is much
quieter. Fuel saving
for the 11 buses compared to vehicles they will replace is estimated at $6,000
per vehicle, totaling $66,000 per year.
TARC’s Bikes
On Board program began in 1999 and by 2002 every TARC bus was equipped with a
two-position rack. Since TARC began keeping statistics on bike rack users in
2002, ridership and usage of bike racks has almost tripled, from nearly 48,000
riders in 2002 to 140,000 in 2012.
Local author
and cycling advocate Joe Ward said the new racks are one more example of
Louisville becoming a more bicycle-friendly community.
“TARC’s
addition of bike racks to the buses was about the first big nod cycling
enthusiasts got from Metro government, and it’s been steady progress ever since,”
Ward said. “I remember Barry Barker saying he was astonished by the response to
the program. The one complaint was that there weren’t enough of them. Soon they
were on every bus, and now we’re going to three-bike racks – it’s all good.”

screen though a regular scope. Inside, in our classroom, an LAS Ambassador will
be showing you the Sun in real time through the filters aboard NASA's SOHO
Solar Observatory and sharing interesting facts about the one star in our solar
system.

Public Health and Wellness Residential Mosquito Fogging
Metro Public Health and Wellness has been mosquito fogging all over the City.
Citizens wishing to receive phone notification of fogging in their area as well
as other important community notification alerts may sign up for notifications
online by clicking here.
Mosquito fogging is done between dusk and dawn. Fogging cannot be done if it is
raining, if wind speeds exceed 10 miles per hour or if evening temperatures are
above 85°. If fogging activities are canceled due to weather conditions, they
will usually be rescheduled for the following weekday evening. In
determining where to fog, the Department of Public Health and Wellness uses
surveillance data, such as counts of mosquitoes in traps distributed throughout
the metro area. Workers will be spraying a synergized synthetic pyrethroid.
This product offers a very low toxicity and odor. Pyrethroids can be used for
public health mosquito control programs without posing unreasonable risks to
human health. It is registered by the U.S. Environmental Protection Agency and
the Kentucky Department of Agriculture for use in adult mosquito control
programs. This product is biodegradable. The Louisville Metro Department
of Public Health and Wellness will post areas to be fogged throughout the
summer on its website http://louisvilleky.gov/health.
Citizens may also phone the fogging hotline at 574-6641 or call
MetroCall at 311 to report a specific mosquito problem.

Special
Two special discount days at the
Fair offer lower admission prices to patrons. Seniors 55 and up will be
admitted for $1 on Humana Senior Discount Day, Tuesday, August 20. The discount
ends at 6 p.m. Fairgoers that arrive by noon pay only $6 admission on
Wednesday, August 21. No coupon is necessary for either discount.

Thrillway
Thrill seekers at the Kentucky
State Fair can now purchase Thrillway wristbands that allow for unlimited rides
every day of the Fair. This is the first year wristbands are available on
weekends. Prices range from $15-$25, depending on the day with no age restrictions.
Also new this year, Thrillway Express Passes will provide fairgoers with front
of the line access. The pass will be sold at the Thrillway ticket booths on a
limited first-come, first-serve basis each day and is good for the day the pass
is purchased. Thrillway Express Passes will be available for $15 plus the cost
of the wristband or ticket package purchased.

New Weekend Parking Plan
The Kentucky State Fair Board is
planning to help alleviate parking congestion and improve the experience for
fairgoers during both weekends of the Fair, August 16-18 and 23-25.
Free off-site parking will be
available in the Green Lot of Papa John’s Cardinal Stadium, Sections
B &C off of Floyd Street. Fairgoers can purchase admission at the Green
Lot or present advance discount tickets prior to boarding shuttles. Free
parking and free shuttles sponsored by Miller Transportation and the Louisville
Convention & Visitor’s Bureau.
In addition, the new Five
Dollar Lot will be opened on the site of the former Executive Inn Hotel,
adjacent to the fairgrounds. Shuttles will bring fairgoers to the
pedestrian admission gate.
A new entrance point will also be
opened on the weekends. This entrance point at East Adair Street off Phillips
Lane is best accessed from Crittenden Drive. Parking is $8.
The Kentucky State Fair

KICK-OFF FOOTBALL SEASON WITH KIRK HERBSTREIT
The Parklands of Floyds Fork is hosting a
luncheon with ESPN College Football analyst Kirk Herbstreit at Noon on
Thursday, August 22 to kick-off football season. Herbstreit will preview the
2013 season with a special focus on the Louisville Cardinals and Kentucky
Wildcats during a luncheon to be held at the Gheens Foundation Lodge in Beckley
Creek Park. Presented by PNC Bank, the proceeds from the event will
benefit 21st Century Parks and The Parklands Annual Fund.

The weekend of September 6, 2013 will mark
the opening of the remainder of Beckley Creek Park, including the Egg Lawn and
Humana Grand Allee. It will also celebrate the opening of Pope Lick Park, off
Taylorsville Rd, including 2 new soft-surface trails and the pedestrian bridge
over Floyds Fork. Open portions of the Louisville Loop will extend to nearly 7
miles, allowing more opportunities to explore new areas of The Parklands. This
weekend in September will be marked by several events, so save the date on your

FLOYDS FORK
Founded by the nonprofit 21st Century Parks,
The Parklands of Floyds Fork is a donor-supported public park in Louisville,
Kentucky. Stretching 4,000 acres between Shelbyville and Bardstown Roads, The
Parklands is the largest and most ambitious metropolitan parks system in the
nation, and the only one expected to open by 2015. The Parklands will provide
world-class amenities ranging from 100 miles of hiking, biking, walking, and
paddling trails, to dog parks, playgrounds, and expansive lawns for community
events. The construction and development of The Parklands of Floyds Fork is
100% funded, and with the community’s annual support, it will be maintained and
operated to a world-class standard.

Golfers Offered $3 Discount During August at Metro Parks Courses
Golfers are being offered a $3 discount during August at Metro Parks golf courses. Golfers can register for a coupon, redeemable at any of Metro Parks’ nine public golf courses, at: http://www.louisvilleky.gov/MetroParks/golf/golfspecials.htm. The coupon can be applied for tee times made weekdays between the hours of noon and 4 p.m., and on weekends from 2-4 p.m. The purchase of an 18-hole round with a cart rental is required for the discount.
Golfers will be able to redeem the coupons through Saturday, August 31. Metro Parks offers special discounts throughout the year. Metro Parks Offers Convenient Parking for the 2013 U of L
Football Season
Parking
passes are available for purchase for Churchill Park adjacent to Papa John’s
Cardinal Stadium
With the 2013 University of Louisville football season fast approaching, Metro
Parks is offering secure, affordable and convenient parking for home games.
Parking passes for Churchill Park – adjacent to Papa John's
Cardinal Stadium on Floyd Street and Byrne Avenue – are now available.
Vehicle passes are available for specific games ($10 per game) or for the
entire season ($50). RV passes are $100 for the season and $20 per game. Single
game passes are also available for the St. Xavier-Trinity game Friday, October
4. However, a season pass includes parking for that evening.
If space is available, fans can pay a parking attendant on the day of the game.
Proceeds will be reinvested into the maintenance and beautification of
Louisville’s parks. The application form is available online at http://www.metro-parks.org/parks/churchill.
Parking passes are available on a first-come,

Big Brothers Big Sisters -
Humana “Legacy Program” wants YOU!
With support from the Humana Foundation, Big Brothers Big Sisters has launched a new
across-generations mentoring program that will benefit local children while
improving the overall wellbeing of adults 55 and over who participate. The goal
is to match an additional 50 senior Bigs with children ages 7-16 by year’s
end. You don’t need special skills to be a Big – just the willingness to
listen, offer encouragement and share what you’ve learned about life. Littles
are typically come from families headed by a single parent who simply wants the
best for their child, but does not have the time they would like to spend with
the child. These children just need a BIG friend!
“You forget you’re in a
‘program’ cause you’re having fun,” said Big Steve in a TV-aired interview.
Volunteering a few hours a
month toward your year-long relationship can provide something amazing for a
child. You also receive monthly support from a “Match” Counselor as you report
on your progress.
There are two ways to meet
with your Little –
On-site at a school or community center or Community wide, diverse outings from home.
Activities you can do as
Bigs and Littles include trips to the library, enjoying one of our local
parks, playing card games or doing craft projects. Big Brothers Big
Sisters offers monthly free events for all matches. So, have some fun, learn a
few things and make a valuable difference in developing the next generation!

Night BATS Tickets Available
The Louisville Bats will host 5 Community
Nights this summer. Examples of groups eligible for community night
tickets would be persons seeking tickets for school fundraisers, charity
auctions, neighborhood cleanups or organizations representing persons who
otherwise would not be able to afford a ticket to a game. These nights are
meant to recognize persons, groups or organizations that promote the betterment
of the community or persons who otherwise would not be able to attend a game at
Slugger Field. The Final Community Night has been designated for Monday,
August 26.
For 2013, the BATS FREE ticket program has
been split into 2 parts, with each part described in detail below:
(Part 1) The Bats will host 2 large community
nights and provide tickets, hot dogs and drinks to non-profit groups who would
not be able to afford a Bats game under regular circumstances. This night will
include 4,000 guests for Tuesday, July 30.
(Part 2) The Bats will host groups and small numbers
of people doing the good of the community that might not fit into the category
above. This includes 12,000 total ticket vouchers (without hot dogs and drinks)
distributed for use on ANY of these designated nights: July 29 and August 26
(Mondays). The benefit is an increase in the number of people involved and
greater flexibility to obtain complimentary tickets – the groups are able to
choose their own date within these 5 nights.

Metro Council Members Benson, Kramer & Engel to Host
Mobile Mammography Clinic
Councilmen Stuart Benson (District 20), Kevin Kramer (District 11) and
Robin Engel (District 22), in conjunction with the Metro Health Department, the
Partnership for Cancer Control, the Kentucky
Cancer Program and the National Brest Cancer Foundation, are hosting a Mobile
Mammography Clinic for area women age 40 and over. The clinic will be
conducted at the Glenridge Health
Campus (6415 Calm River Way) on Monday,
September 16 between the hours of 8:30 a.m. to 11:15 a.m. and 12:45
p.m. to 3:15 p.m.
The University of Louisville James Graham Brown Cancer
Center will conduct the screenings with insurance being filed for those persons
with coverage. Persons without health insurance who are income-eligible will be
provided screenings free of change. Although reservations are not required,
they are encouraged to assist in the operation of this program and appointments will be honored first.
Persons interested in scheduling an appointment or in need of additional
information are encouraged to call Angela
Webster in Councilman Benson’s office at 574-3465.
Eligible women: The target is women age 40 to 64 who
are low income and/or uninsured. Women age 65 and over may participate in
the screening; however, the Brown Cancer Center will file Medicare to pay for
these individuals.
