Peace. I'm bittersweetly announcing that I'm not running for re-election. It's bitter because I won't have the honor of being your councilman anymore, but even more sweet because I'll be focusing on what I am most passionate about—community organizing. I've always encouraged people to organize, but it's hard to lead by example while being inside of a political system that is set up to be disorganized, bureaucratic, and punitive. Everything we've been able to win since taking office has been powered by people, so we want to keep building that power no matter who's in office. We need more people joining labor and tenant unions, resident councils, neighborhood associations, and other civic groups. It is where I want to be, and I hope you will join me. I appreciate you, I love you, and I thank you for allowing me to serve.
California Neighborhood Community Meeting
All residents in the California Neighborhood are invited to a community meeting with Councilman Jecorey Arthur on Thursday October 5th, 2023 6-7 PM to discuss needs for the park and community center. The meeting will be at the California Community Center in the Senior Room, 1600 St Catherine St.
Tenants in Phoenix Hill create resident council to address maintenance issues
Tenants of the Liberty Green Apartments in Phoenix Hill have created a resident council to help address some ongoing maintenance issues with the public housing complex. The complex is a partnership between the Louisville Metro Housing Authority and the majority owner, The Community Builders, out of Boston. Liberty Green was previously managed by CT Associates, but the company's contract was terminated after a Louisville Metro Council Committee unanimously passed a resolution calling on LMHA to fire the management company following complaints from residents about the living conditions. Legislation
- Anti-Displacement Ordinance — This ordinance will help prevent displacement by creating a displacement index to be used for new city-supported developments. To show support, sign the petition here. It was first debated in the Planning and Zoning Committee on Tuesday, August 15, 2023.
- Right to Shelter Ordinance — This will create more shelter space for people experiencing houselessness. To show support, sign the petition here.
- FY24 District 4 Sidewalk Repairs — Louisville Metro Council District 4 has about a million dollars worth of unfunded sidewalk repairs. Councilman Jecorey Arthur is paying for repairs through the Capital Infrastructure Fund (CIF). To review the order of repairs please go here.
- Capital Infrastructure Funds — Councilman Jecorey Arthur is funding new trash cans throughout District 4. If you notice an area in need of one, please contact brianna.wright@louisvilleky.gov or call (502)574-1104 by Friday, October 6.

Fall Break Camps Fee-Free at Parks and Recreation Community Centers
Louisville Parks and Recreation’s Fall Break Camps are now fee-free at all 11 community centers. Any child 6-12 is eligible to attend camp. Fall Break Camps will be held October 2-6, aligning with Jefferson County Public School’s Fall Break. Those who have already registered for a Louisville Parks and Recreation Fall Break Camp will be refunded. Parents and guardians are asked to drop off their campers at 8 a.m. and pick them up by 6 p.m. each day.
Children can be signed up for both fall break camps at bestparksever.com. A list of community centers can also be found at this link. Though community center camps are free, every camper must still be registered. For further questions, please email Tonya Cowden at tonya.cowden@louisvilleky.gov. Louisville Parks and Recreation will also be offering winter break camps at no cost, with more details to come closer to the event.
Volunteer with Louisville Metro Government | Metro Boards and Commissions
Are you interested in volunteering? Louisville Metro Government has more than 70 boards and commissions-everything from the board of the Louisville Water Company to Metro Parks to the Louisville Planning Commission. We are always in search of Citizens willing to serve on boards. Most boards are voluntary-based and are not paid but the reward of serving pays big dividends to our community.

Waste Tire Collection Event
Every three years, Jefferson County hosts a Waste Tire Collection Event. The next event is October 5, 6, and 7 at 1030 Phillips Lane, across from the Kentucky Exposition Center.
Thursday & Friday, 7 a.m. - 3:30 p.m., Saturday, 7 a.m. - 1 p.m.
Tires must be separated by type prior to arrival. Any Kentucky resident is eligible to dispose of an unlimited number of tires EXCEPT tire retailers, scrap/salvage yards, and recycling facilities.
Accepted:
• Tires on or off rim
• Truck, light truck, and passenger
• Tractor and farm implement
• Bicycle, motorcycle, golf cart, ATV
Not Accepted:
• Foam filled
• Calcium filled
• Off road construction
• Rubber tracks
• Solid tires with or without press on rims
• Any tires generated outside of KY
• Tires from tire retailers, scrap/salvage yards, and recycling businesses
Air Pollution Control District Proposed Permit
The Louisville Metro Air Pollution Control District (District) proposes to renew a FEDOOP operating permit for Swift Pork Company (pork processing facility) 1200 Story Avenue, Louisville KY 40206 in accordance with Regulation 2.17. The 30-day public comment period starts on September 27, 2023 and ends on October 27, 2023. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07. To learn more, click here.
Mayor Greenberg Appoints Advisory Board to Oversee Distribution of Opioid Settlement Funds
Mayor Craig Greenberg announced the formation of a dedicated advisory board tasked with overseeing the distribution of funds from the landmark opioid settlement. The board represents a significant step to ensuring the funds are allocated wisely and effectively to address the opioid crisis that has affected countless lives in Jefferson County. Mayor's 100 Youth Nomination Form | Deadline to Apply: October 15th, 2023
The community is asked to nominate youth ages 13-24 who have demonstrated a commitment to serving others, who have overcome adversity or unique obstacles in life, who have achieved something significant and who set good examples and are positive role models but do not routinely receive recognition. Land Development Code Reform
The Land Development Code (LDC) is a set of rules and laws that defines how land can be used, how a development such as a new shopping mall or apartment must be designed, and the procedures for approval. The LDC Reform is an equity focused approach to revise the LDC consistently with Plan 2040 to allow for increased housing choices and opportunities in new and existing neighborhoods, to create procedures and regulations that are easier to use, and increase the quality of life by reducing the concentration of environmental hazards near housing.
Work to reform the LDC began in the summer of 2020. Initial recommendations, including accessory dwelling units, notification procedures, and urban agriculture were all adopted within the first year. The work continues and we encourage you to participate!
