A note from Councilwoman Parrish-Wright regarding The People's Consent Decree Resolution:
Just last night, the artist Kendrick Lamar performed the song "They Not Like Us" five times. I told my husband, with whom we have 9 kids total; being a mother sure has taught me that you have to repeat yourself.
Now, as a Councilwoman for 7 months, I'm repeating this... A true apology is changed behavior. LMPD is guilty and has been found guilty civically and historically again & again. We, as Louisville Metro Council, have a duty to our whole city, not only to support LMPD financially (because it is supposed to be a public good) but to hold them accountable. Only, there is no accountability without political will. This TPCD addresses documented harms, verified by the DOJ, the University of Louisville History of Policing Report, and the many victims who have witnessed and experienced abuse of power, corruption, discrimination, and death from biased practices. Police can't fund themselves, and they can not police themselves.
I understand that many of my colleagues have not experienced abuse or harm from LMPD and hope that they never do. I have, and so have too many others. Many of my colleagues had no issues giving LMPD more money, new cars, new helicopters, new surveillance equipment, and a 24-hourwellness center. The community is asking for a formal acknowledgement of documented harms by our police department to be reflected in our history books. Some of my colleagues say they had issues with the language. Those that hurt you can't tell you how to heal. To those colleagues, I ask, how do you expect us to heal if you keep making excuses that stop us from moving forward together? It is possible to both support LMPD and hold them accountable when they are guilty like we do with everyone else. Let your vote reflect what the people of this city have asked for, and not your personal gain or pursuit of other goals.
Finally, those who choose to block legislation I propose because they think I am using my seat as an opportunity to run for Mayor, I have not yet made a decision to run for another office, despite many folks asking me to. I am focused on the concerns of District 3 & our city.
Thanks to everyone who showed up, emailed, called & signed the petition.
