Friday Thoughts

Happy Friday! I hope you've had a great week and are enjoying these more fall-like temperatures. It's hard to believe it's already September. We'll be getting ready for the holidays before we know it!

This was a light week from a Metro Council standpoint due to the Labor Day holiday and no committee meetings, so there aren't any legislative updates to share. One of the things we'll be discussing next week is revising short-term rental regulations.

While not a significant issue in our area, short-term rentals have changed the fabric of many neighborhoods in the city. We have regulations that try to mitigate any impacts, but some of those regulations have loopholes being exploited by bad actors. I believe the legislation before us will help close those loopholes and make common sense changes, while still allowing the rental market to succeed.

In other news, the House Bill 314 Commission (formed by the Kentucky General Assembly to study merger) is quickly wrapping up its work. I'll be interested to see the recommendations. I know some are frustrated with merger - and don't get me wrong, there is room for improvement - however, I feel strongly that we are at our best when we work together and speak with one voice. You can't be a suburb of nowhere. We are directly impacted by the things that happen in the downtown area, and having a voice there is critical to our collective success. On the other hand, some previous administrations have focused too little on areas outside the Watterson (let alone the Snyder). However, I do believe that is changing. I've had several conversations with Mayor Greenberg about ensuring adequate resources are allocated across the county and am confident he will follow through.

As we consider the changes (which will ultimately be debated and turned into law in Frankfort next session) proposed by the commission, I hope state lawmakers remember that we are stronger together and refrain from letting political aims get in the way of creating opportunity for growth for our community.

New Aiken Road Recycling Center

recycling

Assuming they fit, Metro Public Works plans to have ten dumpsters at the new site.

Construction has begun on a new recycling center just outside our district at 13312 Aiken Road. This location will serve as a replacement for the Urton Lane Recycling Center that was closed early last year. This will be an unstaffed location that will accept paper, cardboard, cartons, plastic, glass, metal cans, foil pans, foil wrap, etc. All these materials will go in dumpsters (serviced daily) to be sorted later at a processing facility. The goal is for this facility to begin accepting items early this fall. For more information on recycling locations, what's accepted, etc., click here

PDS Weekly Activity Report

Every week, Metro Planning and Design Services (PDS) issues a report listing all new land use applications in Jefferson County. These typically include changes in zoning, conditional use permits, variances, landscape plans, and more. There are two cases in this week's report involving property in District 17. One is a Category 2B review for a proposed office and grocery store at 200 Juneau Drive. Requests for a conditional use permit, landscape waiver, and variance listed in the report are also connected to this case. You can see the current plan here. The other case is a waiver to allow a changing image sign at 9800 Westport Road to be closer than 300 feet to a residential area. If you have any questions or comments, please contact the case manager listed in the report.

'Another Way' Update

Another Way

I wanted to give you an update on the 'Another Way' program I've mentioned a few times previously. As you may recall, this program involves Goodwill employees canvassing highly trafficked areas known for panhandling to offer individuals the opportunity to work (picking up litter, etc.) and get lunch. In addition, they visit Goodwill's Opportunity Center where they get help addressing barriers and connecting to internal and external resources.

Over the last two months alone, 382 new individuals have been served. This includes 37 people gaining full-time employment (with benefits), 39 finding temporary or permanent housing, 18 being transported to treatment, and 60 receiving IDs. I continue to be amazed at the impact this program is having and look forward to sharing more on this in the near future.

Public Hearing - 2819 N. Hurstbourne Parkway

planning

The Land Development & Transportation Committee, a subcommittee of the Planning Commission, will hold a public hearing on Thursday, September 14 to review a revised district development plan for property located at 2819 N. Hurstbourne Parkway. The meeting will begin at 1 p.m. and continue until all cases are heard. As I mentioned in my newsletter a couple of weeks ago, this proposal would permit volleyball courts and a restaurant at that address. Please contact Jonathan Lawler at jonathan.lawler@louisvilleky.gov with any questions or comments.

Give for Good

There are 26 different causes from which to choose when participating in Give for Good Louisville.

Hosted by the Community Foundation of Louisville, Give for Good Louisville helps people take an active role in causes about which they are passionate. This can take the form of making a donation, volunteering, or fundraising. Donors will be able to make gifts online beginning Monday, September 11 and continue through Friday, September 15. However, most people choose to give on Thursday, September 14 (from midnight until 11:59 p.m.) when online gifts can earn extra cash for their favorite organization. Use the link above for more general information or to sift through the 500 or so organizations to find one that best suits your interests!
