LIHEAP PROVIDES NEEDED UTILITY ASSISTANCE

During the pandemic in 2021,Ty Biengardo applied for assistance after she’d been laid off from her job, and the LIHEAP program covered her energy bill. Thanks to expanded eligibility and additional LIHEAP resources during the pandemic, RCS was able to provide a record amount of utility assistance to households in need. And this incredible resource is still helping Louisville families today.

LIHEAP Provides Needed Utility Assistance, In Any Season

Brandon O’Neal wants you to know that LIHEAP isn’t just a winter program – it can help folks pay utility bills in the summertime, too. LIHEAP Summer Subsidy is designed for low-income homes that need cooling during the hottest days of summer.

“This allows people to get some assistance during the summer months,” says Brandon, who has been LIHEAP Supervisor for the last six years. “We have a great deal of appointments available right now so I do encourage anyone who’s interested in the program to call in and schedule their appointment, and go from there.”

Appointments can be scheduled by calling 502-991-8391 or online at louisvilleky.cascheduler.com. The toll-free service is currently open and is available 24 hours a day, seven days a week.

Brandon says online is the best way to schedule an appointment.

“It’s super easy, super simple,” he says. “It just takes a couple of clicks and you can be done that quick.”

When you come in for your appointment, you’ll be helped by a member of our LIHEAP team, who will take your documentation, enter you into the system, and do their best to get you some assistance. The whole process usually takes less than 20 minutes.

You can also apply for LIHEAP and LIHWAP – a similar program that assists with water bills – at the same time. Just bring in both bills and other necessary documentation, and the LIHEAP team will process both applications for you with just one appointment.

“The most fulfilling part of my job is actually helping people,” says Brandon, whose office serves more than 25,000 households every year. “It’s gratifying and exhilarating to see so many people leave our building with a smile on their face. And that's what keeps me coming back.”

Temperatures are expected to climb to the mid-‘90s today and Saturday. Residents are encouraged to take steps to reduce their risk of heat-related illness. Risks associated with a hot weather include:

Heat cramps - This includes muscular pains and spasms resulting from heavy exertion. These symptoms are often the first signal that the body is suffering from excessive heat.
Heat exhaustion - This includes fainting, rash, fatigue, and nausea. Skin may become clammy and moist.
Heat/sun stroke symptoms - These include hot, dry skin, the absence of sweat, nausea, confusion, and unconsciousness. This is a life-threatening condition. Seek medical care immediately.

To prevent risks from excessive heat, individuals should do the following:

Seek air-conditioning: If your home does not have air-conditioning, seek areas that do, including libraries, shopping malls, community/senior centers, grocery stores, and movie theaters during the warmest period of the day. If you must stay in a home without air-conditioning, stay on the lowest floor out of the sunshine.
Avoid strenuous activities: This is particularly true during the hottest time of the day. Individuals who perform strenuous work during the heat of the day are especially at risk. Take more breaks, do less intense activities. Be watchful for symptoms such as coughing or shortness of breath.
Wear lightweight, light-colored clothing: Light colors reflect the sun’s rays better than dark colors, which absorb the heat. Protect the face and head with a wide-brimmed hat.
Check on family members, neighbors and friends who are vulnerable. Move them to air-conditioned places if possible.
Drink plenty of fluids: Increase fluid intake even if you are not thirsty.
Never leave pets or people, especially children and infants, unattended in cars.

If heat risks do occur, cool the body as soon as possible, and call 9-1-1 for symptoms of heat stroke. For guidance about extreme heat, visit our digital library on our Emergency Preparedness webpage to access guides in a variety of languages.

Free fans are still available

There are still plenty of free fans available at the Edison Center, 701 W. Ormsby Ave. The fans can be picked up by seniors 60 and older as well as for individuals with documented, physical disabilities on Monday through Friday from 9 a.m. to 5 p.m. Residents should ask for Alli Woosley or Sarah Teeters.

There are also fans at Neighborhood Place locations, as well as CenterWell Senior Primary Care and JenCare Senior Medical Center.

Air Quality Alert Day

Today is also an Air Quality Alert Day for ozone in Louisville/Southern Indiana. Forecasters believe ozone will be in the Unhealthy for Sensitive Groups (orange) range. Sensitive groups include seniors, children, and people with breathing ailments like asthma and COPD. Check the air quality at louisvilleky.gov/airquality

IT'S BAT SEASON

Bats play an essential role in our ecosystem by eating insects and pollinating plants. However, every year bats test positive for rabies, a viral disease that is almost always fatal if left untreated.

Rabies can spread to people and pets if they are bitten or scratched by a rabid animal. In the United States, rabies is mostly found in wild animals including bats, skunks, racoons and foxes. Bats are the leading cause of rabies in the U.S. In Kentucky, bats, bovine, skunks and dogs were the common hosts of rabies last year.

In the past three years, rabid bats have been found in Jefferson County:

2019: 4
2020: 2
2021: 6
2022: 3

The virus can be prevented by vaccinating pets, avoiding wildlife, and seeking medical care immediately for potential exposure. If you encounter a bat in your home:

If possible, close the door to isolate the bat in the room.
Contact your doctor and LMPHW at 502-574-6640 right away. The health department will arrange for the bat to be collected and tested for rabies.
If you know you have been bitten or scratched by a bat:

Wash the wound thoroughly with soap and water and seek medical attention immediately.
If the bat tests negative for rabies, you will not need post-exposure treatment.

If you do not know how the bat got into your home, you will also need to contact a bat remediation specialist to determine if bats are living in your home.

If your pet encounters a bat:

Contact LMPHW at 502-574-6640 or email publicfacilities@louisvilleky.gov. Your pet may need to be quarantined to ensure rabies is not transmitted. Please advise the health department if you choose to have your pet quarantined at another location besides your home.
If your pet bites or scratches someone during a rabies exposure quarantine, you must report the incident to LMPHW.

FOOD POISONING

When dining out, choose an eatery that keeps food safety as its main dish. Feast your eyes on these tips to protect yourself from food poisoning while eating out.

Check inspection scores. Check a restaurant’s score at our health department’s website, or look for it when you get to the restaurant.
Look for certificates that show kitchen managers have completed food safety training. Proper food safety training can help improve practices that reduce the chance of spreading foodborne germs and illnesses.
Look for safe food-handling practices. Sick food workers can spread their illness to customers. If you can see food being prepared, check to make sure workers are using gloves or utensils to handle foods that will not be cooked further, such as deli meats and salad greens.
Order food that’s properly cooked. Certain foods need to be cooked to a safe internal temperature. This includes meat; seafood; chicken, turkey, or other poultry; and eggs. If a restaurant serves you undercooked meat, poultry, seafood, or eggs, send it back to be cooked until it is safe to eat.
Avoid lukewarm food. Cold food should be served cold, and hot food should be served hot. If you’re selecting food from a buffet or salad bar, make sure the hot food is steaming and the cold food is chilled. Germs that cause food poisoning grow quickly when food is in the danger zone, between 40°F and 140°F.
Refrigerate your leftovers quickly. Refrigerate leftovers within two hours of when the food was prepared (or an hour if the food is exposed to temperatures above 90°F, like a hot car or picnic). Eat leftovers within three to four days. Throw them out after that time.

SAFE FOOD MONTH

Go out and celebrate Food Safety Month

September is Food Safety Month. You can celebrate by choosing a restaurant that keeps food safety on the menu. Here are some tips to protect yourself from food poisoning while eating out.

Check a restaurant’s inspection score.
Make sure the food is cooked thoroughly.
Hot food should be served hot and cold food should be served cold.
Eat leftovers within 3 to 4 days.

If you think you got sick from food, our Food Safety Team conducts investigations of reported illness connected with a permitted food service establishment in Louisville. It is important that you make every effort to provide a 48-hour food history along with a history of recent activities. Please file an online foodborne illness report. You can also call to report a potential foodborne illness at 502-574-6650, press 2 for Food Safety and press 1 for Foodborne Illness or Food Poisoning. Please advise that you are calling to report an illness associated with a food service establishment that you visited.

The recent, record-breaking heat waves that have scorched the southwestern United States and northern Mexico, China and southern Europe were made dramatically more likely due to human-caused climate change, researchers report in a study from the World Weather Attribution network. In a world without climate change, they found, the recent extreme heat in China would be expected roughly once every 250 years. Now, it’s a once-in-five-years phenomenon, or 50 times more likely to occur. Meanwhile the extreme heat waves in southern Europe and North America, which would have been virtually impossible without climate change, are now likely to occur once every 10 years and 15 years, respectively. Resilience is learning to bend, not break, when times are tough.

Volunteers with the RCS Foster Grandparent Program gathered at the Edison Center earlier this month for a back-to-school meeting. This group represents only some of the dozens of incredible mentors that spend some of their time with young people every week, serving as role models and friends.

Foster Grandparents Head Back to Louisville Classrooms

It’s a new school year and in classrooms all across Jefferson County, volunteers in the Foster Grandparent Program will be making a difference in the lives of children, just as they have for more than 50 years.

The Foster Grandparent Program – funded by AmeriCorps Seniors and operated by Metro RCS – is an opportunity for older people (ages 55 and up) to work part-time in local classrooms mentoring children from preschool age all the way up through high school. Foster grandparents usually work one-on-one with the students they are assigned, focusing on core projects like improving literacy or social skills.

“Usually, foster grandparents are assigned children who need extra help and support,” says Outreach and Advocacy Manager Sarah Teeters. “If a child needs a little more one-on-one attention, they can be partnered with a foster grandparent for a little more stability and nurturing.”

Volunteers in the Foster Grandparent Program are able to set their own schedule. They can work up to 40 hours per week in the classroom, although the average is around 20 hours a week. FGP volunteers are paid a stipend for their work, as well as compensation for meals and transportation.

There are around 60 foster grandparents enrolled in the program currently but Teeters says that number could be much higher, as the program has capacity for around 110 volunteers.

Teeters says the experience of being a foster grandparent is rewarding for both the students and the volunteers.

“When you look at the statistics for active and successful aging, the two biggest factors are intergenerational socialization and purposeful lives, so this really meets both of those,” says Teeters. “It gives older adults a sense of purpose, a routine. You get to see these children you’ve been working with and you get to see their progress. The intergenerational part is very important for both sides.”

Construction drawings for the Portland Library are in the final review phase, and we expect bids to go out in the next week. Once bids are received and evaluated (estimated mid-September), contractors will be able to set a start date for construction. While the branch will stay open to the public as long as possible, it will need to close once construction begins.

Portland Anchor – September 2023:

The Louisville Free Public Library is so excited to begin the much-needed renovation and 4,500-square-foot expansion of the Portland Library (architect’s rendering above). The final construction drawings are now complete and the construction manager has released the request for bids to subcontractors. Since it will take several weeks to receive and review the bid responses, the Portland Library will now remain open through the end of September (we will not close on August 31, as previously announced). Registration is open now!

We encourage all residents to take part in Brightside's Community-Wide Cleanups. Held in the spring and fall, the events are a great service opportunity for boy/girl scouts, sports teams, faith groups and community organizations. It could also be a corporate team bonding opportunity!

Cleanups are an integral part of Brightside's mission and without the help of volunteer groups, and many other volunteers throughout the year, Brightside could not achieve their goals of a cleaner, greener Louisville.

Neighborhoods can hold their own cleanups at any point throughout the year and we can provide gloves and bags for each Neighborhood Cleanup. We will work with Solid Waste Management to have the collected litter bags picked up. A major responsibility of OSHN’s Reimagine Network division is “community mobilization.”

That is a tried-and-true term for neighborhood coalition-building, an influential platform where everyday residents have hands-on involvement in the fight to defeat violence. And these coalitions matter because when a community mobilizes, change happens.

This is where people transcend their differences and work tangibly and in earnest. Coalitions are powerful forces in addressing inequities through their grass roots activism.

OSHN employs a team of project specialists that work exclusively in mostly targeted, distressed communities to help coalitions address issues ranging from the placement of street lighting to food insecurity. The specialists are driven by ideas and issues that citizens prioritize.

When you call 911 be prepared to provide exact location of the emergency, name and phone number, details of the emergency. Call takers can provide follow up instructions to do before the help arrives. Stay on the line until the call taker instructs you to.
If you dial 911 by mistake, please stay on the line and explain to the call taker. We are required to call back any 911 hang up calls the Communication Center receives. If the hang up is from a land line or business phone, we will send police to do a welfare check if no one answers on the callback.
We are able to connect to an interpreter service if caller needs to communication in another language.
Please remember to have patience when calling for an emergency at a public place or roadway or during a severe weather event . The call volume will increase and call takers will be processing calls as fast and efficiently as they can.

Each Wednesday from 11 a.m. to 2 p.m. experience Food Truck Wednesdays at 4th Street between Jefferson and Market Streets! Louisville Downtown Partnership has curated many amazing food trucks to serve lunchtime patrons each Wednesday!

The street will be closed off to vehicular traffic from 9 a.m. to 3 p.m. each week. Food trucks will serve food from 11 a.m. to 2 p.m.

The Food Truck Clinic is a one-stop-shop where food and beverage vendors can get the green light from the Louisville Metro Department of Public Health and Wellness (LMPHW), Louisville Division of Fire and Jefferson County Fire Service, and Alcoholic Beverage Control (ABC) to legally sell food and drinks to the public.

Every Thursday between 11 a.m. and 2 p.m., from now until Oct. 19, food trucks and other mobile vendors can stop by the alley at Armory Place, behind the Metro Development Center to get their permits to operate.

The Food Truck Clinic not only benefits vendors, but community members, too. Each Thursday, the public is invited to the clinic to enjoy food and beverages after food trucks get the go ahead to open.

WASTE TIRE COLLECTION EVENT

Waste Tire Collection Event

Kentucky’s Waste Tire Collection Program was established in 1998 as part of the Energy & Environment Cabinet’s (EEC) ongoing efforts to rid Kentucky’s landscape of waste tires. The EEC contracts for the removal and delivery of the recovered tires to "beneficial end use" markets where they are recycled to become products such as tire-derived fuel or crumb rubber. The program is supported by the Waste Tire Trust Fund, which is funded when tire retailers collect a $2 fee on all new replacement motor vehicle tires sold. Retailers may retain five cents to offset administrative costs, but the balance is required to go in the Waste Tire Trust Fund, which is dedicated to managing scrap tires and developing sustainable markets for recycled tire products. To date, the Waste Tire Collection Program is responsible for the proper disposal of more than 19 million waste tires!

Every three years, Jefferson County hosts a Waste Tire Collection Event. The next event is October 5, 6, and 7 at 1030 Phillips Lane, across from the Kentucky Exposition Center.

Thursday & Friday, 7 a.m. - 3:30 p.m., Saturday, 7 a.m. - 1 p.m.

Tires must be separated by type prior to arrival. Any Kentucky resident is eligible to dispose of an unlimited number of tires EXCEPT tire retailers, scrap/salvage yards, and recycling facilities.

Tractor and farm implement
Bicycle, motorcycle, golf cart, ATV

Not Accepted:

Foam filled
Calcium filled
Off road construction
Rubber tracks

Louisville Urban League Assists clients, primarily African Americans and individuals of low to moderate income, prepare for and find employment. Services include counseling & placement services, training & development, pre-screening & referral services and outreach programs.

Kentucky Department of Veterans Affairs This site includes information about education and training benefits available to veterans through the Department of Veterans Affairs.

Veterans Express Kentucky Career Center offices have Local Veterans Employment representatives and Disabled Veteran outreach specialists to assist veterans with their employment and training needs.

Center for Accessible Living (CAL) CAL offers training on disability issues and Americans with Disabilities Act (ADA), ADA compliance, building and product accessibility, reasonable accommodation certification, American Sign Language interpreters, recruitment, career development, a Job Hunt Club and much more. Goodwill Industries of Kentucky Goodwill provides jobs, job training, and employment counseling for people who face barriers to finding and keeping a job, including people with disabilities, recipients of public assistance, and people with limited education or work history.

Job Corps Job Corps is a free education and training program that helps young people learn a career, earn a high school diploma or GED, and find and keep a good job. For eligible youth at least 16 years of age.
