Louisville Metro Animal Services will be hosting a SPOT Clinic at the Southwest Government Center to assist residents in properly licensing and vaccinating their pets.
The services that will be available are:

Low-Income Home Energy Assistance Program (LIHEAP)
Subsidy Phase Starting for In-need Residents
The Louisville Metro Community Action Partnership’s LIHEAP Program is a federally funded program that provides financial assistance to help low-income residents pay utility bills. The Subsidy component of LIHEAP will begin November 5, 2012.
Applicants must be Jefferson County residents within 130% of the federal poverty guidelines and for the Subsidy Phase of LIHEAP, residents can apply regardless of the status of their utility bills.
Please bring the following documents when scheduling an appointment:
1) Picture ID (if available)
2) Most recent heating bill

Verification from landlord, stating heating expenses are included in the rent
Starting Nov. 5, appointments will be issued at all three CAP offices weekdays 8 a.m. - 1 p.m. based on appointment availability. All offices will be closed Nov. 6, Nov. 22 and Nov. 23 and no appointments will be issued on Fridays at the East Office.

Applicants must be willing to provide the documentation at the time of their appointment:
- Picture ID for head of household (if available)
- Proof of all household income for the preceding month (food stamp award letter, termination letter, pay stubs, etc.). All individuals 18 or over in the household with no income – and who do not receive Food Stamps -- must have a Proof of No Income form completed prior to applying for benefits. (Available at the CAP office at 810 Barret or by clicking here.
- Social Security card(s) or official documentation with social security numbers or Permanent Resident Card Numbers for everyone living in the household.
- Most recent heating bill or verification from landlord that heating expenses are included in the rent (i.e. lease agreements).
Individuals who are unable to apply for this program in person may send a representative on their behalf. Simply provide the representative with a hand-written note, dated and signed from the applicant, giving them permission to handle their application for services. The representative will also need to provide their photo ID matching the name specified on the applicant’s note, along with the applicant’s photo ID, as well as the required documentation above that is required to apply for the services/programs. Any homebound residents who wish to apply for the LIHEAP program, and who are unable to send a representative, may call 574-1274.
Low-Income Home Energy Assistance Program (LIHEAP) – Crisis Phase
The Louisville Metro Community Action’s LIHEAP Crisis Program provides utility assistance to low-income residents who have received a disconnection notice from their utility service provider or a past due bill with a disconnection notice, or who have received an eviction notice from their landlord if utilities are included in their rent, or who are currently without utility services. This program will begin operation on January 7, 2013.
LG&E WeCare Program
We are entering the winter months, residents may consider participating in the WeCare program offered by LGE/KU Energy Efficiency Department for income eligible customers.
Call the Energy Efficiency Program information line at 1.800.356.5467 or visit their website at www.lge-ku.com/savingenergy. If the customer qualifies for the WeCare program they could receive possible measures like:
· Attic and wall insulation
· Air and duct sealing and insulation
· Heating and central air conditioning tune-ups
· Energy-efficient refrigerator replacements
· Energy-efficient window air conditioner replacements
· Programmable thermostats
· Water heater insulating jackets
· Energy-efficient water aerators
· CFL bulbs
