This week Metro Council committees met and adopted several resolutions and ordinances. They also held discussions on TARCs budget issues, LMPDs Flock cameras, and from the Olmstead Parks Conservancy.

Planning & Zoning Committee approved changes to zonings along the Outer Loop, East Orell, New Cut, and Ceder Creek Roads. It also approved an ordinance removing Category 3 Reviews for the Portland neighborhood and adopted new standard guidelines for Landmark properties.

Labor, Economic Development & Appropriations Committee approved several council district appropriations and infrastructure ordinances along with amending a local economic development incentive.

Public Works Committee heard a presentation from Vision Zero Louisville.

Government Oversight/Audit & Appointments Committee approved appointments to the Bardstown Road Overlay District, Cemetery, Human Relations Advocacy, Kentuckiana Works—Greater Louisville Workforce Development, Landbank Authority, Nulu Review Overlay District, and TARC Boards. They also received a dire presentation on TARCs budget deficits.

Community Affairs and Equity Committee approved two grants for the Public Health Department, a contract for Metro’s Early Learning initiative, honored veteran Daniel Jones by naming a bridge in his honor, and an honorary street sign for Shedrick Jones, Sr.

Public Safety Committee approved contracts with the River City FOP for police officers and sergeants as well as lieutenants and captains. In addition, they held a discussion on LMPDs Flock cameras.

Parks & Sustainability Committee approved a resolution renaming South Central Park to Taylor-Berry Park, and heard a presentation from the Olmstead Parks Conservancy.

Budget Committee adopted an ordinance amending previously approved federal funding for initiating foreclosures.
Metro Council will meet again Thursday, April 25, 2024 at 4:00 p.m. At that time, Mayor Craig Greenberg will give his annual Metro Budget Address.

From the Desk of State Representative Ken Fleming:
First on the budgetary side, we allocated a record amount in SEEK that incrementally increases the per student amount about by $612; transportation costs has been an issue for districts, so we fully funded transportation with an additional $208 million which equates to 100% funded in 2026; for teachers’ pension, we not only met the statutory amount (unlike several years ago) but we met the actuarial, plus an additional $460 million to further drive down our unfunded liability obligations; we added $2.6 million for teacher scholarship program, plus $14.6 million for new student teacher stipend to help hire more teachers; and Increased General Fund by $34 million for school resource officers on a reimbursement basis with a maximum of $20,000 per campus.
Second on the policy side, we passed HB 377 which provides teachers with stipends up to $5,000 and loan forgiveness; HB 63 which allowed schools to hire school resources officers for student and teacher safety; HB 446 which gives bus drivers more authority in keeping discipline on the buses; HB 447 which allows for certain types of vans to get our your children home earlier; HCR 81 which establishes a task force to review Jefferson County Public School Boards effectiveness, efficiency, and structure; and HB 611 which deals with student truancy and takes one step closer in addressing better students’ attendance.
Through a cooperative and collaborative approach, I was part of a group that spearheaded a record amount to Jefferson County with over $1.2 billion of investment in human services, infrastructure, and education.

KYTC asking for input on exit options for 9-mile stretch of I-64 between Jefferson, Shelby counties
LOUISVILLE, Ky. (WDRB) -- Rapid growth in eastern Jefferson and Shelby counties has the state of Kentucky weighing whether to add a new exit off of Interstate 64 or build another route connecting drivers north and south. Right now on I-64 between the Gene Snyder and Simpsonville, there is a nine-mile stretch without an exit. Wednesday night, citizens got a look at the next phase of the I-64 Interchange and Connector Planning Study. It looks at adding an exit between the Gene Snyder and Buck Creek Road in Shelby County. Community Needs Assessment Survey
The Louisville Metro Department of Public Health and Wellness has launched an in-depth community health improvement planning process to address the most pressing health priorities facing our residents. They want to know what you think our community needs to improve overall good health and wellbeing.

Low-Income Home Energy Assistance Program (LIHEAP) Spring Subsidy Cooling Component applications will be accepted on a first come, first-served basis from April 16 to May 31, 2024, or until designated funds are depleted. Kentucky households, up to 150 percent of the Federal Poverty Guidelines, can receive a benefit to offset their home electric costs.
The Spring Subsidy Cooling Component provides households a one-time benefit ranging from $38 to $200 depending on income levels and housing category. Benefits are paid directly to the household’s electric vendor.
Jefferson County residents wishing to apply must schedule an appointment utilizing the automated appointment system. Appointments can be scheduled by phone by calling 502-991-8391 or online at louisvilleky.cascheduler.com. The toll-free service is currently open and is available 24 hours a day, seven days a week. - It is best to keep a large item intact. If a large item is in multiple large pieces (sectional couch, bed frame, etc.) it can still count as one item. Any small parts of an item should be placed in your garbage cart.
- Never place more items on top of your approved items! Our crews will only collect what is listed on your confirmation.
- Be sure to choose the correct set out location - rear, side, or front! This will also be listed on your confirmation. Double check to make sure everything is correct.

FREE Radon Test Kits
The Louisville Metro Department of Public Health and Wellness is offering free radon test kits while the supply lasts.
Radon is an odorless, colorless, radioactive gas. It is also the second leading cause of lung cancer in the United States. The U.S. Environmental Protection Agency (EPA) and the Surgeon General’s office estimate radon is responsible for more than 21,000 lung cancer deaths each year. Since it is difficult to identify any immediate symptoms related to radon exposure, it may take years before health problems appear.
You should test your home’s radon levels:
- If it’s never been tested or radon levels are unknown.
- When preparing to buy or sell.
- Before and after any renovations, especially after making any repairs to reduce radon levels.
- Before making any lifestyle changes in the home that would cause someone to spend more time in the basement or lower level (like converting a basement to a bedroom).

St. Bernadette Diaper Bank is hosting its inaugural fundraising gala on May 18th! The Diaper Bank Ministry collects diapers to help agencies that assist low-income and homeless families. They supply diapers for children, the elderly, and the disabled. Over the past year, the Diaper Bank has donated over 50,000 diapers a month to 30 various community agencies.
Consider supporting this organization by purchasing a ticket or table for the Dancing for Diapers Gala. On January 1, 2019, a new Comprehensive Plan, called Plan 2040, went into effect. As a resident of District 7 (or any district in Louisville), it is important to review the Comprehensive Plan if you are interested in development that is proposed for the neighborhood. The Comprehensive Plan is the guidepost for all development, and the Planning Commission must use it as one of the guiding principles and tools for making decisions regarding the approval or denial of a neighborhood development project.

The Comprehensive Plan is representative of over 6,000 voices, including Metro staff, an advisory committee, and resident volunteers. The Advisory Committee, made up of diverse representatives from neighborhood and community organizations as well as development and business interests, finalized its recommended goals, objectives, and policies on February 21, 2018.
On April 16, 2018, the Planning Commission recommended the Comprehensive Plan for approval. The document was then reviewed by the Metro Council as well as 12 local municipalities with zoning authority for formal adoption. Those 12 local municipalities are: Anchorage, Douglass Hills, Graymoor-Devondale, Hurstbourne, Indian Hills, Jeffersontown, Lyndon, Middletown, Prospect, Shively, St. Matthews, and St. Regis Park.
