It was going to be a Christmas miracle—the newsletter was almost ready on the 1st of the month! Unfortunately, time got away from me this week, so it looks like the first Friday is our newsletter sweetspot. 😊

There's still one more week of committee meetings and one Metro Council meeting for 2025. Our second-to-last meeting last night was quite the doozy! We heard a few important pieces of legislation, including a revision to the mask ordinance (it failed) and increasing tuition reimbursement for Louisville Metro employees (it passed). There were two other huge pieces of legislation we discussed:

  • Council approved legislation that extends Churchill Downs' Industrial Revenue Bond, or IRB. Under this agreement, Churchill Downs will continue not to pay property taxes for another 30 years, just as it has since 2002. There is a PILOT, or "Payment In Leau Of Taxes," which will require them to pay the JCPS portion of their property taxes. I spoke against this legislation.   • Council approved the mid-year budget adjustment. You can read the ordinance here and find the amendments here. I voted no on this amendment for a number of reasons. First, the legislation was introduced in a special budget committee meeting on Tuesday (12/2), and we voted to approve it last night (12/4). There was no conversation or collaboration among all Council members about what was in the mid-year budget adjustment. Given that we had another Council meeting in 2 weeks, there was no reason to rush this legislation. Second, the legislation I proposed for the reallocation of ~$5 million from Mary & Elizabeth Hospital was never heard, and I never had the opportunity to discuss it. It was simply pulled by the budget chair and thrown to the wayside. I was never even told that this wasn't going to be heard. The excess money was rolled into the mid-year budget adjustment. While some of the items I advocated for, such as support for the Family Health Center at Americana, were in the mid-year budget adjustment, they cut out the funding I had included for D15. Finally, I did not vote for the mid-year budget adjustment because there were things that I couldn't support, such as $11 million to LMPD (allegedly for overtime pay two years ago), $4 million to GE Appliances, a mysterious $500,000 for housing initiatives that was placed in the Mayor's office budget (and not the Office of Housing's budget...), and a few other items. There was also a general lack of information about projects, including a $75,000 LMPD lighting pilot project in Public Works' budget, a violence intervention program through the Center for Neighborhoods, $40,000 for a Veterans Monument at the Southwest Government Center, and $100,000 for "HEART - Safe & Healthy Streets." It's not that I'm against these mystery things, but I don't feel comfortable blindly voting for legislation. Heck, if you ask me for $20, I'll probably ask you why. So, while there were positive aspects to the mid-year budget adjustment (Dare to Care, rental assistance, a new veterinary position at LMAS, etc.), I didn't think that the bulk of the money was being spent responsibly or with accountability.

Some great things happened at the meeting, though—we welcomed my legislative aide's daughter, Lilith Luckett, as our Council page for the evening, honored our UofL interns for their work over the last semester, and honored TreesLouisville for their 10th anniversary. Did you know that TreesLouisville has planted over 25,000 trees in Louisville over the last decade?! Heck yeah!! 

We're still decompressing from BOB: Hazelwood, and we're putting together a recap while simultaneously planning for the next BOB! I can't wait to share with you the impact in Hazelwood—it was incredible! One of the coolest things to come out of BOB: Hazelwood is the formation of the Hazelwood Neighborhood Association. I'm so grateful to the community members who stepped up to form this group of engaged neighbors! If you're a Hazelwood resident, there's information on how you can get involved below.

Also, thanks to all who participated, supported, and attended our BIG BOB Day! 

There's plenty more cool stuff happening in the District, such as the installation of the new fitness equipment in Emerson Park!! I can't wait to share some photos. In the meantime, head over to the park and try out the new equipment!

D15 Holiday Food Drive

Metro Council and District ​15 have teamed up with the Association of Community Ministries to host a Holiday Food Drive collecting essential foods for those most in need this season.

From now through December 9th, you can drop off food donations at Save-A-Lot (4148 Taylor Blvd) or City Hall (601 W. Jefferson Street).

Save-A-Lot makes it super easy to shop in the store and drop your stuff at the door before you go! Easy breezy!

What is needed:
🐟 Canned chicken/tuna
🥛 Boxed or dry milk
🥫 Canned items (stew, chili, soup, tomatoes)
🍜 Ramen
🍝 Pasta and pasta sauce
🥣 Cereal
🌾 Oatmeal packets

120+ Trees Planted in Saint Joseph!

Community Wide Planting Day

TreesLouisville, in partnership with Louisville Metro Urban Forestry and Louisville Grows, planted more than 120 trees in the Saint Joseph neighborhood on November 15th! Thanks for the 100 volunteers who made this possible, along with sponsors Klausing Group and the Muhammad Ali International Airport.


New Updates to Barrett & Ellison Avenue

Ellison

Traffic calming improvements have been completed at the intersection of Barret Avenue and Ellison Avenue! This Council-Directed Traffic Calming Project enhances safety and accessibility for all roadway users, whether walking, biking, or driving through the area.

Project features:

  • Construction of concrete medians on Barret Avenue
  • Installation of marked pedestrian and bicycle crossings with new curb ramps on the east side of Barret Avenue
  • Addition of a Rectangular Rapid Flashing Beacon (RRFB) for improved visibility and pedestrian safety
  • Extension of the eastbound bike lane on Ellison Avenue to Barret Avenue, connecting to the existing shared-use path on the east side

The Council-Directed Traffic Calming Program was created to fund medium-cost neighborhood traffic calming projects that have strong community support.


Traffic Calming Project Underway on South 5th Street

Another Council-Directed Traffic Calming project underway is on South 5th Street, between Longfield Avenue and Florence Avenue. Located in District 15, this $218,500 project aims to slow vehicle speeds, enhance pedestrian safety, and add greenery along the corridor.

Project features include:

  • Installation of concrete “planter-style” floating curb extensions (bump outs) to help calm traffic
  • Landscaped planters filled with small native plants and shrubs, bringing more greenery and visual appeal to the street
  • Striped parking lanes separated from travel lanes by a 2-foot buffer to improve safety for parked vehicles and pedestrians
  • Pedestrian safety upgrades at an existing mid-block crossing frequently used by students walking to and from Semple Elementary School

This project supports Louisville Metro’s ongoing efforts to create safer, stronger, and more connected neighborhoods across the city.

Metro Council dedicated $3 million in the last budget for South End business development. This money includes:

💵 Grants for new restaurants on Dixie Hwy

There are no official boundaries for what is considered the "South End," although, if your business is within the "South Points Scenic Area" on this map, you can apply. 

From econ dev: "We used a more general map, because 1) we wanted to use something that was already be used to promote the South End and 2) we were looking for a guide vs. hard boundaries – and that is how we are using this map as a guide. If a business/project is not in the South Points Scenic area but is in what is commonly considered South End of Louisville, we are still encouraging them to apply."

Jim King Senior Center Holiday Bazaar: December 6

The Jim King Senior Center is hosting their annual Holiday Bazaar on Saturday, December 6th from 8 am to 3 pm at the St. Elizabeth Cafeteria (1016 E. Burnett Ave). 

Join them for pictures with Santa, decorations, crafts, baked goods, food, and more!

The Schnitzelburg Area Community Council (SACC) invites you to their Cocoa Crawl and Coat Drive at the "Scnitz Gets Lit" party at The Merryweather on Saturday, December 6th starting at 6 pm. 

Stop by the SACC table to pick up a map of all the houses in Schnitzelburg that will be lit up for the holiday season. 

Crawl back to The Merryweather after you stroll through the neighborhood for caroling singalongs and more holiday fun!

Saint Joseph Neighborhood Plan Release: December 9

Saint Joseph Neighborhood Plan Release

On Tuesday, December 9, at 6:30 pm, the Saint Joseph’s Area Association and Meriwether Fort Hill Neighborhood Association will be hosting a joint event to celebrate the public release of their new neighborhood plan!

This year, Master's of Urban Planning students at the University of Louisville worked with the community to develop a new neighborhood plan. Professor Steve Sizemore and some of the studio students will present the final plan to the neighborhood as a starting point for conversations about the direction the community would all like to see the area go in over the next few years.

In addition to the neighborhood plan presentation, you'll hear end-of-year updates from the leadership of both neighborhood associations, and the Saint Joseph Association will also be holding elections for board members.

If you're interested in serving on the Board of Directors of the Saint Joseph’s Area Association, please send an email here so we can add you to the ballot.

This event is free to attend and light bites will be provided. Zanzabar will also be serving food from their regular menu and drinks at the bar if you would like to purchase those on your own.

The Kentucky Derby Museum invites the community to celebrate the magic of Derby season early with the return of Derby in December on Thursday, December 11, 2025, from 9 am to 5 pm.

The free event, hosted in partnership with the Kentucky Derby Museum, Kentucky Derby Festival, and Churchill Downs Racetrack, promises a full day of festive fun and special unveilings. Throughout the day, guests can also enter drawings for exclusive prize packages featuring unforgettable Derby-themed experiences.

A highlight of this year’s celebration will be the presentation of the museum’s Lifetime Achievement Award to Hall of Fame jockey Pat Day, followed by a meet-and-greet and the unveiling of a new temporary exhibit honoring his extraordinary career. Known for his record-breaking success and lasting impact on the sport, Day’s recognition highlights the museum’s commitment to honoring Derby legends.

A Charlie Brown Christmas at The Merryweather: December 21

The Merrywether will be hosting A Charlie Brown Christmas by Vince Guaradli Trio on Sunday, December 21st with two performances (7 pm and 9 pm). The score will be performed live in its entirety by Michael Grady, Jake Reber, JC Denison, and Tyler Dippold. Admission is $5 at the door and seating is very limited. Food by Con Aji y Cafe. For the last two years, folks have been able to enjoy baked goods and breakfast from Beechmont Bakehouse during pop-ups at Foxing Books. Now, Beechmont Bakehouse is gearing up to move into Foxing Books permanently!

Beechmont Bakehouse needs to build out a kitchen in the existing building on Hazelwood Avenue, and they need your help in order to bring their vision to life, so they have launched a Kickstarter campaign.

Community Violence Intervention Site Expansion

Expanded CVI Sites

Due to significantly reduced violence in the Taylor Berry area, the Office of Violence Prevention has expanded their Community Violence Intervention site. The boundaries will shift south and east to include the northern sections of the Jacobs and Wyandotte neighborhoods. New boundaries extend from Manslick Road (west) to 5th Street (east) and from Berry Boulevard (north) to Strader Avenue/Beecher Street (south), now encompassing Wyandotte Park.

The CVI sites and their Violence Interrupters do direct outreach to individuals who are either at risk of being involved in violence or are drivers of violence in their community and work to get them the resources and assistance they need to end the cycle of violence. Apply Now: Louisville Sports Commission 2026 Sports Fun(d) Grants

The Louisville Sports Commission (LSC) announced that applications are currently being accepted for its Sports Fun(d) grants program.

Sports Fun(d) provides small financial grants* to 501(c)(3) organizations to help establish and expand affordable, recreational-level sports activities in Louisville’s marginalized neighborhoods. Through these grants, the LSC partners with existing sports programs to increase participation and act as a catalyst for creating new opportunities for youth sports engagement.

Nonprofit organizations working with youth from marginalized neighborhoods are encouraged to apply. Grants may be used to expand access to current programs by helping organizations reach more participants or to develop new sports-related programming.

Individuals or groups with an idea for a youth sports program may also be eligible if they have identified an organizational structure or partners capable of supporting the program.

Note: Sports Fun(d) grants cannot be used for travel expenses, league costs, meals, or wearables that do not remain with the program.

St. John's Referral Tool

St John’s Center (SJC) has created an Outreach Referral Tool to allow members of the community to refer homeless people or encampments directly to SJC's Outreach Team, who will be dispatched to the site. You can even indicate whether you want them to send you a follow-up email or not. These are the same teams that the District 15 office reaches out to when neighbors call our office about concerns related to homelessness. 


UofL Digital Training Center Digital Literacy Classes

UofL Digital Training Center Pop-Up

The University of Louisville Digital Transformation Center is offering free digital literacy training classes. These free training sessions are available through 2026.

Although the original funding for the Digital Literacy Train-the-Trainer Program has not been renewed, their service to the community continues. The program has now expanded to include training on Microsoft Outlook, which will help in managing and optimizing email usage.

Louisville Metro Winter Break Camps

Looking for something fun and engaging for your kids during winter break?

Louisville Parks & Rec's Winter Break Camps are the perfect way to keep kids active, creative, and social while school’s out. 

If you have a child who is between the ages of 5 and 12, you can sign them up for fun-filled days of games, crafts, outdoor play, and new friendships! Camps run from December 29th through January 2nd (closed January 1) from 8 am to 5 pm.

There is a $60 fee per child.

Louisville Metro Council and Louisville Visual Art are calling for local artists to submit original two-dimensional works for the 8th annual Art in City Hall exhibition! Selected artists will have their work displayed throughout historic City Hall from February 2026 through January 2027 and receive a $500 honorarium.

Leave Your Leaves!

Leaves

Tired of all the leaf blowing and raking? Take this as a license to chill this fall, and just leave your leaves where they are! Fallen leaves provide overwintering habitat for a variety of insects, including endangered pollinators. When you bag or mulch your leaves, you remove that habitat and destroy beneficial insect larvae.

Can’t resist the urge to move those leaves? Blow or rake them into a neat pile at the base of a tree, then leave ‘em be. Learn more about the benefits of leaving the leaves and native “yardening” from our friends at Wild Ones Louisville!

Keep leaves out of the street

Avoid blowing leaves into the street. If you see street sweeping signs posted, please keep the street clear so crews can properly clean up naturally fallen leaves. Large piles of leaves that have been intentionally blown into the street will not be collected.

Free leaf drop-off sites

Metro Public Works offers free leaf drop-off from Tuesday to Saturday, November 4 – December 6. Closed: November 27 – 29 for the Thanksgiving holiday.

Accepted: Loose leaves, leaves in paper/compostable bags or reusable containers

🚫 Not accepted: Trash, plastic bags, or other yard waste

♻️ Reminder: If you bring leaves in a reusable container, please take it back with you.

Curbside yard waste collection is available throughout Louisville Metro. We want to remind residents and businesses that yard waste should not go in the trash. Please collect leaves, grass clippings, branches, and tree trimmings in a separate container or paper yard waste bags so these materials can be sent to our local composter — where they’re turned into useful Earth products like mulch and soil.

Seasonally, pumpkins and Christmas trees can also go into yard waste. Just be sure to remove all decorations and follow your service provider’s size and preparation requirements.

Together, we can keep compostable materials out of the landfill and make the most of what the Earth provides.


LIHEAP Fall Subsidy Now Open

LIHEAP

LIHEAP Fall Subsidy provides households with a one-time benefit depending on housing category, fuel type used for heating, and income level. The benefit can be applied towards home heating cost for electric, natural gas, propane, coal, wood, or fuel oil.

Benefits are paid directly to the household's energy vendor. Prior LIHEAP assistance does not impact a household’s eligibility. Households must meet eligibility requirements, including income eligibility of up to and including 150% of the Federal Poverty Guidelines.

In Jefferson County, LIHEAP Fall Subsidy is available through the Louisville Metro Office of Social Services. Appointments are required in advance to apply. Eligible households can apply for one or both LIHEAP Subsidy and MSD’s EWRAP with one single appointment.

MSD’s Emergency Wastewater Rate Assistance Program (EWRAP)

Through our partnership with Louisville MSD, eligible residents will have the opportunity to apply for MSD’s Emergency Wastewater Rate Assistance Program (EWRAP).

EWRAP can provide eligible residents in Jefferson County a 30% discount on wastewater charges and the consent decree surcharge. Eligibility includes households at or below 175% of the federal poverty guidelines, with proof of an active utility account with the Louisville Water Company and MSD. This enrollment period is for new and renewing MSD discount program clients.

MSD clients who are 65 years of age or older with a gross household income of $40,000 or less per year may be eligible for MSD’s Senior Citizen Discount Program. It is recommended you submit your MSD bill with your LIHEAP documentation to see if you qualify for a MSD discount program. How to Apply

Our toll-free automated appointment system is available twenty-four hours a day, seven days a week to schedule an in-person appointment at one of seven locations. The automated scheduler will provide details about these locations as well as eligibility and required documentation.

Eligibility

  • Jefferson County households within 150% of 2025-26 federal poverty guidelines
  • Must be responsible for home heating costs or pay heating costs if utilities are included as an undesignated portion of rent.

Property owners are required to keep vacant properties clean and secure to prevent emergencies and stay compliant with city codes. Taking proactive steps now helps avoid costly incidents and keeps everyone safer as temperatures drop.

kNOw Waste Ambassador

Temporary Shelter Permits

The Office of Planning has established a process for review, approval, and inspection of Extreme Weather Shelters. This is NOT a full building permit review but there are Life Safety requirements that must be met to ensure that those seeking shelter are safe within these spaces and known to emergency responders.

Below is a general overview of the process:

  • Determine if an Extreme Weather Shelter is a good fit for the space available or your organization
  • Apply for permit, including a life safety floor plan. Permit issued. Permit required annually. No license is required.
  • Have the area where sheltering will occur inspected
  • Watch for expected extreme weather events
  • Set-up shelter for expected event
  • Contact Local fire division having authority and have the shelter re-inspected
  • Provide shelter
  • Take down shelter and wait for next expected event – a permit has already been issued and covers all events this winter

Louisville Parks & Recs 2026 Golf Passes Now on Sale

Take advantage of Louisville Parks and Rec's 2026 annual golf passes, now available just in time for holiday gifting. Golfers can once again enjoy unlimited golfing at all ten Louisville Parks and Rec golf courses. Information about each course can be found here.

A seven-day unlimited play pass, good for weekends and holidays, is available for $500. A five-day pass (Monday–Friday only) is $425. Passes cover green fees for the 2026 calendar year (January 1 – December 31); a user fee is assessed each time a pass is used. Prices vary by course, and dynamic pricing may apply during peak playing times.

Annual golf cart passes are also available for $75, plus a user fee per use. Dynamic pricing may also apply to cart fees during peak operating times.

New annual pass holders will need to obtain a photo ID at the Louisville Parks and Recreation administrative office located in Joe Creason Park at 1297 Trevilian Way. Passes may also be purchased online at bestparksever.com.

In addition to golf passes, Louisville Parks and Recreation offers several holiday shopping options through the gift shops at Jefferson Memorial Forest, Riverside, The Farnsley-Moremen Landing, and Historic Locust Grove. The Olmsted Parks Conservancy also features an online gift shop.

Kentucky Humane Society and Louisville Metro Animal Services have teamed up to offer low-cost spay and neuter services for Jefferson County (Louisville Metro) resident owned cats & dogs.

Vouchers include:

  • Rabies
  • DAPP or FVRCP
  • Bordetella
  • Microchip
  • Nail Trim

Pick up a voucher in person only Monday through Saturday at 3528 Newburg Road. (Yes, someone else can pick it up for you, yes you can have more than one.)

Once you pick up a voucher from LMAS (3528 Newburg Rd), you will book an appointment online or over the phone. You will pay the $30 or $40 fee when you book appointment. Vouchers only redeemable through SNIP Clinic.


Property Tax Scam Alert

The Jefferson County Sheriff’s Office is again alerting the public to an active scam currently circulating in our community during tax season.

Last month, the Sheriff’s Office warned of scam phone calls where individuals falsely identified themselves as Sheriff’s Deputies, claiming citizens had missed court dates and demanding immediate payment to avoid arrest. Scammers have now shifted tactics and are sending text messages instructing recipients to click a link and pay their “property tax bill.”

This is a scam.

The Jefferson County Sheriff’s Office will never call, text message, or message through social media to request or collect payment of any kind.

If you receive one of these text messages:

  • Do not click any link

  • Do not respond with personal or financial information • Delete the message immediately

We strongly encourage the public to share this information with family, friends, and co-workers to help prevent additional victims, especially those who may be more vulnerable to fraudulent schemes.

The Jefferson County Sheriff’s Office will continue to monitor this situation and provide updates as needed.
