Our event calendar is getting longer which is a sure sign of spring and warmer weather! There's a lot going on, and here are a few events I want to put on your radar (more info on all below):

  • BOB Pop-up: Chill with Chappell in Wyandotte Park on Saturday, April 4. Join the D15 office for a laidback meet-and-greet in the park. Learn more about BOB, grab a donut, and adopt a new tree from Louisville Grows.

  • Brightside Community cleanups happening around Louisville on April 11. So far, there are 3 cleanups in and around D15 in Meriwether-Fort Hill, Saint Joseph, and along Southern Parkway.

  • Derby Our Way at The StreEatery on Tuesday, April 21. Neighbors around the track are invited to learn more about Derby 2026 and how they can prepare for a productive (or unproductive!) week. Plus, attendees get free tickets to 502sDay at the Track on the Tuesday of Derby week!

With that said, I don't think I need to remind everyone that the Kentucky Derby is just around the corner (May 2), but I do want to remind everyone to be mindful of the Kentucky Derby Festival events happening around town. Things kick off on Saturday, April 18th with Thunder Over Louisville, and include events such as Mini Marathon and Marathon that routes runners through the south end, including Iroquois Park.

Remember: The Kentucky Oaks will now be run at 8:40 pm on Friday, May 1!

On Thursday, April 23, the Mayor will present his interpretation of the city budget to Metro Council. After that, Metro Council will take a break for a week for Derby, then we will start holding budget meetings with various departments throughout Louisville Metro. All of these meetings will help us shape the final budget that we will be passing in June. In the May newsletter I will outline the D15 budget priorities, talk about what is in the Mayor's budget, and dive deeper into the process.

Oh, and don't forget! Solid Waste Management Services has resumed regular curbside yard waste collection as of March 23—just in time for spring gardening!

Have you heard? 👂 BOB is coming to Wyandotte-Oakdale!! 🎉

Get ready for our BIGGEST BOB to date!

BOB is a program unique to D15 that partners with Louisville Metro departments and local non-profits to brings resources to residents doorsteps and help shape resident-led initiatives throughout the community. It's an intensive 6-month program that seeks to make government proactive in people's lives instead of reacting to problems that may arise later.

If you live in Wyandotte-Oakdale, we want to work with you! 

If you are interested in volunteering to door-knock, you can sign up here. We have almost 1,500 doors to knock in the neighborhood!

We've been hitting the sidewalks and going door-to-door in Wyandotte-Oakdale with our menu of free services. From free trees and smoke alarms to soil tests and trash cart replacements, residents can select as many resources as they need! Responses are due by May 20th.

Air Conditioner Giveaway

AC Unit Giveaway

As warmer weather approaches, the District 15 office is partnering with the Office of Social Services to distribute free portable air conditioners to eligible households.

Qualifications:

  • Household income at or below 200% of the federal poverty guidelines.

  • Must reside in Metro Council Districts 1, 2, 3, 4, 5, 6, 7, 10, 15, or 21.

  • Must meet at least one of the following: 60 years or older, living with a disability (SSDI), and/or be a household with children under 18.

Applications will be accepted April 6th through April 17th. Units are limited and eligibility will be determined by the Office of Social Services.

To determine your eligibility and apply, contact the Office of Social Services at (502) 574-1437.

Approved applicants can pick-up their portable AC units in April 22nd and April 24th.

Thank you to Councilor Ruhe’s office for organizing this program for the third year, to the Office of Social Services for administering the program, and to Lowe’s for providing the discounted units.


Save the Date for Derby Our Way: April 21

Join the District 15 office for the fourth annual “Derby Our Way”, a pre-Derby Townhall for neighbors on Tuesday, April 21, 2026, at 6 pm at The StrEatery (304 W Woodlawn Ave Suite 1, Louisville, KY 40214).

Representatives from Metro Council, Codes & Regulations, Solid Waste Management, Emergency Services, LMPD, TARC, and Churchill Downs will be in attendance to share information and answer questions.

Neighbors will learn what laws and exemptions exist, and what streets will be closed during Derby week. The goal is to ensure residents and visitors alike have a safe, stress-free, and memorable Derby season.

We'll have food from The StrEatery provided by Churchill Downs.

All are welcome to attend.

I-65 Corridor Closure Update

i65 Closure

The I-65 Central Corridor Project is a major Kentucky Transportation Cabinet (KYTC) initiative to replace aging interstate bridges and rehabilitate pavement between I-264 (Watterson Expressway) and Muhammad Ali Boulevard in downtown Louisville.

Several bridges in this heavily traveled corridor are more than 60 years old and in poor condition, serving key destinations like UPS, Louisville Muhammad Ali International Airport, the Fair & Exposition Center, UofL, and the medical district.

To complete critical bridge replacements, a section of I-65 will be closed in June and July 2026, with interstate traffic detoured. I-65 is expected to reopen with reduced capacity by August 1, 2026.

Iroquois Park Overlook Open to Cars: April 5

Iroquois Open to Cars

The gate to the North Overlook via Uppill Road in Iroquois Park will be open on April 5 from 10 am to 4 pm. April is a great time to see all the pink redbuds in bloom from the Overlook!

TreeFest: April 11

Get ready for Louisville’s favorite day under the canopy!

You're invited to TreeFest, an annual Arbor Day celebration hosted by community partners.

The event will kick-off bright and early at Thurman-Hutchins Park (3227 River Rd, Louisville, KY 40207) with a tree-mendous volunteer planting—this is optional & doesn’t require experience, just a willingness to dig in and have fun getting your hands dirty! After that, head over to the festival to enjoy live music, great food, local vendors, and activities for all ages!

Registration is now open for the Brightside & WM Community-Wide Cleanup on Saturday, April 11, 2026. Residents, community groups, scouts, faith organizations, and businesses are encouraged to volunteer and help keep Louisville clean and green.

Neighborhoods can also organize their own cleanups throughout the year, with Brightside providing gloves, bags, and coordinating litter pickup.

Help us save migrating birds this spring: Join the Lights Out Louisville program!

You might know that millions of birds migrate over Louisville every spring and fall. But did you also know that billions of migrating birds are injured or killed each year in the U.S.— and it’s due to artificial light at night pulling them off course or causing them to fly into windows and buildings?

With your help, Lights Out Louisville—a locally focused conservation program sponsored by the Louisville Audubon Society—aims to change that.

By taking a few simple actions, you can help us save migrating birds—and save money on your electricity bill at the same time!

This April and May, between 11 p.m. and 6 a.m., do what you can to reduce artificial light at night.

That’s as easy as turning off nonessential lights—both indoors and outside—and closing blinds, shades, or curtains, or by reducing artificial light at night during peak migration months, we give migrating birds a better chance of surviving their long journeys.

The Kitten Shower is back this year on April 12, 2026! 🐈🐈‍⬛

Kitten season is a time when lots of cute kittens are born... and then they end up at Metro Animal Services. The Kitten Shower is a celebration of these new kittens, similar to a baby shower. This celebration raises awareness about neonatal kitten care and has cat-themed fun everywhere you go!

Quarterly Community Meeting with the Independent Monitor: April 16

Community Monitor Meeting

Save the date for the Quarterly Community Meeting with Louisville Independent Monitor on Thursday, April 16 , 2026 at the South Central Regional Library (7300 Jefferson Blvd., Louisville, KY 40219).

Doors open at 5:30 pm and the program will run from 6:00 to 7:30 pm. Light refreshments will be available starting at 5:30 PM.

Spanish-language interpretation and ASL interpretation will be available.

As the local Independent Monitor, Effective Law Enforcement for All (ELEFA) will share an update on their work under Louisville’s Community Commitment,  including who they are, how the monitoring process works, what the have been doing since the first community meeting in February, and answer your questions. There is also an opportunity for community feedback.

Freight Mobility Action Plan

Freight Mobility Action Plan

Louisville Metro’s Department of Transportation will host three opportunities for members of the public to review a draft network of preferred freight routes across Jefferson County as part of the Freight Mobility Action Plan.

These open house-style meetings will allow residents and freight operators to share feedback on the draft network and receive updates on the plan.

Public meeting opportunities include:

  • Tuesday, April 21, from 4 p.m. to 6 p.m. at Southwest Regional Library, 9725 Dixie Hwy.
  • Wednesday, April 22, from 6 p.m. to 8 p.m. at Americana World Community Center, 4801 Southside Dr.
  • Thursday, April 23, from 5 p.m. to 7 p.m. at the Edison Center, 701 W. Ormsby Ave.

The Freight Mobility Action Plan is being developed in partnership with HDR Engineering, Inc., to better understand the interactions of freight and neighborhoods and provide action steps to facilitate a preferred freight network across the county.

Your input will help shape safer, more efficient truck routes and mitigate disruptions to residential neighborhoods across Louisville Metro.


TARC Changes

TARC Fare Change

New Fare Rates

TARC implemented its first fare schedule change in nearly 14 years on March 2. This change was approved by the TARC Board of Directors at its February 24 meeting based on extensive public outreach and a Title VI equity review.

Base fares increased from $1.75 to $2.25, while discounted fares for students and senior citizens only increased from $0.80 to $1.00. Paratransit (TARC3) trips will increase from $3.00 to $4.50.

New Stops and Signs

TARC contractors have begun installing concrete pads and stanchions at roughly 200 new bus stops that must be constructed in advance of the launch of the New TARC Network in August.  These new stops will allow nearby residents and businesses to enjoy the benefits of the New TARC Network and will ensure accessibility for all riders.  Public notices will be posted at all future bus stop locations for the awareness of adjacent property owners and businesses.
 
Whereas the old network has a stop almost every block (3,341 stops in total), the new network is consolidating to one stop every three blocks (1,430 stops in total—a reduction of 1,911 stops) to help with on-time performance and service efficiency. Notices will be posted at any bus stops that are subject to removal.  No existing TARC bus stops will be removed prior to August 2, 2026.

TARC will be installing new TARC bus-stop signs later this spring to replace the existing red signs at bus stops that will be served by the New TARC Network.  The new blue signs will be larger, double-sided, and will include more route information to help customers understand what buses are arriving at the stop and where they can go.

Lawn Care for Cleaner Program Offers Rebates on Air Friendly Lawn Equipment

Making the switch from gasoline-powered lawn equipment to air-friendly, electric equipment can make a big difference in the air we all breathe. Louisville Metro Government is making that switch easier with cash rebates on electric mowers, trimmers, and leaf blowers, as well as human-powered reel mowers.

Rebates are available for all new electric and reel-powered equipment, but you can save even more by trading in your old, gas-powered equipment. Get up to $100 off a brand-new electric mower!

For the 11th year in a row, KIPDA Area Agency on Aging and Independent Living, and the Louisville Metro Office for Aging and Disabled Citizens are teaming up to provide fans for older adults and persons with disabilities to help offer relief from the sweltering summer heat.  Persons or businesses interested in sponsoring fans will be able to make tangible or monetary donations to this effort until May 22nd, 2026.

The Fan Affair will happen on June 6th, 2026 from 9:00 am to 11:00 am at the Edison Center (701 W. Ormsby Ave).

Sheriff's Office Warns of Scam Text

The Jefferson County Sheriff’s Office (JCSO) is sounding the alarm on a slick, fast-moving text message scam designed to scare Kentuckians into handing over their personal and financial information.

Several individuals—including employees within the Sheriff’s Office—have reported receiving suspicious messages claiming to be from “Kentucky Driver Licensing Regional Offices.”

The message warns recipients of supposed “outstanding traffic infractions” and threatens license suspension, fines and even credit consequences if immediate payment is not made through a questionable website link.

Let’s be clear: THIS MESSAGE IS A SCAM.

The fraudulent text urges users to click a link like this one— https://ky.knvlc.life/pay — and even instructs them to reply “Y” to proceed. These are classic tactics used by scammers to create urgency and panic, hoping victims will act before thinking.

What You Need to Know:

  • The Commonwealth of Kentucky does NOT send text messages demanding payment for traffic violations.

  • Official government agencies do NOT threaten immediate penalties via unsolicited text messages.

  • The phone number associated with this message originates outside the United States — a major red flag.

What You Should Do:

  • Do NOT click the link.

  • Do NOT reply to the message.

  • Delete the text immediately.

  • Report the scam to your mobile carrier and at http://reportfraud.ftc.gov .

The Bottom Line:

If it feels urgent, threatening, and just a little too official-looking — that’s by design. Scammers are getting more sophisticated, but so are we.

The Jefferson County Sheriff’s Office urges the public to stay vigilant and share this warning with family, friends, and co-workers especially those who may be more vulnerable to these types of scams.

Flooding in Louisville can result from the Ohio River, interior streams, or a dam or levee failure. While river flooding often develops over several days or weeks, flash flooding from heavy rainfall—or a structural failure—can occur within minutes. Awareness and preparedness remain essential for all residents.

Change of Use Permit

Change of Permit

What is a Change of Use permit?

A change of use permit is required in Louisville whenever a property’s use shifts from one type to another – like converting a retail space into a restaurant or a warehouse into offices – even if no construction is planned. These permits are issued by Construction Review, a division of the Department of Codes and Regulations.

Why is it needed?

Different uses have different safety, building code, and zoning requirements. Examples: Turning a house into a short-term rental, a warehouse into a gym, or a church into an event venue.

How to apply?

Apply online through Louisville Metro’s Accela Citizen Access portal. City staff will review for code, zoning, and safety compliance before approval. If you are not a licensed contractor with Louisville Metro, please visit the Construction Review office at 444 S. 5th Street to apply.

Report a Pothole

The Public Works tram has already filled 15,000 this year and they are still going!

You play an important role in helping crews make repairs faster. Reporting potholes helps us identify problem areas and prioritize repairs, keeping streets safer and smoother for everyone.

You can report potholes by:

  • Filling out the online form at LouisvilleKY.gov

  • Using Twitter (X) by sending the location to @‌LouMetro311 and including #502pothole

  • Calling Metro311 or 502-574-5000 to report potholes or other service issues

A few helpful tips when reporting a pothole:

  • Be as specific as possible about the location, including nearby intersections or landmarks

  • Avoid stopping in traffic to take photos — your safety comes first

  • If you see crews working in the area, please slow down and give them space

With continued winter weather expected, potholes may appear throughout the season. Reporting them promptly helps us respond quickly and maintain safer roads across the city.
