Thank you to everyone who attended "Muffins with McCraney" yesterday. It was a great gathering of good folks and great conversation. Thank you also to Michael King, Director of Office of Advanced Planning; Jeff Brown, Executive Administrator, Public Works Department; and my Council colleague, Kevin Kramer, Councilman and Budget Committee Vice Chairman. These subject-matter experts shared invaluable information about infrastructure projects throughout District 7 and the FY 23-24 budget. Attendees asked questions and freely voiced their opinions about the budget and some objectionable Kentucky Transportation Cabinet projects. 

During the community meeting, we discussed the rightsizing project planned for Brownsboro Rd. Here is the latest information and meeting notice for your consideration:

A public meeting for the Brownsboro Rd. Rightsizing Project has been scheduled for Thursday, July 6th at 5:30 pm at St. Joe's (in the dining hall) on Frankfort Ave.

Details of the project are below. If you have any concerns/comments, I encourage you to complete the feedback form on the link listed below.

Project Information

  1. Where: Brownsboro Road (US 42), between Mellwood Avenue and Chenoweth Lane (KY-1932)
    1. Includes a portion of Mellwood Avenue (US 42) between Spring Street and Brownsboro Road
  2. When: Fall 2023 
  3. Who: Kentucky Transportation Cabinet's District 5
  4. Why: Improve safety at the same time as a scheduled repaving
  5. Pre-rightsizing: Four (4) travel lanes
  6. Post-rightsizing: Two (2) travel lanes, a center turn lane, dedicated left-turn lanes at signalized intersections, and marked shoulders
  7. Note: Brownsboro Road between Haldeman Avenue and N. Ewing Avenue was previously rightsized in 2012.

Closed in Observance of Juneteenth

The Louisville Metro Council offices will be closed Monday, June 19th, in celebration of Juneteenth. Normal office hours will resume Tuesday, June 20th.

  • June 19, 6 p.m.: “Let’s Talk | Bridging the Divide: Load in Nine Times: United States Colored Troops, An Evening with former Kentucky Poet Laureate Frank X Walker” at the Frazier History Museum, 829 West Main Street: Danville native and poet Frank X Walker will debut a collection of poems centered on African Americans in Kentucky during the Civil War. Eighteen of those works will be unveiled as part of the museum’s Commonwealth exhibition. The event is free, but registration is required.

Metro Council Meeting Recap

This week Metro Council Committees adopted resolutions and ordinances, and hosted discussions with Public Works, the Complete Streets Coalition, and Simmons College of Kentucky.  Additional budget hearings were held with Waterfront Park and the Belle of Louisville. 

The Planning and Zoning Committee adopted two changes to zonings along Millers Lane and Shelbyville Road.

The Labor and Economic Development Committee approved two supplier contracts for PARC or the Parking Authority of River City. 

The Public Works Committee discussed alley cleaning with Public Works and heard testimony from the Complete Streets Coalition.  

The Public Safety Committee approved a FEMA grant application for the Jefferson County Sheriff’s Office.   

The Community Affairs and Equity Committee adopted two health outcome grants from private health institutions.  It also discussed the Mayor’s proposed $5 million Capital Budget allocation to the Family Life Center. 

The Government Oversight and Audit Committee approved appointments to the Ethics Commission, Housing Authority, and to the Jeffersontown, St. Matthews, and Fern Creek Fire Protection Districts.

The Parks and Sustainability Committee adopted a resolution urging a campaign on the harms of improperly disposing plastic ware.  

The Budget Committee adopted several council district appropriations and forwarded the TARC budget on an unfavorable vote.  It also heard testimony from Jefferson County Clerk Bobbie Holsclaw on her end-of-term surplus. 

A Special Budget Committee meeting is scheduled for 4:14 p.m. on Tuesday, June 20, 2023, to adopt the FY 2024 Operating and Capital Budgets. 

Metro Council will meet again at 6 p.m. on Thursday, June 22, 2023. The FY 2024 budget will be presented for a full Council vote.

Let's Talk About Trauma

Trauma can result from an event or set of circumstances that is experienced by an individual as physically or emotionally harmful or threatening and can have lasting adverse effects on the individual’s functioning and physical, social, emotional well-being.

We invite you to register for free virtual training from Trauma Resilient Community Project Manager Nannette Dix, who will define trauma, discuss the Four R’s of a trauma-informed approach (Realization; Recognize; Respond; Resist) and its six guiding principles. The discussion will also provide mind, body and soul approaches to healing and promoting mental, spiritual and physical health.

Plastic Ordinance

A Louisville Metro councilwoman is proposing a new city rule aimed at minimizing waste caused by single-use plastics. Under this plan, if you want plastic utensils for a takeout order from a food service establishment, the customer is required to ask.

"You either have a spot in your drawer full of them, or you throw it away," Betsy Ruhe, D-21, said. "It's wasted." Ruhe is sponsoring the ordinance. For delivery or take-out orders, the document reads that food service establishments "may only provide single-use foodware upon request from the customer or at a self-service station." She said the same rule would apply to items such as plastic utensils, condiment packets and straws. "Once the straws hit the table, they (restaurants) have to throw them away whether we use them or not," Ruhe said. "So why don't we just ask if I want a straw?" (As reported by WDRB June 14, 2023)

VA Hospital Construction on Schedule

Louisville’s new $840 million Veteran Affairs Hospital is noticeably making progress after construction came to a temporary halt last year. Although the process hasn’t been smooth, the site leaders said they are still trending to finish construction on time. Supply chain issues and blasting misfires have created some conflicts for this new VA Hospital, but despite the setbacks, site leaders said they’re right on track. Usually held every month on the last Thursday, these events have grown in popularity every year. Any Chamber member can host a 5:05 After Hours Networking event at their place of business.   1. Never leave anything of value in your vehicle; this includes laptops, purses, GPS devices and even loose change.
  2. Do not leave your vehicle running while unattended.
  3. Always lock your vehicle doors.
  4. Remove garage door openers from vehicles when parked outside.
  5. Do not leave your keys in your vehicle, this includes key-fobs.
  6. Do not leave the windows of your vehicle open, or partially open.
  7. Try to park your vehicle in a well-lit area.
  8. Never leave a firearm unprotected in your vehicle.

On January 1, 2019, a new Comprehensive Plan, called Plan 2040, went into effect. As a resident of District 7 (or any district in Louisville), it is important to review the Comprehensive Plan if you are interested in development that is proposed for the neighborhood. The Comprehensive Plan is the guidepost for all development, and the Planning Commission must use it as one of the guiding principles and tools for making decisions regarding the approval or denial of a neighborhood development project.

The Comprehensive Plan is representative of over 6,000 voices, including Metro staff, an advisory committee, and resident volunteers. The Advisory Committee, made up of diverse representatives from neighborhood and community organizations as well as development and business interests, finalized its recommended goals, objectives, and policies on February 21, 2018. 

On April 16, 2018, the Planning Commission recommended the Comprehensive Plan for approval. The document was then reviewed by the Metro Council as well as 12 local municipalities with zoning authority for formal adoption. Those 12 local municipalities are: Anchorage, Douglass Hills, Graymoor-Devondale, Hurstbourne, Indian Hills, Jeffersontown, Lyndon, Middletown, Prospect, Shively, St. Matthews, and St. Regis Park.
