I will be participating in next weekend's Cafe LOUIE at the Highlands-Shelby Park Library in Mid-City Mall. This is a makeup date for the Cafe LOUIE that was postponed due to the snowstorm in late January. These events are a great way to meet your representatives, ask us questions, and talk to us about the issues facing Louisville. I hope to see you there!
The Jefferson County Soil & Water Conservation District is excited to announce several spring opportunities to educate our community about growing a native plant landscape AND to provide Jefferson County residents with a cost-share reimbursement program for purchasing native plants and/or seeds.

Automated license plate reader camera surveillance networks have been deployed across the United States in recent years. There are over 600 ALPR cameras operating in Louisville, roughly a third of which are paid for by Louisville Metro Government. These cameras are frequently referred to by LMPD by the brand name Flock.
With the proliferation of ALPR cameras has come some serious concerns over civil rights violations. Flock's database has been accessed many times across the United States to track women who have been forced to cross state lines seeking reproductive health care by states that have outlawed abortion.
In a local example of abuse of the system, an LMPD officer shared login credentials for the system with a federal agent who accessed database for immigration enforcement. This was a clear violation of Louisville's separation ordinance, which is still the law in our city. ICE's interest in the information in ALPR camera databases is well documented.
Another ethical concern is the company's internal use of the data. Artificial intelligence facial recognition software is trained using the images captured, and models are combined with other concerning monetizations of our private information like data harvested from our cell phones.
I recently filed legislation that would require the location of the ALPR cameras paid for by Louisville Metro to be made public in a searchable database, along with a map. I don't think it should be controversial that you be able to look up where these cameras are. We never discuss them on the floor of the Metro Council as a secret surveillance network, and this is information that's already available to people elsewhere, including Lexington. I don't think the people of Louisville are less trustworthy than the people of Lexington!
LMPD has responded to my legislation by defending the use of ALPR cameras. While I have broad concerns about the abuses of civil liberties—both the ones that have already happened, and the ones that may happen in the future—I am aware that these are concerns that the Metro Council may not be ready to address. The ordinance I have filed is simple and straightforward. It doesn't ban ALPR cameras or place regulations on their use. It simply says that you have a right to know when and where you are being surveilled by your government.
If you would like to discuss this ordinance or any other concern about ALPR cameras in Louisville, please reach out to our office!
Solidarity,
Councilman JP Lyninger
